The Secretary of Labor, through MSHA, may award grants to State, Tribal, and Territorial Governments (including the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands) to assist them in developing and enforcing State mining laws and regulations, improve State workers’ compensation and mining occupational disease laws and programs, and improve safety and health conditions in the nation’s mines through Federal-State coordination and cooperation.   MSHA encourages State training programs to prioritize health and safety training for new and small mining operations. MSHA also encourages grant recipients to address, in their training and education programs, contract employee safety and occupational health hazards, powered haulage and mobile equipment safety, mine emergency preparedness, mine rescue, electrical safety, training for new and inexperienced miners, managers and supervisors performing mining tasks, and falls from heights. Applicants are encouraged, where applicable, to support the President’s goals of increasing the discovery and mining of critical minerals, by developing or creating training and compliance assistance programs to assist operators extracting critical minerals, including coal. The OVW Special Tribal Criminal Jurisdiction (STCJ) Grant Program supports Tribal governments in preparing to exercise or exercising STCJ over non-Indians who commit covered crimes within the Tribe’s jurisdictional boundaries. Covered crimes are assault of Tribal justice personnel; child violence; dating violence; domestic violence; obstruction of justice; sexual violence; sex trafficking; stalking; and violation of a protection order.

The ATTAIN Competitive Grant Program will provide funding to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. Eligible applicants for ATTAIN Competitive Grant Program funds are: • State or local governments; • transit agencies; • metropolitan planning organizations; • other political subdivisions of a State or local government (such as publicly owned toll or port authorities); • multijurisdictional groups; or • consortiums of research institutions or academic institutions. ATTAIN requires a minimum non-Federal cost share of 20 percent. Applications that do not provide at least the minimum non-Federal cost share will be classified as ineligible.

The CAP-SSSE program provides funding to ensure adoption and enforcement of standards consistent with the National Flood Insurance Program (NFIP) minimum criteria in participating and flood-prone communities. This cooperative agreement strives to empower states and territories to own and effectively manage their flood risk and reduce exposure, disaster costs, and recovery demands by providing planning flexibility, tools and best practices, and FEMA expertise to support implementation of their NFIP programs. This cooperative agreement funds NFIP Coordinating Agencies to conduct specific activities in support of NFIP administration and enables independent investment to build capacity and capability in line with the provisions set forth in 44 C.F.R. § 60.25.

This is a notice of funding opportunity (NOFO) for the FY26 Technology and Equipment Program (TEP). This noncompetitive, invitational, funding opportunity provides funding to state, territorial, local, Tribal, and other entities designated under the heading “Community Oriented Policing Services, Technology and Equipment Community Projects / COPS Law Enforcement Technology and Equipment” in the Congressional Joint Explanatory Statement – Division C, which is incorporated by reference into Public Law 119-74, to develop and acquire effective law enforcement equipment, technologies and interoperable communications that assist in responding to and preventing crime and expand the implementation of community policing. Tribal Wildlife Grants provide technical and financial assistance to federally recognized Tribes for the development and implementation of programs that benefit fish and wildlife and their habitats. Funding may be used for conserving any plant or animal species of interest to a Tribe, including those of Native American cultural or traditional importance. Despite expanded authority under the Family First Prevention Services Act, title IV-E prevention services account for less than 2% of total program claims. Many title IV-E agencies face implementation barriers including limited infrastructure, provider readiness, evaluation capacity, and complex claiming requirements.To overcome these barriers, the Children's Bureau will fund projects to accelerate and sustain implementation of the title IV-E prevention services program.Funded projects will develop the infrastructure and readiness to implement one or more title IV-E eligible prevention services. Services implemented must include at least one title IV-E eligible prevention service that is either new or not yet fully operationalized within their current title IV-E prevention plans or statewide service array. Core activities include but are not limited to: (1) Building title IV-E claiming and reimbursement systems; (2) Developing provider capacity and referral pathways; (3) Establishing data and reporting infrastructure. Title IV-E agencies must demonstrate how services and infrastructure will transition to title IV-E claiming within 18 months. Award recipients will work with an internal or external evaluator to provide rapid and real-time feedback as they prepare to implement the program(s) and share lessons learned with the field.

The Primary Prevention Youth Homelessness Demonstration Program provides funding to identify and implement strategies and services for youth and young adults between ages 12 and 26 in order to prevent homelessness, including strategies designed to serve youth and young adult populations with a high likelihood of experiencing homelessness, housing instability, particularly among youth at risk of human trafficking; struggling with substance abuse or mental health concerns; or transitioning out of foster care, the juvenile justice system, or a residential behavioral health system. Primary prevention efforts should focus on reasons youth become homeless, such as a lack of affordable housing, poverty, and family dynamics.Grant recipients must also work with youth who have experienced homelessness, are self-sufficient, and can assist with helping design and implement their projects. This includes establishing local youth advisory boards. In addition, grant recipients awarded under this funding opportunity must participate in a federally sponsored evaluation.

The USDA’s Food and Nutrition Administration (FNA) works to nourish those in need through financially sound programs that promote health and work, as well as champion the productivity of American agriculture. The purpose of these grants is to support SNAP State agencies in meeting these requirements and testing different income verification services to determine the most cost-effective solution. The EVS grants support SNAP State agencies with their efforts to electronically verify the earned income of SNAP applicants and recipients. States may use grant funds to contract with commercial vendors to use third-party income databases (TPIDs) that provide electronic verification of employment and earnings in support of these functions. FNA announces, through this Notice of Funding Availability (NOFA), up to $38 million in grant funds for the fiscal year (FY) 2026 SNAP EVS grant opportunity. . The NOFA provides the maximum allocation amount for each State. Funds are being offered noncompetitively using a formula-based distribution approach and will be available to the 53 State agencies that administer SNAP. The proposed award period of performance is 24 months beginning September 2026 through September 30, 2028.

