The Global Leaders Division in the Office of Citizen Exchanges at the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) seeks proposals for a cooperative agreement to design and implement the FY 2026 Community Solutions Program (CSP). The United States has a strong tradition of hard work, entrepreneurship, and local leadership that has powered economic growth. American communities succeed by building on what they do best — innovating, strengthening key industries, and coordinating business, workforce, and community leadership to deliver results. CSP invests in American and international community leaders interested in learning from proven U.S. approaches to regional economic growth. It will engage leaders, ages 27–39, who will work alongside American partners to understand how regional industry clusters and locally driven strategies expand opportunities that benefit the American people. During a three- to four-month exchange in the United States, approximately 50–60 participants will work directly with American counterparts on real-world economic growth initiatives across key sectors such as: culinary industries/farm-to-table; business and entrepreneurship; hospitality and tourism; technology and innovation, and others as proposed. Placements will demonstrate how U.S. communities organize around regional industry clusters to attract talent, secure investment, grow businesses, and strengthen local economies. The Rural Grant Program helps states and territories, Indian Tribes, local governments, and nonprofits to enhance safety and justice for child, youth, and adult victims in rural communities. It funds victim services (such as advocacy, legal assistance, and shelter), investigation, prosecution, adjudication, parole and probation, and other ways of addressing domestic and sexual violence. Per 34 U.S.C. § 12341(a), these grants are meant to encourage collaboration, establish and expand nonprofit victim services, increase safety and well-being for women and children in rural communities, and ensure victims in rural areas have access to sexual assault medical forensic exams.

On October 20, 2020, Congress enacted the Native American Business Incubators Program Act, Pub. L. 116-174, codified at 25 U.S.C. 5801 et seq. In the Act, Congress established the Native American Business Incubators Program and required the Secretary of the Interior to promulgate regulations to implement the program. See 25 U.S.C. 5804.The U.S. Department of the Interior (DOI), Office of the Assistant Secretary–Indian Affairs, through the Office of Indian Economic Development (OIED), solicits proposals from eligible entities (see Eligibility Section) for grant funding from established Business Incubators to serve Native entrepreneurs with start-up, early-stage, and established businesses who will provide products or services to Tribal reservation communities. The purpose of this funding announcement is to demonstrate and evaluate the scalability of person-centered and evidence-based approaches to falls prevention that leverage clinical and community partnerships and related data and technology tools. ACL intends to award a single cooperative agreement to one grantee for a three-year project period with the expectation that the grantee will fund up to three demonstrations. This award will build on the ACL Innovation Lab to demonstrate the scaling of person-centered and evidence-based approaches to falls prevention and related chronic disease management programs through community care hubs and their respective clinical partners and community-based organizations in the aging services network. The successful applicant will be expected to collaborate with ACL in the design and implementation of these demonstrations in the scalability of falls prevention and related chronic disease management interventions through approximately three advanced community care hubs that support care transitions and screening for the risk of falls. They should also have the capacity to 1) do rapid cycle evaluation to iterate and improve the impact of the interventions as they are scaled and, 2) administer sub-awards to community care hubs that can implement and scale person-centered interventions enabled by artificial intelligence, data analytics, assistive technology, virtual delivery of interventions, tools to support consumer behaviors, and related data infrastructure.

The primary goal of the Native American Resource Center (NARC) will be to enhance the knowledge about older adults in American Indian, Alaskan Native, and Native Hawaiin (AI/AN/NH), community, thereby increase and improve the delivery of services to elders. The NARC will focus on the development and provision of technical information. The NARC's will have a national focus and direct its resource to one or more of the primary concerns in their application which includes health issues, long term care, including in-home care; elder abuse; and other problems and issues facing AI, AN and NH older populations. The NARC's objective will be to 1) gather information, 2) performance research, and 3) provide dissemination of results of research and provide technical assistance and training, to entities that provide services to the targeted older adult population in the AI, AN, and NH communities. Applicants should include anticipated program outcomes, how the outcomes will be measured, and the overall success of the program/activities and how they will be determined.

The U.S. Embassy Kuala Lumpur Public Diplomacy Section seeks proposals that advance American leadership, prosperity, and security interests in Malaysia. This program supports initiatives that promote U.S. technological innovation and economic competitiveness, showcase American excellence in sports and education, strengthen ties with exchange program alumni, and position the United States as Malaysia's most trusted international partner.   Priority areas include: advancing U.S. leadership in artificial intelligence and emerging technologies; leveraging major sporting events to demonstrate American excellence; engaging alumni networks to amplify U.S. influence; and promoting American English language education and pathways to U.S. higher education institutions. Malaysia-wide outreach with physical advising centers in the Klang Valley, Penang, and East Malaysia. The Public Diplomacy Section at the United States Embassy in Malaysia announces an open competition for organizations to submit applications to promote U.S. higher education opportunities for Malaysian students at the graduate and undergraduate levels. This project includes maintaining physical presences of at least three EducationUSA advising centers manned by trained EducationUSA advisors that will serve as the primary resource for accurate, comprehensive, and current information about studying in the United States. Programmatic requirements will include education fairs, presentations at secondary schools and universities, and other programs in cooperation with the U.S. Embassy. The Legal Assistance for Victims Grant Program increases access to legal assistance for victims of domestic/dating violence, sexual assault, and stalking who are seeking relief in legal matters relating to or arising out of that abuse or violence. It funds projects that provide comprehensive legal assistance, as defined in 34 U.S.C. § 12291(a)(24). The projects must include organizations that have a mission and history of providing direct services to victims of domestic/dating violence, sexual assault, or stalking.

