The Consolidated Appropriations Act of 2023 (Public Law 117-328, Sec 644) reauthorized the Japanese American Confinement Sites (JACS) Grant Program and established the Norman Y. Mineta Japanese American Confinement Education (JACE) grants, which seeks to educate the public about the historical importance of understanding Japanese American confinement in the United States during World War II, so that present and future generations may learn from Japanese American confinement and the commitment of the United States to equal justice under the law.Through a competitive grant process, the Norman Y. Mineta Japanese American Confinement Education (JACE) grants will provide financial assistance to Japanese American organizations for large impactful education projects. Up to $10 million was authorized for the life of the JACE grants. Individual awards shall be in an amount not less than $750,000. Eligible grant applicants are limited to Japanese American organizations, defined in the authorizing legislation as, "... a private nonprofit organization within the United States established to promote the understanding and appreciation of the ethnic and cultural diversity of the United States by illustrating the Japanese American experience throughout the history of the United States." The Japanese American Confinement Sites Grant Program provides financial assistance to organizations and entities working to preserve historic Japanese American confinement sites and their history, including: private nonprofit organizations; educational institutions; state, local, and tribal governments; and other public entities, for the preservation and interpretation of U.S. confinement sites where Japanese Americans were detained during World War II. The authorizing legislation for the Japanese American Confinement Sites Grant Program identifies up to $38 million for the entire life of the grant program for projects to identify, research, evaluate, interpret, protect, restore, repair, and acquire historic confinement sites in order that present and future generations may learn and gain inspiration from these sites and that these sites will demonstrate the Nation"s commitment to equal justice under the law (Public Law 109-441, 120 Stat. 3288; as amended by Public Law 111-88). Projects funded through the Japanese American Confinement Sites Grant Program must benefit one or more historic Japanese American confinement sites. The term historic confinement sites is defined as the ten War Relocation Authority sites (Gila River, Granada, Heart Mountain, Jerome, Manzanar, Minidoka, Poston, Rohwer, Topaz, and Tule Lake), as well as other historically significant locations, as determined by the Secretary of the Interior, where Japanese Americans were detained during World War II. U.S. Embassy Abidjan’s Public Diplomacy Section is seeking proposals to implement a workforce development and skills-building program through its network of American Spaces. This program aims to build a pipeline of skilled, English-capable Ivoirian youth who can support4U.S. trade, investment, and innovation partnerships while expanding economic opportunity and stability in Côte d’Ivoire.The project will target university students, educators, and early-career professionals (ages 17–40) in key cities including Abidjan, Yamoussoukro, Bouaké, and Korhogo. Activities will focus on strengthening employability skills, expanding English proficiency, and developing practical technology skills in areas such as artificial intelligence, coding, and entrepreneurship. The program will also increase engagement with U.S. institutions, experts, and private sector partners.Aligned with U.S. foreign policy priorities, including the Freedom 250 yearlong celebration of the 250th anniversary of the United States, this program will incorporate activities that showcase American leadership, innovation, and commitment to freedom. By equipping participants with market-relevant skills and connecting them to U.S. networks, the program will expand opportunities for American businesses, strengthen commercial ties, and contribute to long-term stability by addressing drivers of irregular migration while inspiring the next generation to partner with the United States.

Grants are awarded through a competitive process and require a dollar-for-dollar, non-Federal match, which can be cash or documented in-kind. The grant program is administered by the National Park Service (NPS) in partnership with the National Endowment for the Arts (NEA), the National Endowment for the Humanities (NEH), and the Institute of Museum and Library Services (IMLS). There are separate opportunities for preservation and collections projects. The preservation opportunity can be found under opportunity number P25AS00469. The collections opportunity can be found under opportunity number P25AS00508. FY2025 Public Law 119-4 provides $25.5 million for the SAT Grant Program.

The objective of the HP-CMV program is to support, enrich, and evaluate CMV safety programs and to target unsafe driving of CMVs and non-CMVs in areas identified as high-risk crash corridors, promote the safe and secure movement of hazardous materials, improve safety of transportation of goods and passengers in foreign commerce, demonstrate new technologies to improve CMV safety, support participation in the Performance Registration Information Systems Management (PRISM) program, support safety data improvement projects, increase public awareness and education on CMV safety, and otherwise improve CMV safety. See 49 CFR § 350.403.

The Commercial Motor Vehicle Operator Safety Training (CMVOST) grant program provides financial assistance to organizations that provide CMV operator training to future CDL holders in the safe use of commercial motor vehicles. The program priority is providing training to current and former members of the U.S. Armed Forces, including National Guard members and Reservists, as well as certain military family members.

Through CSP State Entity grants, the Department awards grants on a competitive basis to State entities that, in turn, award subgrants to eligible applicants for the purpose of opening new charter schools and replicating and expanding high-quality charter schools. This program provides financial assistance to State entities to support charter schools that serve elementary and secondary school students in States with a State statute specifically authorizing the establishment of charter schools. Charter schools receiving funds under this program may also serve students in early childhood education programs or post secondary students.

CS - Community Safety Grants provide funding to nonprofit organizations whose mission includes activities to enhance the capability of communities to prepare for and respond to hazmat accidents and incidents. Types of activities include training for state and local enforcement personnel enforcing requirements for safe HAZMAT transportation. Deliverables/expected outcomes: Improve accident readiness in the communities. Intended beneficiary: may have nationwide benefits to all constituents of the nonprofit grantee. Subrecipient activities: No known subrecipients.