The purpose of the Fiscal Year (FY) 2026 NIMS Cooperative Agreement is to support EMAC, which is a congressionally ratified mutual aid compact (Pub. L. No. 104-321). The “purpose of the compact is to provide for mutual assistance between the states entering into the compact in managing any emergency disaster that is duly declared by the Governor of the affected state, whether arising from natural disaster, technological hazard, man-made disaster, civil emergency aspects of resources shortages, community disorders, insurgency or enemy attack.” The FY 2026 NIMS Cooperative Agreement The NIMS-EMAC NOFO addresses the challenge of closing funding gaps for EMAC operations, ensuring a swift and coordinated response to emergent threats and disasters. The success of EMAC rests on sustaining, maintaining and improving its operational capability and the capabilities and implementation of its members. It seeks to solve the problem of fragmented emergency management efforts by strengthening interconnectivity and collaboration between federal agencies and non-federal partners. The NIMS-EMAC NOFO supports Mission 5: Build a Resilient Nation and Respond to Incidents, Objective 5.2: Strengthen National Resilience, and Objective 5.4: Enhance Training and Readiness of First Responders, of the DHS 2023 Quadrennial Homeland Security Review (QHSR). This is a notice of funding opportunity (NOFO) for the FY26 Safer Outcomes: Enhancing Crisis Response Training for Law Enforcement Program. This opportunity seeks to promote safe outcomes during police encounters through relevant training. Awards will be made to entities seeking to implement training and related supports. Training is supported for law enforcement officers, support personnel employed by law enforcement agencies, and associated mental health professionals working on crisis intervention teams as employees of a law enforcement agency or under a legal agreement with a law enforcement agency. The Tribal Management Grant program aims to prepare tribes and tribal organizations for assuming all or part of existing Indian Health Service programs functions services and activities under the Public Law 93 638 Indian Self Determination and Education Assistance Act as amended and to further develop and improve their health management capabilities. The Indian Health Service intends to issue five to sixteen awards under this program announcement.

The purpose of the Lead Hazard Reduction (LHR) Grant Program is to maximize the number of children under the age of six protected from lead poisoning by assisting states, Native American Tribes, cities, counties/parishes, or other units of local government in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately-owned rental or owner-occupied housing, which must be target housing. In addition, there is Healthy Homes Supplemental funding available that is intended to enhance the lead-based paint hazard control activities by comprehensively identifying and addressing other housing hazards that affect occupant health in homes with lead-based paint hazards being treated under the grant.

This program supports state and tribal child welfare agencies in modernizing fingerprinting and background check infrastructure to accelerate the safe placement of children into family homes. By investing in mobile fingerprinting and office-based Live Scan stations, the initiative addresses critical delays that prevent timely caregiver approval and placement.Funded activities focus on expanding access to fingerprinting services while integrating fingerprint collection into existing child welfare workflows such as home visits and office-based licensing processes. In parallel, the program supports system modernization efforts that reduce or eliminate barriers in background check processing. These improvements are designed to enhance efficiency, ensure compliance with federal requirements, and reduce administrative burden.The expected measurable outcomes include significantly reduced turnaround times for fingerprint-based background checks, increased availability and accessibility of qualified caregivers, and improved capacity for agencies to place children more quickly in safe, stable, and nurturing homes. This program supports the ACF's A Home for Every Child initiative by aligning infrastructure investments with operational needs, advancing broader efforts to strengthen child welfare systems, increasing placement stability, and expanding the pool of approved kinship, foster, and adoptive families.

The Family and Youth Services Bureau will be posting a revised Tribal PREP NOFO shortly and will be accepting applications. Tribal PREP competitively funds projects that educate American Indian/Alaska Native (AI/AN) youth ages 10-19, and expectant and parenting youth under age 21, on both abstinence and contraception for the prevention of pregnancy, sexually transmitted infections (STIs), and HIV and promote successful transition of youth to adulthood through education on key adulthood preparation subjects (APS). Projects must implement at least three of the six congressionally mandated APS which include: 1) healthy relationships, 2) adolescent development, 3) financial literacy, 4) parent-child communication, 5) educational and career success, and 6) healthy life skills. Additionally, projects must 1) replicate evidence-based effective programs or substantially incorporate elements of effective programs that have been proven on the basis of rigorous scientific research to change behavior within the AI/AN tribal communities, which means delaying sexual activity, increasing condom or contraceptive use for sexually active youth, or reducing pregnancy among youth; 2) be medically-accurate and complete; 3) provide age-appropriate information and activities; and, 4) be provided in the cultural context that is most appropriate for AI/AN youth.

FEMA’s National Dam Safety Program (NDSP) is committed to protecting lives and property from the risks associated with dams. The Rehabilitation of High Hazard Potential Dams (HHPD) Grant Program makes available federal funds to eligible states for pass through to non-Federal governmental organizations or nonprofit organizations for the rehabilitation of eligible high hazard potential dams that fail to meet minimum state dam safety standards and pose unacceptable risk to life and property.For the purposes of the HHPD Grant Program, rehabilitation means the repair, replacement, reconstruction, or removal of a dam that is carried out to meet applicable state dam safety and security standards.

Cybercrimes against individuals are defined as criminal offenses that involve the use of a computer to harass, threaten, stalk, extort, coerce, cause fear to, or intimidate an individual, or without consent distribute intimate images of an adult, except that use of a computer need not be an element of the offense.
