This Notice of Funding Opportunity (NOFO) announces up to $10 million to support a National Fund Manager (NFM) to design and manage a Lead-Safe and Healthy Homes Financing Demonstration (the Fund). The Fund will be a national platform to pool public and private capital to accelerate the reduction of residential lead exposure, particularly childhood lead poisoning, and improve housing-related health conditions in low-income communities ("lead-safe and healthy homes activities").While HUD and EPA programs have addressed lead and other environmental hazards in many homes, progress remains slow relative to the scale of need. For example, since 1993, HUD has remediated lead hazards in over 230,000 low-income housing units, but tens of millions of U.S. households continue to face risk from lead and additional residential environmental stressors. Expanding access to private capital alongside public funding is critical to increasing the pace and scale of remediation.Traditional home repair financing remains difficult to access due to strict underwriting, high denial rates, and lender risk concerns, leaving many older homes in disrepair. The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State seeks applications from qualified organizations to implement a program aimed at enhancing the operational capacity of the Specialized Departments for Organized Crime and Corruption in the Federation of Bosnia and Herzegovina (FBiH) and Republika Srpska (RS). Bosnia and Herzegovina sits along the "Balkan route" for drug and weapons trafficking, and BiH-based criminals are key members of powerful transnational criminal organizations (TCOs) that cooperate with global cartels, launder hundreds of millions of dollars through BiH, and rely on corruption and weak judicial capacity to evade accountability. This program will address critical gaps in prosecutorial expertise, interagency coordination, and international cooperation by strengthening the capacity of FBiH and RS Specialized Department prosecutors and judges to effectively investigate, prosecute, and secure convictions in complex organized crime and corruption cases. Through targeted technical assistance, mentoring partnerships with U.S. prosecutors, and institutional and legal reforms, the program will degrade TCO networks that threaten U.S. security, undermine governance, and destabilize a key European partner.

The purpose of this Program Solicitation is to select an organization (“Cooperator”) to assist the NEA with the 2027 NEA National Heritage Fellowships Awards program. The agency anticipates that the Cooperator will coordinate a range of events, including an awards ceremony, showcase(s) featuring the 2027 fellows, video vignettes about each fellow, participant travel, and associated activities. This award will be made as a cooperative agreement. A cooperative agreement is a type of award in which the federal government will be substantially involved in the project undertaken by the award recipient (known as a Cooperator). Eligible applicants include nonprofit, tax-exempt 501(c)(3), U.S. organizations; units of state or local government; or federally recognized tribal communities or tribes.

NOFO HighlightsThe Youth Homelessness NOFO provides competitive awards to eligible applicants under two different programs-Youth Homelessness System Improvement (YHSI) grants- Assistance Listing Number (ALN) 14.277Youth Homelessness Demonstration Program (YHDP)- ALN 14.276Under the YHSI grants, HUD will make awards to selected communities to support them in establishing and implementing a response system for youth homelessness or for improving their existing response system. HUD will select approximately 49 communities for YHSI grants.Under the YHDP, HUD will provide funding to communities to implement housing and supportive services projects. HUD anticipates selecting between 26 and 50 communities, with a priority for communities with substantial rural populations in up to sixteen locations.Separate from this NOFO, technical assistance will be available to assist selected communities implement and improve their YHSI and YHDP projects. The Rangeland Management program conducts inventories, assessments and evaluations of soil and vegetation conditions and land health. Monitoring data is collected and analyzed to ensure progress toward meeting land health standards.Funded projects under this program will focus on high priority work effecting the program nationally by crossing state boundaries, such as, activities that support maintaining or achieving land health and productivity, increasing soil carbon sequestration, and creating resilient landscapes to benefit current and future generations. The goal is to find, study, protect, and manage archaeological resources in Lincoln County, Nevada. All work should follow U.S. Department of the Interior priorities and support Eastern Nevada"s conservation and development goals.Project ObjectivesEach project should meet one or more of these objectives:Protect archaeological sites where they are found.Care for archaeological collections and records.Use and share research results in clear ways.Increase public outreach and involvement in archeology.Balance current land use with future needs by:Protecting archaeological resources for the future.Restoring damaged watersheds to safeguard sites.Support science and culture by managing archaeological resources responsibly.Lincoln County Archeology Initiative projects must follow the rules in the Lincoln County Land Act, which uses the Archaeological Resources Protection Act (Public Law 96-95) definition of archaeological resources. The Bureau of Educational and Cultural Affairs (ECA) invites proposals for cooperative agreements to implement the FY 2026 (Academic Year 2027-2028) Congress-Bundestag Youth Exchange (CBYX) for Young Professionals program and outbound Congress-Bundestag/Bundesrat Staff Exchange (CBBSX) travel component.  The CBYX for Young Professionals and CBBSX programs advance America’s national interests by building lasting personal and institutional relationships that promote prosperity and security between the United States and Germany.    Key Activities:         CBYX for Young Professionals: ·      Approximately 65 American and approximately 65 German participants, ages 18.5-24, engage in year-long academic and professional exchanges. ·      American participants complete two months of in-country German language training, study for one semester at a German university, technical, or professional school, and gain practical work experience. ·      German participants study for one semester at a U.S. university, college, technical, or professional school and gain practical work experience. ·      Both American and German participants live with host families throughout the program year. CBBSX: ·      Ten U.S. Congressional and 10 German parliamentary staffers participate in a short-term reciprocal exchange with each other’s legislatures. ·      The U.S. recipient organization provides travel and administrative support for the outbound CBBSX exchange by coordinating round-trip airfare for the U.S. delegation. The Fulbright U.S. and Visiting Scholar Programs annually provide approximately 970 awards to U.S. scholars and professionals to lecture and/or conduct research overseas and approximately 1,025 awards to visiting (non-U.S.) scholars to lecture and/or conduct research in the United States. The ICJR Program assists Tribal, state, and local governments and courts to strengthen the criminal justice response to domestic/dating violence, sexual assault, and stalking by improving offender accountability, victim safety, homicide reduction, protection-order enforcement, and coordinated law enforcement and prosecutorial action. These sorts of activities treat these offenses as serious violations of criminal law and seek safety and autonomy for victims.

