1.  Executive SummaryThe U.S. Department of State’s Embassy Algiers is launching a competitive program to catalyze innovation and commerce between the United States and Algeria and advance key U.S. foreign policy priorities. The initiative aims to strengthen commercial ties, expand market access for American companies, and promote American business models and technology, particularly in entrepreneurship and artificial intelligence as well as English language development. Target audiences include Algerian students and young leaders (ages 18-35), entrepreneurs, and mid-career professionals, with a focus on building partnerships between U.S. and Algerian institutions and improving knowledge relevant to U.S. business and technology standards. The U.S. Department of State's Embassy Cairo announces an open competition to implement a comprehensive mentor program for Egyptian English language instructors that will strengthen English education capacity throughout Egypt while advancing U.S.-Egypt educational partnerships and cross-cultural understanding. This program addresses a critical need: Egyptian English instructors face limited access to modern pedagogical training, contemporary teaching methodologies, and professional development in areas such as AI-enhanced instruction, critical thinking pedagogy, and differentiated learning approaches. This capacity gap directly impacts Egypt's ability to prepare its youth for participation in the global economy and limits opportunities for meaningful people-to-people exchanges that strengthen bilateral relations. The program will train 150 Egyptian English language instructors from all governorates across Egypt through an intensive one-week course (56 hours at 8 hours per day) focused on practical applications and best practices in Teaching English to Speakers of Other Languages (TESOL). 1. NOFO HighlightsThe Youth Homelessness NOFO provides competitive awards to eligible applicants under two different programs-Youth Homelessness System Improvement (YHSI) grants- Assistance Listing Number (ALN) 14.277Youth Homelessness Demonstration Program (YHDP)- ALN 14.276Under the YHSI grants, HUD will make awards to selected communities to support them in establishing and implementing a response system for youth homelessness or for improving their existing response system. HUD will select approximately 49 communities for YHSI grants.Under the YHDP, HUD will provide funding to communities to implement housing and supportive services projects. HUD anticipates selecting between 26 and 50 communities, with a priority for communities with substantial rural populations in up to sixteen locations.Separate from this NOFO, technical assistance will be available to assist selected communities implement and improve their YHSI and YHDP projects. To support the Administration for Children and Families" initiative, A Home for Every Child, the Children"s Bureau will award one grant to establish the Foster Parents Network Analytics Hub (HUB) to achieve a foster home-to-child ratio of more than 1:1 in every state by 2029. The HUB will advance the goal by providing states with advanced analytics tools and intensive technical assistance to optimize their foster parent networks.This national demonstration project under Section 426 of the Social Security Act, the HUB will develop a secure, accessible analytics platform integrated with state Statewide Automated Child Welfare Information System and Comprehensive Child Welfare Information Systems (SACWIS/CCWIS). It will also deliver rapid technical assistance to help states analyze foster home dynamics, identify capacity gaps, develop targeted retention strategies, and improve placement matching. This initiative exemplifies ACF's commitment to results and evidence by focusing on measurable outcomes, using data and proven practices to improve performance, and ensuring efficient use of taxpayer dollars through rigorous performance monitoring.This five-year cooperative agreement will establish the HUB, prioritizing immediate deployment, measurable impact, and sustainable capacity building.

The Wilson Fish Bridge to Employment Program (WF B2E) provides funds to ensure recipients of Refugee Cash Assistance (RCA) can access required employment services as outlined in the Immigration and Nationality Act. ORR"s primary strategy for ensuring access to these required services in most states is through the Refugee Support Services (RSS) program. Beginning in FY 2027, RSS will no longer be available in select states. The WF B2E program provides required employment training and placement services, as well as English language training, to recipients of RCA in the states where RSS will no longer operate. Services provided under this program are only available to individuals within the first 36 months after they either arrive in the United States or within the first 36 months they receive an ORR-eligible status. Approved projects will fund required services either directly or through subawards. Details on the states in which this program will operate will be available in the forthcoming NOFO.

