The Tax Counseling for the Elderly (TCE) Program offers FREE tax help to individuals who are age 60 or older. Section 163 of the Revenue Act of 1978, Public Law No. 95-600, 92 Stat. 2810, November 6, 1978, authorizes this cooperative agreement. The Act authorizes the Internal Revenue Service (IRS) to enter into agreements with private or public nonprofit agencies and organizations, which will provide training and technical assistance to volunteers who provide FREE tax counseling and assistance to elderly individuals in the preparation of their federal income tax returns. This Act authorizes an appropriation of special funds, in the form of grants, to provide tax assistance to persons age 60 years of age or older. The IRS receives the funds as a line item in the appropriation. The total funds are distributed to the grant recipients for their expenses. Eligible agencies and organizations compete for acceptance as a TCE grant recipient in compliance with the Federal Grant and Cooperative Agreement Act of 1977, Public Law No. 95-224, 92 Stat. 3, February 3, 1978, codified at 31 USC Chapter 63. This program should deliver concrete returns for American taxpayers by safeguarding U.S. commercial access to critical minerals essential to technological advancement, defense manufacturing, and economic competitiveness. Balochistan Province contains significant deposits of critical minerals essential to American national security and economic prosperity. The 2025 National Security Strategy (NSS) emphasizes “economic security is fundamental to national security” and calls for securing “independent and reliable access to the goods we need to defend ourselves and preserve our way of life.” Terrorist organizations operating in Balochistan, including the Balochistan Liberation Army (BLA), ISIS-K, and Tehreek-e-Taliban Pakistan (TTP), pose persistent threats to regional stability that directly threaten American access to these strategic resources. The U.S. Department of State’s Bureau of Counterterrorism (CT) announces a competitive funding opportunity to strengthen the security of critical transit routes in northern Mozambique and protect U.S. economic interests. Northern Mozambique is a region of growing economic significance, with key transit routes that support international commerce. This two-year initiative will enable safer and more reliable movement for U.S. companies, personnel, and goods in Mozambique in support of U.S. economic opportunities and investment in the region. The program will help the Police of the Republic of Mozambique (PRM) detect and disrupt terrorism threats along the N380 and N1 highways, which lead into Cabo Delgado and connect strategic economic zones in the north. The project will provide specialized training and non-lethal equipment so law enforcement can respond more effectively to suspected terrorist activity. Targeted mentorship for PRM units will reinforce training, address challenges in real time, and build trust within the units to ensure consistent application of new skills and procedures. By increasing law enforcement presence, improving preparedness and response capabilities, and fostering collaboration, this initiative will reduce the risk of attacks and disruptions along these vital highways.
