The Office of Population Affairs (OPA) announces the anticipated availability of funds for Fiscal Year (FY) 2027 grants under the authority of Title X of the Public Health Service Act, Section 1001 (42 U.S.C. §300).This notice solicits applications for projects to provide Title X services throughout the 50 United States, District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, the U.S. Virgin Islands, American Samoa, the U.S. Outlaying Islands (Midway, Wake, et al.), the Republic of the Marshall Islands, the Federated State of Micronesia, and the Republic of Palau (hereafter, States). OPA intends to make available approximately up to $257 million for up to 90 grant awards for a period of up to five (5) years. The actual amount available will not be determined until enactment of the FY 2027 federal budget.OPA"s Title X Family Planning Program funds "voluntary family planning projects [that] offer a broad range of acceptable and effective family planning methods and services (including natural family planning methods, infertility services, and services for adolescents)." The ROSS Rapid Response Program (RRP) awards one-time assistance via a cost-reimbursable grant for service coordination and limited direct services for residents of HUD-assisted housing. The RRP utilizes a simplified application process to promote local leadership and flexibility in addressing urgent social needs caused by unanticipated emergencies. Examples of these emergencies can include but are not limited to: • Natural disasters (e.g., wildfires or hurricanes) • Public health crises (e.g., gun violence, community-level contamination or environmental hazards) • Economic disruptions (e.g., closure of a major employment center that employs residents at the target site)

The Shared Instrument Grant (SIG) Program encourages applications from groups of NIH-supported investigators to purchase or upgrade a single item of high-priced, specialized, commercially available instruments or integrated instrumentation system. The minimum award is $50,000. There is no maximum price limit for the instrument; however, the maximum award is $750,000. Instruments supported include, but are not limited to: light microscopes, biomedical imagers, mass spectrometers, nuclear magnetic resonance spectrometers, flow cytometers, DNA and protein sequencers, biosensors, and X-ray diffractometers.

The High-End Instrumentation (HEI) Grant Program encourages applications from groups of NIH-supported investigators to purchase or upgrade a single item of high-end, specialized, commercially available instruments or integrated systems. The minimum award is $750,001. There is no maximum price limit for the instrument; however, the maximum award is $2,000,000. Instruments supported include, but are not limited to, nuclear magnetic resonance spectrometers, X-ray diffractometers, mass spectrometers, high throughput robotic screening systems, DNA and protein sequencers, biosensors, electron and light microscopes, flow cytometers, and biomedical imagers.

The Basic Instrumentation Grant (BIG) Program encourages applications from groups of NIH-supported investigators to purchase a single piece of new, costly, specialized, commercially available instrument or an integrated instrumentation system. The BIG Program is limited to institutions that have not received S10 instrumentation funding of $500,001 or greater in any of the preceding 3 Federal fiscal years (FY). Use the following to determine applicable funding periods: for submission in CY 2026, consider S10 funding in FYs 2023-2025; for submission in CY 2027, consider S10 funding in FYs 2024-2026; for submission in CY 2028, consider S10 funding in FYs 2025-2027. The minimum award is $25,000. There is no maximum price limit for the instrument; however, the maximum award is $350,000. Instruments supported include, but are not limited to, basic cell sorters, confocal microscopes, ultramicrotomes, gel imagers, or computer systems.

The goal of the Institutional Biomedical Undergraduate Research Training (BURT) program is to strengthen research training environments and develop a pool of well-trained students who:Complete their baccalaureate degrees in biomedically-related fields, andTransition into and complete biomedical, research-focused higher degree programs (such as Ph.D. or M.D./Ph.D.).Specifically, this funding announcement provides support to eligible, domestic organizations to develop and implement effective, evidence-informed approaches to biomedical undergraduate training and mentoring to help build a strong biomedical research workforce for the nation.Applicant organizations must enroll undergraduate students and have received NIH Research Project Grant (RPG) funding averaging less than $50 million in total costs (direct and F&A/indirect) per year over the last three fiscal years (FY). The objective of this Task Agreement is to support and stimulate work and/or education and training opportunities for young adults through collaborative participation in natural resource research and inventory and monitoring for the parks of the Mojave Desert Network.

Through this Disaster NOFO, EDA will award investments in regions experiencing severe economic distress or other economic harm resulting from hurricanes, wildfires, tornadoes, floods, and other natural disasters occurring in calendar years 2023 and 2024. EDA’s goal under this NOFO is to assist communities recovering from a disaster by realizing opportunities to recover and change the economic trajectory of the community for the better. In other words, EDA funding seeks to help communities recover and set them on a path to exceed their previous pre-disaster baseline. EDA seeks projects that are responsive to community needs post-disaster by engaging all aspects of the community, with special focus on private industry partners. This Disaster NOFO provides funding through three pathways: Readiness Path – Standalone non-construction projects designed to increase a community’s readiness to apply for or implement disaster recovery funding from private and public sources including, but not limited to, future EDA NOFOs and the Implementation or Industry Transformation Paths under this NOFO.