The purpose of this Notice of Funding Opportunity is to invite proposals for funding to establish a Women’s Business Centers (WBCs) modernization and alignment initiative. This initiative will establish a Lead Center Model, supported by a network of Service Centers, to deliver coordinated, statewide or territory-wide business services. The Rangeland Management program conducts inventories, assessments and evaluations of soil and vegetation conditions and land health. Monitoring data is collected and analyzed to ensure progress toward meeting land health standards.Funded projects under this program will focus on high priority work effecting the program nationally by crossing state boundaries, such as, activities that support maintaining or achieving land health and productivity, increasing soil carbon sequestration, and creating resilient landscapes to benefit current and future generations. The goal is to find, study, protect, and manage archaeological resources in Lincoln County, Nevada. The Bureau of Educational and Cultural Affairs (ECA) invites proposals for cooperative agreements to implement the FY 2026 (Academic Year 2027-2028) Congress-Bundestag Youth Exchange (CBYX) for Young Professionals program and outbound Congress-Bundestag/Bundesrat Staff Exchange (CBBSX) travel component.  The CBYX for Young Professionals and CBBSX programs advance America’s national interests by building lasting personal and institutional relationships that promote prosperity and security between the United States and Germany.    Key Activities:         CBYX for Young Professionals: ·      Approximately 65 American and approximately 65 German participants, ages 18.5-24, engage in year-long academic and professional exchanges. ·      American participants complete two months of in-country German language training, study for one semester at a German university, technical, or professional school, and gain practical work experience. ·      German participants study for one semester at a U.S. university, college, technical, or professional school and gain practical work experience. ·      Both American and German participants live with host families throughout the program year. CBBSX: ·      Ten U.S. Congressional and 10 German parliamentary staffers participate in a short-term reciprocal exchange with each other’s legislatures. ·      The U.S. recipient organization provides travel and administrative support for the outbound CBBSX exchange by coordinating round-trip airfare for the U.S. delegation. The Fulbright U.S. and Visiting Scholar Programs annually provide approximately 970 awards to U.S. scholars and professionals to lecture and/or conduct research overseas and approximately 1,025 awards to visiting (non-U.S.) scholars to lecture and/or conduct research in the United States. The Runaway and Homeless Youth Training, Technical Assistance, and Capacity Building Center (RHYTTAC) provides direct training and technical assistance to existing RHY award recipients and subrecipients to enhance their efforts to successfully implement FYSB-funded projects. FYSB expects to award one cooperative agreement to strengthen and build the capacity of runaway and homeless youth and other youth-serving professionals and service providers across the nation by:Developing relevant and interactive training products for in-person and virtual adaptation.Disseminating evidenced-based, evidence-informed, and best practices related to issues impacting youth who have runaway from home, youth and young adults experiencing homelessness, and youth and young adults at risk of becoming homeless.Providing targeted technical assistance to RHY award recipients and youth-serving organizations to address current and potential needs.Leading coordination activities among RHY award recipients and other RHY funded partner organizations.

The U.S. Department of State, Bureau of Oceans and International Environmental and Scientific Affairs (OES), Office of Ocean and Polar Affairs (OPA) announces an open competition for a U.S. institution, company, or organization (see eligibility information in B.1) interested in submitting an application to conduct ocean mapping, seabed exploration, habitat and resource characterization, and data management and analysis in Pacific Island Countries (PICs).

The Street Outreach Program (SOP) provides street-based services to runaway, homeless, and street youth who have been subjected to, or are at risk of being subjected to, sexual abuse, prostitution, sexual exploitation, and severe forms of human trafficking in persons. These services, targeted in areas where street youth congregate, are designed to assist such youth in making healthy choices and providing them access to shelter or stable housing, as well as basic needs, including food, hygiene packages, and information on a range of available services.This NOFO is modified. The Basic Center Program (BCP) provides temporary, emergency shelter; and counseling services to youth who have left home without permission of their parents or guardians, have been forced to leave home, or other homeless youth who might otherwise end up in the law enforcement or in the child welfare, mental health, or juvenile justice systems. BCPs work to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. BCPs provide youth under 18 years of age with food, clothing, counseling and referrals for health care. BCPs can provide up to 21 days of shelter for youth and seeks to reunite young people with their families, whenever possible, or to locate appropriate alternative placements.

The ICJR Program assists Tribal, state, and local governments and courts to strengthen the criminal justice response to domestic/dating violence, sexual assault, and stalking by improving offender accountability, victim safety, homicide reduction, protection-order enforcement, and coordinated law enforcement and prosecutorial action. These sorts of activities treat these offenses as serious violations of criminal law and seek safety and autonomy for victims.

State Trade Expansion Program

The purpose of this funding opportunity is to create a single, coordinated national training center that provides comprehensive TTA to Title X grant recipients and their networks of sub-recipients and service sites. Title X currently operates through a large and diverse network of more than 3,800 service sites who provide Title X services to close to 3 million low-income individuals annually, and these providers rely on consistent, high-quality support to meet statutory and regulatory requirements and OASH and OPA priorities.

The NCS is a dedicated toll-free, US national communication system that provides information, referral services, crisis intervention, prevention approaches, and other supportive services to vulnerable, at-risk, and runaway and homeless youth, and their families or legal guardians. The purpose of the NCS is to a) prevent youth from running away and becoming homeless, b) link youth with a family member or guardian, and/or an available resource that can provide and/or assist the youth in acquiring needed services, and c) increase prevention education to reduce runaway incidents and youth homelessness.​
