The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs (ECA) is pleased to announce an open competition for proposals to implement the FY 2026 Tech Youth program. Tech Youth is a new three-week, U.S.-based youth exchange that will equip young innovators with essential technical, leadership, and entrepreneurial skills to lead effectively and succeed in emerging industries. Participants will gain hands-on experience through job shadowing, site visits to U.S. companies, meetings with industry leaders, and intensive coursework and hands-on training. The program advances U.S. efforts to secure technological advantage over strategic competitors. The program will support approximately 96 American and international participants from select countries worldwide (approximately 72 English-speaking international high school students and 24 U.S. high school students) in pre-exchange activities, the three-week U.S.-based exchange (to be conducted in summer 2027), post-exchange alumni engagement, and implementation of required capstone projects that address real-world economic and business challenges.  Please see the Notice of Funding Opportunity for additional information.

Administration at the U.S. Department of Labor (Labor), is soliciting applications in support of the administration of the TRIO Training Program on behalf of the U.S. Department of Education (ED). The purpose of the Training Program for Federal TRIO Programs (Training Program) provides grants to train the staff and leadership personnel employed in, participating in, or preparing for employment in, projects funded under the Federal TRIO Programs, to improve project operation.

Purpose. The program enhances the capacity and ability of Community Development Corporations (CDCs) and Community Housing Development Organizations (CHDOs) to carry out community development and affordable housing activities that benefit low-income persons, homeless, physically disabled persons, first responders and veterans. The Women's Bureau, U.S. Department of Labor (DOL, or the Department, or we), announces the availability of approximately $10,000,000 in grant funds authorized by the Women in Apprenticeship and Nontraditional Occupations ("WANTO") Act of 1992, Pub. L. 102-530, 29 U.S.C. § 2501 et seq.; 29 U.S.C. § 13; and the Consolidated Appropriations Act, 2026 for the WANTO Technical Assistance Grant Program. This program aims to provide technical assistance (TA) to employers and labor unions in the United States and its territories to encourage employment of women in apprenticeable occupations or nontraditional occupations (A/NTO), such as Advanced Manufacturing, Artificial Intelligence (AI), Information Technology (IT), mining, and Shipbuilding and Defense Industrial Base, specifically in the following ways: 1.) Developing (establishing, expanding, and/or enhancing) pre-apprenticeships that lead to Registered Apprenticeships, Registered Apprenticeship (as defined in Section III.G. Definitions), or other nontraditional skills training programs designed to prepare women for careers in A/NTO; 2.) Providing ongoing orientations or other resources for employers, unions, and workers on creating a successful environment for women in A/NTO; and/or 3.) Setting up support groups, facilitating networks, and/or providing supportive services (as defined in section III.H.3.) for women in A/NTO to improve their retention.

The National Park Service"s (NPS) Underrepresented Communities Grant Program (URC) is intended to expand listings in the National Register of Historic Places to include communities that are currently underrepresented. URC grants are funded by the Historic Preservation Fund (HPF), and are administered by the NPS. Projects include surveys and nominations of historic sites associated with communities underrepresented in the National Register. Every URC grant project MUST result in at least one new or amended nomination to the National Register of Historic Places.

The purpose of the Ryan White HIV/AIDS Program (RWHAP) Part C Capacity Development program is to strengthen organizational capacity to increase capacity to develop, enhance, or expand access to high quality HIV primary health care services for low-income people with HIV. The proposed activity should be of a short-term nature and should be completed by the end of the one-year funding opportunity period of performance. Activities fall under two categories: HIV Care Innovation and Infrastructure Development.

The purpose of the Dental Faculty Loan Repayment Program is to increase the number of dental and dental hygiene faculty in the workforce by assisting dental and dental hygiene training programs to attract and retain full-time faculty through loan repayment.

​​The Primary Care Dental Faculty Development Center serves as a resource and training hub to:​Support the development of faculty who teach primary care dentistry. ​Advance community and population-level approaches to assess and improve oral health outcomes. ​Prepare dental faculty for roles in program leadership. ​Faculty development will include: increasing the ability to teach clinical dentistry, developing leadership competencies, and dissemination including publishing and presentations.​

Sickle Cell Disease Regional Care Excellence Program (SoRCE) is to improve the health of people with sickle cell disease (SCD) by expanding access to care, improving the quality of care, and tracking quality of life indicators. There are approximately 100,000 people in the United States with SCD. Treatment starting in early childhood can prevent or reduce complications such as severe pain episodes, silent strokes, and premature death. Despite universal identification at birth, fewer than half of children with SCD receive needed treatment. As these children become adolescents and transition to adulthood many are not appropriately identified as candidates for disease-modifying therapies, in part because their doctors are still learning how to use the latest treatments. The program is made up of seven regions with one award recipient per region serving as a Regional Coordinating Hub (RCH). Each award recipient will work with clinical and community-based partners in their region and engage in continuous quality improvement (CQI) initiatives to improve access and quality of care.

