The U.S. Department of State’s Bureau of East Asia and Pacific Affairs (EAP) and U.S. Consulate General Auckland announce an open competition to implement Young Pacific Leaders (YPL) Solutions Labs, a series of workshops centered around the following U.S. foreign policy priorities in the Pacific region: ·        Unlocking Investment in the Pacific ·        Advancing the American Decade of Sports for Pacific Economic Impact ·        Pursuing Peace in the Pacific with Faith Communities ·        Promoting Digital Freedom and Open Information Environments Applicants may apply to host one, more, or all of the YPL workshops in the series with the average cost of one workshop being roughly $100,000 to $250,000. Since 2013, the YPL program has cultivated the target audience and participants of emerging Pacific Island Country (PICs) leaders ages 20-40 into advocates for U.S. policy in a region of increasing strategic importance. Since YPL’s inception YPL alumni have delivered on U.S. priorities across the region. The YPL Solutions Labs will be a series throughout 2026-2028 to catalyze advocacy and action on U.S. priorities. The YPL Solutions Labs will build on past YPL programs that advanced U.S. foreign policy priorities in the Pacific region, namely previous conferences, workshops, exchanges, YPL alumni-led projects, community service activities, and digital engagement.

This BRAIN Initiative Notice of Funding Opportunity (NOFO) is to support scaled reagent production and distribution facilities involving technologies to access brain cell types. Facilities for production and distribution of these reagents by a broad set of neuroscientists will be encouraged. This NOFO is part of the BRAIN Initiative Armamentarium for Brain Cell Access transformative project. Efforts will be supported to produce and distribute gene transfer, gene regulation, and genome engineering reagents for use in both genetically tractable and less tractable systems, including primates and human tissue, which are relevant for future translational efforts. Reagents to be produced and distributed are those designed and validated under other NOFOs from the Armamentarium transformative project.

The DOE SC program in Basic Energy Sciences (BES) announces a re-competition of the Energy Frontier Research Center (EFRC) program. The purpose of this program is to bring together world-class teams of scientists from universities, DOE national laboratories, and other institutions to perform energy-relevant basic research with a scope and complexity beyond what is possible in single-investigator or small-group awards. These multi-investigator, multi-disciplinary centers accelerate transformative scientific advances for the most challenging topics in materials sciences, chemical sciences, geosciences, and biosciences. The Department of State’s Office of the Nonproliferation and Disarmament Fund (ACN/NDF) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). ACN/NDF invites U.S.-based non-profit/non-governmental organizations to submit proposals for projects that will advance the mission of NDF’s event management project for the 2027 Multilateral Action on Sensitive Technologies (MAST) Plenary. MAST provides a coordinating forum for key foreign countries, which are producers and suppliers of sensitive technologies, to develop the tools and procedures needed to safeguard sensitive technologies possessing weapons of mass destruction (WMD) and enable capabilities from foreign diversion, exploitation, and potential misuse. These activities will reduce the potential for diversion of weapons-applicable sensitive goods and technologies, including through integration of data collection, development of response options, and coordinated multilateral execution. Working groups operate to regularize communication among the partners between plenary sessions and examine technology-related issues in greater detail. The U.S. Department of State’s Public Affairs Section (PAS) at U.S. Embassy Manama announces an open competition to support programs that advance high-tech research and innovation under the Comprehensive Strategic Integration and Prosperity Agreement (C-SIPA) between the United States, Bahrain, and the United Kingdom. C-SIPA strengthens trilateral cooperation under three pillars: 1) defense and security; 2) economic, commercial, and trade; and 3) science, technology, and network security. This initiative contributes to broader U.S. efforts to reinforce national security, expand economic opportunity, and promote trusted technology partnerships. A.   The U.S. Army Corps of Engineers (USACE) invites proposals for a project to conduct a comprehensive uncertainty analysis for new outflow rating equations associated with a critical water control structure on Lake Superior. The primary focus of this funding opportunity is to enhance the accuracy and reliability of discharge measurements, which are fundamental to the effective management of the Great Lakes system under the Lake Superior Regulation Plan. The base task, along with both options, are all tasks that are related to improving Lake Superior outflow regulation. However, these tasks are not interdependent. The base, option 1 and option 2, are simply a priority given to these tasks if funding should be available. Task 1: Current operational procedures for the structure’s gates include partially open settings that are not accounted for in historical rating equations. To address this, new rating equations are currently under development by a team at the University of Michigan using advanced physical and computational fluid dynamics (CFD) modeling. A key requirement for a successful proposal under this announcement is a well-defined plan for the awardee to work collaboratively and integrate their efforts with the existing University of Michigan modeling team. This partnership will be essential to ensure the resulting uncertainty analysis is robust and directly applicable to the new ratings. The U.S. Creative Tech Exchange (U.S.CTX) is a new international arts exchange program that drives economic growth by connecting U.S. creative professionals and technologists with international peers working at the intersection of the arts and emerging technologies, especially artificial intelligence (AI).  The goal is to position American technology as a key driver of American innovation, economic, and cultural influence in art and technology, For the purposes of this program, “arts” refers specifically to architecture, creative coding and gaming, fashion, graphic design, music and immersive art such as virtual reality (VR), augmented reality (AR), and mixed reality (MR); but excludes film and television.   U.S.CTX will support up to 30 participants through short-term, hands-on activities such as collaborative labs, fellowships, workshops, and public showcases.     ECA will award one U.S.-based nonprofit or educational organization $1.32 million to design and implement the program in close coordination with ECA and U.S. embassies. Applicants should propose a concept that leverages their strengths and includes clear plans for recruitment, program delivery, and measurable outcomes in creative arts, economic impact, and public diplomacy. The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs (ECA) is pleased to announce an open competition for proposals to implement the FY 2026 Tech Youth program. Tech Youth is a new three-week, U.S.-based youth exchange that will equip young innovators with essential technical, leadership, and entrepreneurial skills to lead effectively and succeed in emerging industries. Participants will gain hands-on experience through job shadowing, site visits to U.S. companies, meetings with industry leaders, and intensive coursework and hands-on training. The program advances U.S. efforts to secure technological advantage over strategic competitors. The program will support approximately 96 American and international participants from select countries worldwide (approximately 72 English-speaking international high school students and 24 U.S. high school students) in pre-exchange activities, the three-week U.S.-based exchange (to be conducted in summer 2027), post-exchange alumni engagement, and implementation of required capstone projects that address real-world economic and business challenges.  Please see the Notice of Funding Opportunity for additional information.