The ALERT grant promotes hazmat response training for volunteer or remote emergency responders. Response activities include the transportation of crude oil, ethanol, and other flammable liquids by rail consistent with National Fire Protection Association (NFPA) standards. The ALERT grant is competitively awarded to non-profit organizations capable of delivering an established curriculum to emergency responders.

The SPST Grant Program was authorized by Congress in the Hazardous Materials Transportation Authorization Act of 1994 (P. L. 103¿311), which amended 49 U.S.C. § 5116 and added a new subsection (i) concerning supplemental training grants. SPST grants are open to national nonprofit fire service organizations to train instructors to conduct HAZMAT response training programs for individuals with statutory responsibility to respond to HAZMAT accidents and incidents. To the extent determined appropriate, SPST grant funds may also be used to train individuals responsible for responding to accidents and incidents involving hazardous material.

Pipeline safety and associated environmental protection are a shared responsibility and informed communities play a vital role in the safety and reliability of pipeline operations. The Pipeline Safety Information Grants to Communities: Technical Assistance Grants (TAG) program (Assistance Listing 20.710) provides funding to local communities and groups of individuals for technical assistance related to pipeline safety. The program also provides opportunities that strengthen the depth and quality of public participation in the safe operation of pipelines in and around communities. Technical assistance is defined as engineering or other scientific analysis of pipeline safety issues.

The AFG Program provides financial assistance directly to eligible fire departments, nonaffiliated emergency medical service (EMS) organizations, and State Fire Training Academies (SFTAs) to equip and train emergency personnel to recognized standards, outfit responders with compliant personal protective equipment, provide funding to retrofit or modify facilities to protect personnel from known health hazards, acquire emergency response vehicles, design and implement health, wellness and resiliency programs that prepare responders for incident response, enhance operational efficiencies, foster interoperability, and support community resilience. 

The Department of Homeland Security (DHS) Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate implements and administers the Staffing for Adequate Fire and Emergency Response (SAFER) Grants. SAFER grants provide financial assistance to help fire departments increase frontline firefighters. SAFER offers grants to support activities in two activities: 1. Hiring of Firefighters 2. Recruitment and Retention of Volunteer Firefighters The authority for SAFER is derived from Section 34 of the Federal Fire Prevention and Control Act of 1974 (Pub. L. No. 93-498, as amended) (15 U.S.C. § 2229a).

The Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grants Programs Directorate is responsible for the implementation and administration of the Fire Prevention and Safety (FP&S) Grant Program. The purpose of the FP&S Program is to enhance the safety of the public and firefighters with respect to fire and fire-related hazards. The FP&S Program offers grants to support activities in two categories: (1) activities designed to reach high-risk target groups and mitigate incidences of death and injuries caused by fire and fire-related hazards ("Fire Prevention and Safety Activity") and (2) research and development activities aimed at improving firefighter safety ("Firefighter Safety Research and Development Activity"). The program guidance document provides potential applicants with the details of the requirements, processing, and evaluation of an application for financial assistance for both of these activity areas.  

The Office of National Drug Control Policy (ONDCP), Executive Office of the President, is seeking applications to provide continued support of anti-doping activities to educate athletes on the dangers of drug use and eliminate doping in amateur athletic competitions recognized by the United States Olympic & Paralympic Committee.

The goal of the Paul Bruhn Historic Revitalization Subgrants Program is to fund subgrant programs that support the rehabilitation of historic properties to foster economic development in rural communities. These subgrant programs, managed by States, Tribes, Certified Local Governments, special district governments, and non-profits will select, fund, and manage preservation projects for historic properties to include architectural/engineering services and physical preservation.

The purpose of the FIPSE-Basic Needs Program is to advance systemic and sustainable solutions to student basic needs insecurity through support programs that address the basic needs of students and to report on practices that improve outcomes for students.

The purpose of the Transitioning Gang-Involved Youth to Higher Education Program is to provide gang-involved youth with postsecondary education opportunities that will lead to certification or credentials.

The Employment and Training Administration at the U.S. Department of Labor (Labor) is soliciting applications in support of the administration of the Open Textbook Pilot Program (OTP) on behalf of the U.S. Department of Education (ED) and the Secretary of Education (Secretary). The purpose of the OTP program is to support projects at eligible institutions of higher education (IHEs) or State higher education agencies that create new open textbooks and expand the use of open textbooks and course materials in courses that are part of a degree-granting program, particularly those with high enrollments. This pilot program emphasizes the development of projects that demonstrate the greatest potential to achieve the highest level of savings for students through sustainable, expanded use of open textbooks in high-enrollment courses or in programs that prepare individuals for in-demand fields.

The purpose of the RPED Grant Program is to improve rates of postsecondary enrollment, persistence, and completion among rural students through development of career pathways aligned to high-skill, high-wage, and in-demand industry sectors and occupations in the region.

The National Endowment for the Humanities (NEH) Division of Lifelong Learning is accepting applications for the Media Projects program. The purpose of this program is to support the development, production, and distribution of radio programs, podcasts, and documentary films that engage general audiences with humanities ideas in creative and appealing ways. NEH makes Media Projects awards at two levels: Development and Production.

The National Endowment for the Humanities (NEH) Division of Lifelong Learning is accepting applications for the Landmarks of American History and Culture and Summer Institutes program. The purpose of this program is to support humanities education through professional development for K-12 teachers and higher education faculty members.