The U.S. Department of State’s Embassy Ottawa announces an open competition to implement a program to connect U.S. citizen talent, including subject matter experts, artists and cultural professionals, and current and former American athletes and coaches, with Canadian audiences and institutions on topics of strategic importance to the United States. The U.S. Department of State's Embassy Ottawa announces an open competition to implement a program to convene alumni of U.S. government-sponsored exchange programs for an alumni summit in Ottawa, Ontario. This summit will bring together exchange program alumni to foster continued engagement, networking, and collaboration among participants who have benefited from U.S. exchange initiatives. The summit will provide a platform for alumni to reconnect, share experiences, and explore opportunities for ongoing partnership. The target audience is Canadian alumni of U.S. government-sponsored exchange programs based in Canada. This Notice of Funding Opportunity (NOFO) announces up to $10 million to support a National Fund Manager (NFM) to design and manage a Lead-Safe and Healthy Homes Financing Demonstration (the Fund). The Fund will be a national platform to pool public and private capital to accelerate the reduction of residential lead exposure, particularly childhood lead poisoning, and improve housing-related health conditions in low-income communities ("lead-safe and healthy homes activities").While HUD and EPA programs have addressed lead and other environmental hazards in many homes, progress remains slow relative to the scale of need. For example, since 1993, HUD has remediated lead hazards in over 230,000 low-income housing units, but tens of millions of U.S. households continue to face risk from lead and additional residential environmental stressors. Expanding access to private capital alongside public funding is critical to increasing the pace and scale of remediation.Traditional home repair financing remains difficult to access due to strict underwriting, high denial rates, and lender risk concerns, leaving many older homes in disrepair. This grant is funded under the Projects of National Significance (PNS) authorized by the Developmental Disabilities Assistance and Bill of Rights Act. Its purpose is to increase awareness, access, and use of ABLE (Achieving a Better Life Experience) accounts so that individuals with disabilities have the resources needed to better support their health and economic well-being and improve their economic security and mobility. Since 2015, the ABLE Act has authorized states and territories to establish tax-advantaged programs—ABLE accounts—that allow individuals with disabilities to save and invest money. These accounts may be used for qualified disability expenses, including education, food, housing, transportation, employment training, assistive technology, and health care. Beginning in January 2026, ABLE eligibility requirements were expanded to include individuals with an age of disability onset up to 46, increased from the previous limit of 26. As a result, an estimated 14 million people will be eligible for ABLE accounts, including approximately 1.2 million veterans. This expansion presents a significant opportunity to broaden outreach to individuals receiving Medicaid and Supplemental Security Income (SSI), as well as individuals with disabilities who are not enrolled in disability benefit programs, to help overcome barriers to achieving good health and meaningful employment. The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State seeks applications from qualified organizations to implement a program aimed at enhancing the operational capacity of the Specialized Departments for Organized Crime and Corruption in the Federation of Bosnia and Herzegovina (FBiH) and Republika Srpska (RS). Bosnia and Herzegovina sits along the "Balkan route" for drug and weapons trafficking, and BiH-based criminals are key members of powerful transnational criminal organizations (TCOs) that cooperate with global cartels, launder hundreds of millions of dollars through BiH, and rely on corruption and weak judicial capacity to evade accountability. This program will address critical gaps in prosecutorial expertise, interagency coordination, and international cooperation by strengthening the capacity of FBiH and RS Specialized Department prosecutors and judges to effectively investigate, prosecute, and secure convictions in complex organized crime and corruption cases. Through targeted technical assistance, mentoring partnerships with U.S. prosecutors, and institutional and legal reforms, the program will degrade TCO networks that threaten U.S. security, undermine governance, and destabilize a key European partner.