Successful applicants will collaborate and conduct the trial within the NIH SIREN Network. The purpose of this document is to advise the public that NOAA/NOS/National Centers for Coastal Ocean Science (NCCOS) Competitive Research Program (NCCOS/CRP) [formerly Center for Sponsored Coastal Ocean Research (CSCOR)/Coastal Ocean Program (COP)] is soliciting proposals for the Prevention, Control and Mitigation of Harmful Algal Bloom (PCMHAB) program. The PCMHAB program seeks to develop and transition technologies and strategies for preventing, controlling, or mitigating harmful algal blooms and their impacts. For this announcement, PCMHAB will prioritize proposals focused on the comprehensive testing of harmful algal bloom control technologies that fit one of the two following focal areas: (1) promising control technologies that are in need of further testing to prove feasibility; and (2) proven control technologies that are still in need of large-scale field testing or that are already approved related control technologies (e.g., freshwater harmful algal blooms, oil spills, etc.) that could be transferable to harmful algal blooms in the marine environment. A.    Background   The overall goal of this project is to improve water quality conditions in Willow Creek Reservoir for the benefit of the community of Heppner, Oregon, and surrounding area. The reservoir is characterized by several water quality concerns, including dense cyanobacteria (or blue-green algae) blooms, low dissolved oxygen concentrations, and high nutrient concentrations. Cyanobacteria blooms are known to produce toxins, thereby threatening the aquatic ecosystem and potentially exposing humans and animals to risk of death or chronic illness such as neurodegeneration and liver damage. Each summer, Willow Creek Reservoir post’s health advisories warning users of the potential hazards associated with recreational activities on the lake. Furthermore, fish kills, foul odors and other nuisances are common in Willow Creek Reservoir affecting the community’s ambiance, limiting tourism and recreation on the lake.   This analysis draws upon prior research, readily available data, and new research and data to develop and implement an evaluation program for the restoration of Willow Creek Reservoir and its upper basin. Research results will provide public benefit through enhanced water quality in Willow Creek Reservoir producing public recreation opportunities and natural resource benefits. APEx will be composed of Resource Centers (RCs) and associated Interdisciplinary Translational Projects (ITPs) in the area of therapeutics (including adult stem cell-based treatments), sensors, and diagnostics. ECA announces an open competition for a cooperative agreement to develop and implement a program that will convene cultural ministers from key countries at an iconic location in the United States for high level discussions on cultural heritage and cultural property protection as part of the State Department’s programming to mark America’s 250th birthday. The implementing partner will work closely with ECA to develop the program’s one-to-two-day exchange agenda, including showcasing innovation and new technologies of the U.S. private sector and other American institutions in the cultural heritage field; strengthening cooperation in combatting art and antiquities trafficking; and using cultural heritage to amplify global narratives on America’s foundational values. The 811 PRA program promotes the development of innovative state-level strategies to increase access to new and existing affordable supportive housing units for persons with disabilities. The program also supports collaborations between State Housing Agencies and State Health and Human Service/Medicaid Agencies to increase access to supportive services. Many states have already formed partnerships to address this need, and HUD intends to further support these efforts while incentivizing other states to take similar approaches.This program gives states the flexibility to award and administer these funds to address the shortage of affordable and integrated housing for persons with disabilities. Housing agencies may either directly administer the rental assistance contracts for eligible properties or contract with other qualified parties to administer this assistance.