The Continuum of Care (CoC) Program is designed to:promote a community-wide commitment to the goal of ending homelessness;provide funding for efforts by nonprofit providers, States, Indian Tribes or Tribally Designated Housing Entities [as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)], and local governments to quickly rehouse individuals and families experiencing homelessness, persons experiencing trauma or a lack of safety related to, or fleeing or attempting to flee domestic violence, dating violence, sexual assault, and stalking, and youth experiencing homelessness while minimizing the trauma and dislocation caused by homelessness;promote access to, and effective utilization of, mainstream programs and programs funded with State or local resources; andoptimize self-sufficiency among individuals and families experiencing homelessness.The goal of the Youth Homelessness Demonstration Program (YHDP) is to support the development and implementation of a coordinated community approach to preventing and ending youth homelessness and sharing that experience with and mobilizing communities around the country toward the same end. The population to be served by the demonstration program is youth ages 24 and younger who are experiencing homelessness, including unaccompanied and pregnant or parenting youth.

The Southwest Border Resource Protection Program (SWBRPP) provides financial assistance to National Park Service (NPS) units, as well as educational institutions, nonprofit organizations, tribes, and local and state agencies to improve resource stewardship, achieve international cooperation, provide meaningful interpretation and conduct scientific research, which will lead to increased appreciation and understanding of our shared natural and cultural heritage along our international border with Mexico. Several National Parks located along the U.S. border with Mexico have recently experienced serious resource damage due to illegal cross border activities including drug traffickers and undocumented persons traversing the parks. Other national park units within the desert southwest have also experienced impacts to their natural and cultural resources. Thousands of miles of unauthorized roads and trails have been created, major ecological processes and the migration patterns of wildlife have been disrupted, important historic sites have been vandalized, and archaeological sites have been looted. Program funding is available for conducting scientific research and monitoring of species, as well as conservation, interpretation and preservation projects designed to help protect and preserve natural and cultural resources located near or along our international border. Historic battlefields and associated sites of armed conflict are powerful reminders of the shared heritage of all Americans. In an ongoing effort to extend the conservation of natural and cultural resources beyond our park boundaries, the National Park Service American Battlefield Protection Program (NPS ABPP) promotes the preservation and interpretation of these important places. NPS ABPP supports community-driven stewardship of historic resources through four grant opportunities: Preservation Planning, Battlefield Restoration, Battlefield Interpretation, and Battlefield Land Acquisition.NPS ABPP administers Battlefield Land Acquisition Grants (BLAG) to assist State and local governments, Tribes, and nonprofit organizations with the preservation of eligible Revolutionary War, War of 1812, and Civil War battlefield lands through acquisition of fee-simple or less-than-fee (easement) interests. Funding for the BLAG program is made available from the Land and Water Conservation Fund (LWCF) and is awarded competitively. The U.S. Department of Agriculture (USDA), Agricultural Marketing Service (AMS), requests applications for the fiscal year (FY) 2026 Specialty Crop Multi-State Grant Program (SCMP). The SCMP supports collaborative multi-state partnerships to enhance the competitiveness of specialty crops through competitively funded projects. A multi-state partnership is a project that implements activities with measurable outcomes that benefit two or more U.S. States and/or Territories along with non-profit entities. The focus is to address regional or national level specialty crop issues, including, but not limited to, food safety, plant pests and disease, research, crop-specific projects addressing common issues, and marketing and promotion. The Headquarters Bureau of Land Management (BLM) offices have collaborated with Qualified Youth Corps, as authorized by the Public Lands Corps Act (PLC), to accomplish natural and cultural resource-focused projects for numerous years. This program"s projects provide opportunities to gain work experience in public lands and natural resources management. Through their BLM experience, youth gain an appreciation for public lands, learn about natural resource management careers, and become the next generation of public lands stewards. The ROSS Rapid Response Program (RRP) awards one-time assistance via a cost-reimbursable grant for service coordination and limited direct services for residents of HUD-assisted housing. The RRP utilizes a simplified application process to promote local leadership and flexibility in addressing urgent social needs caused by unanticipated emergencies. The Biomedical Research Environment and Sponsored Programs Administration Development (BRE-SPAD) Program aims to promote broad participation in the biomedical research ecosystem by supporting resource limited organizations to conduct research, enhance the research environment, and increase sponsored programs administration capacity.This program intends to support eligible, domestic organizations with limited research resources and few biomedical doctoral students.

The High-End Instrumentation (HEI) Grant Program encourages applications from groups of NIH-supported investigators to purchase or upgrade a single item of high-end, specialized, commercially available instruments or integrated systems. The minimum award is $750,001. There is no maximum price limit for the instrument; however, the maximum award is $2,000,000. Instruments supported include, but are not limited to, nuclear magnetic resonance spectrometers, X-ray diffractometers, mass spectrometers, high throughput robotic screening systems, DNA and protein sequencers, biosensors, electron and light microscopes, flow cytometers, and biomedical imagers.

The Basic Instrumentation Grant (BIG) Program encourages applications from groups of NIH-supported investigators to purchase a single piece of new, costly, specialized, commercially available instrument or an integrated instrumentation system. The BIG Program is limited to institutions that have not received S10 instrumentation funding of $500,001 or greater in any of the preceding 3 Federal fiscal years (FY).