Grants for Arts Projects (GAP) provides project-based funding for organizations in the areas of Arts Education, Challenge America, Dance, Design & Our Town, Folk & Traditional Arts, Literary Arts, Local Arts Agencies, Museums, Music, Opera, Presenting & Multidisciplinary Works, Theater & Musical Theater, and Visual and Media Arts. Funded activities may include a wide range of arts projects described in the application guidelines. Awards require a 1:1 cost share. We welcome applications from first-time and returning applicants; from organizations serving rural, urban, suburban, and tribal communities of all sizes; and from organizations with a range of operating budgets. Eligible applicants include: nonprofit, tax-exempt 501(c)(3), U.S. organizations; units of state or local government; and federally recognized tribal communities or tribes. Funding in this category is not available for individuals, fiscally sponsored entities, commercial/for-profit enterprises, State Arts Agencies (SAA), or Regional Arts Organizations (RAO).

The Arctic Exchange Program (AEP) aims to advance economic prosperity in the United States (Alaska), Canada, and Greenland through short-term exchange activities focused on two overarching themes: Arctic tourism development and critical minerals supply chain resilience. The AEP will consist of three targeted exchange activities with distinct cohorts of approximately eight to 10 participants each. One activity will take place in each participating country, subject to local conditions. The scope of these activities may vary based on program needs. Across all three exchange activities, the AEP will build participants’ professional capacity and create new partnership opportunities that advance economic prosperity in the United States, Canada, and Greenland. The Global Leaders Division in the Office of Citizen Exchanges at the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) seeks proposals for a cooperative agreement to design and implement the FY 2026 Community Engagement Exchange (CEE). CEE is a two-way exchange initiative for approximately 30-40 emerging civic leaders (ages 22-27), from Europe and Eurasia, that provides skill-based training, hands-on activities, and practical application of one of the First Amendment’s most fundamental rights: the freedom of speech. Grounded in the enduring principles of the U.S. Constitution, CEE equips participants with the skills to promote free speech, reduce conflict and strengthen community engagement. CEE participants will work alongside American counterparts in a substantive six- to eight-week exchange program, including a four-to five-week individually tailored professional placement in a U.S. organization, designed to cultivate practical First Amendment (1A) skills. Approximately 15–20 Americans will travel on reciprocal visits, co-designed with CEE participants, that showcase America’s leadership, promote free speech, and create opportunities for sustained collaboration. CEE advances U.S. foreign policy by strengthening the free speech and community engagement, promoting constructive public discourse, and fostering international partners equipped to address complex challenges in alignment with U.S. interests. ECA announces an open competition for a cooperative agreement to develop and implement a program that will convene cultural ministers from key countries at an iconic location in the United States for high level discussions on cultural heritage and cultural property protection as part of the State Department’s programming to mark America’s 250th birthday. The implementing partner will work closely with ECA to develop the program’s one-to-two-day exchange agenda, including showcasing innovation and new technologies of the U.S. private sector and other American institutions in the cultural heritage field; strengthening cooperation in combatting art and antiquities trafficking; and using cultural heritage to amplify global narratives on America’s foundational values. The convening will feature U.S. models, standards, and best practices; strengthen relationships with key countries in the cultural heritage field; and produce concrete follow-on steps to advance the program’s agenda. Two to three virtual sessions with working level representatives of the selected cultural ministers will precede the U.S. program, helping gain input into and solidify the agenda. This 4-year program is supported with funding from the U.S. Department of Health and Human Services" Minority HIV/AIDS Fund (MHAF) and is administered by the Health Resources & Services Administration"s HIV/AIDS Bureau. LEND programs train health and other professionals to screen, diagnose, and provide services for children and youth with autism/DD.

This four-year funding opportunity is supported by the HRSA Ryan White HIV/AIDS Program Part F: Special Projects of National Significance Program. This Special Projects of National Significance initiative uses implementation science to adapt, implement and evaluate interventions that improve food and nutrition security for people with HIV who are eligible for Ryan White HIV/AIDS Program"s medical nutrition therapy, food bank/home delivered meals, and other applicable service categories. ​​The purpose of the National HIV Clinical Training for Residents Program is to expand the HIV workforce by training residents from clinical disciplines to prevent, diagnose, treat, and link individuals with HIV to care. The funds will go to one recipient who will partner with up to eight (8) geographically dispersed residency programs to provide education, training, and technical assistance to residents to enhance their capacity to provide HIV care and treatment within the health care delivery system. ​

The purpose of this funding opportunity is to fund one organization to implement and evaluate tailored technical assistance (TA) to Ryan White HIV/AIDS Program (RWHAP) recipients. The purpose of this initiative is to support the uptake of interventions by providing tailored, needs-based TA to RWHAP recipients and providers to address barriers to intervention start-up, such as competing priorities and not knowing how to adapt interventions to fit their organizational structures or client populations. By providing tailored TA and a one-time funding amount to cover start-up costs, RWHAP recipients and providers will be able to address these barriers and strengthen their ability to integrate and sustain innovative HIV care models.