The NIST Standards Coordination Office Curricula Development Cooperative Agreement Program (SCOCD CAP) is seeking applications from eligible applicants for activities to develop undergraduate and/or graduate level curricula to incorporate documentary standards, standards development, and standardization of information and content into seminars, modules, courses, and learning resources. The recipients will work with NIST to strengthen education and learn about documentary standards, standards development, and standardization.   

The purpose of this NOFO is to strengthen public health capacity of 1) Tribal Epidemiology Centers (TECs) and 2) the Tribes, Tribal Organizations, Urban Indian organizations, and Intertribal Consortiums that they support to fulfill the seven functions of TECs as outlined in the Indian Health Care Improvement Act (IHCIA) at 25 U.S.C. 1621m(b). It is the intent of IHS to fund sufficient TECs to serve Tribes and Urban Indian communities in all 12 IHS administrative areas and serving the Urban population as a consolidated Area. Applicant objectives may include activities beyond the required activities but must address all required activities.

The program will increase the recruitment of qualified candidates from INL Bogota’s priority geographic areas —regions that are critical to U.S. interests due to their high levels of coca production, narcotrafficking, and child recruitment by criminal organizations. By building a more capable and professional police force in these strategically important areas, this scholarship program will help disrupt criminal networks at their source, reducing the flow of illicit drugs, weapons, and human trafficking that threaten the United States. The program will support the recruitment and training of approximately 1,000 CNP students per year: 600 for non-commissioned officer (NCO) roles and 400 for commissioned officer (CO) roles. A stronger Colombian police presence in these regions will advance U.S. national security priorities, safeguard American lives, and promote stability in the Western Hemisphere. The program will provide scholarship support to qualified candidates through a structured financial management system. The implementor will ensure timely monthly electronic funds transfer payments to the bank accounts of scholarship recipients or service providers for required items. Scholarship recipients will receive electronic funds transfers only for approved support expenses. To strengthen internal controls, the implementer will minimize direct cash handling and ensure all disbursement are documented and subject to audit.

This notice of funding opportunity (NOFO) encourages applications for investigator-initiated multi site clinical trials (e.g., efficacy, effectiveness, or pragmatic trials) to study the effects of complementary and integrative health approaches with physical and/or psychological therapeutic inputs (often called mind and body interventions), and/or multicomponent interventions that include physical, psychological, and/or nutritional approaches in NCCIH- designated areas of high research priority. Clinical Coordinating Centers (CCC) should develop and implement the proposed fully powered multi-site clinical trial (Phase III and beyond). The objective of a CCC application is to present the scientific rationale and a comprehensive scientific and operational plan for the clinical trial. CCC applications are expected to describe plans for project management, participant recruitment and retention strategies, performance milestones, scientific conduct, and dissemination of results. CCC applications submitted under this NOFO will utilize a two-phase, milestone-driven cooperative agreement (UG3/UH3) funding mechanism. In addition, an accompanying Data Coordinating Center (DCC) application (U24), submitted under PAR-24-087 proposing a data analysis and data management plan for the clinical project is required.