The purpose of this Program Solicitation is to select an organization (“Cooperator”) to assist the NEA with the 2027 NEA National Heritage Fellowships Awards program. The agency anticipates that the Cooperator will coordinate a range of events, including an awards ceremony, showcase(s) featuring the 2027 fellows, video vignettes about each fellow, participant travel, and associated activities. This award will be made as a cooperative agreement. A cooperative agreement is a type of award in which the federal government will be substantially involved in the project undertaken by the award recipient (known as a Cooperator). 1.  Executive SummaryThe U.S. Department of State’s Embassy Algiers is launching a competitive program to catalyze innovation and commerce between the United States and Algeria and advance key U.S. foreign policy priorities. The initiative aims to strengthen commercial ties, expand market access for American companies, and promote American business models and technology, particularly in entrepreneurship and artificial intelligence as well as English language development. Target audiences include Algerian students and young leaders (ages 18-35), entrepreneurs, and mid-career professionals, with a focus on building partnerships between U.S. and Algerian institutions and improving knowledge relevant to U.S. business and technology standards. The Embassy may play an active role in guiding and monitoring the program, while recipients will manage implementation and outreach. NOFO HighlightsThe Youth Homelessness NOFO provides competitive awards to eligible applicants under two different programs-Youth Homelessness System Improvement (YHSI) grants- Assistance Listing Number (ALN) 14.277Youth Homelessness Demonstration Program (YHDP)- ALN 14.276Under the YHSI grants, HUD will make awards to selected communities to support them in establishing and implementing a response system for youth homelessness or for improving their existing response system. HUD will select approximately 49 communities for YHSI grants.Under the YHDP, HUD will provide funding to communities to implement housing and supportive services projects. The Rangeland Management program conducts inventories, assessments and evaluations of soil and vegetation conditions and land health. Monitoring data is collected and analyzed to ensure progress toward meeting land health standards.Funded projects under this program will focus on high priority work effecting the program nationally by crossing state boundaries, such as, activities that support maintaining or achieving land health and productivity, increasing soil carbon sequestration, and creating resilient landscapes to benefit current and future generations. The goal is to find, study, protect, and manage archaeological resources in Lincoln County, Nevada. The Bureau of Educational and Cultural Affairs (ECA) invites proposals for cooperative agreements to implement the FY 2026 (Academic Year 2027-2028) Congress-Bundestag Youth Exchange (CBYX) for Young Professionals program and outbound Congress-Bundestag/Bundesrat Staff Exchange (CBBSX) travel component.  The CBYX for Young Professionals and CBBSX programs advance America’s national interests by building lasting personal and institutional relationships that promote prosperity and security between the United States and Germany.    Key Activities:         CBYX for Young Professionals: ·      Approximately 65 American and approximately 65 German participants, ages 18.5-24, engage in year-long academic and professional exchanges. ·      American participants complete two months of in-country German language training, study for one semester at a German university, technical, or professional school, and gain practical work experience. ·      German participants study for one semester at a U.S. university, college, technical, or professional school and gain practical work experience. ·      Both American and German participants live with host families throughout the program year. CBBSX: ·      Ten U.S. Congressional and 10 German parliamentary staffers participate in a short-term reciprocal exchange with each other’s legislatures. ·      The U.S. recipient organization provides travel and administrative support for the outbound CBBSX exchange by coordinating round-trip airfare for the U.S. delegation. The Fulbright U.S. and Visiting Scholar Programs annually provide approximately 970 awards to U.S. scholars and professionals to lecture and/or conduct research overseas and approximately 1,025 awards to visiting (non-U.S.) scholars to lecture and/or conduct research in the United States. The ICJR Program assists Tribal, state, and local governments and courts to strengthen the criminal justice response to domestic/dating violence, sexual assault, and stalking by improving offender accountability, victim safety, homicide reduction, protection-order enforcement, and coordinated law enforcement and prosecutorial action. These sorts of activities treat these offenses as serious violations of criminal law and seek safety and autonomy for victims.

The United States Department of State’s Bureau of Educational and Cultural Affairs’ Office of International Visitors (ECA/PE/V) announces an open competition for approximately five cooperative agreements to support the staff expenses and overhead costs of the FY 2027 International Visitor Leadership Program’s (IVLP) National Program Agencies (NPAs). Launched in 1940, the IVLP is the Department of State’s foundational professional exchange program. The IVLP advances America First national security priorities and builds long-term relationships between Americans and international leaders in government, business, academia, and other fields. Recipients design and implement customized short-term visits to the United States for current and emerging leaders from around the world. These visits support U.S. foreign policy goals and reflect the participants’ professional interests. Eligible recipients will have expertise in foreign policy, experience in professional exchange programming, and the ability to provide tailored projects for participants from all countries. The Continuum of Care (CoC) Program is designed to:promote a community-wide commitment to the goal of ending homelessness;provide funding for efforts by nonprofit providers, States, Indian Tribes or Tribally Designated Housing Entities [as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)], and local governments to quickly rehouse individuals and families experiencing homelessness, persons experiencing trauma or a lack of safety related to, or fleeing or attempting to flee domestic violence, dating violence, sexual assault, and stalking, and youth experiencing homelessness while minimizing the trauma and dislocation caused by homelessness;promote access to, and effective utilization of, mainstream programs and programs funded with State or local resources; andoptimize self-sufficiency among individuals and families experiencing homelessness.The goal of the Youth Homelessness Demonstration Program (YHDP) is to support the development and implementation of a coordinated community approach to preventing and ending youth homelessness and sharing that experience with and mobilizing communities around the country toward the same end. The population to be served by the demonstration program is youth ages 24 and younger who are experiencing homelessness, including unaccompanied and pregnant or parenting youth.

The Southwest Border Resource Protection Program (SWBRPP) provides financial assistance to National Park Service (NPS) units, as well as educational institutions, nonprofit organizations, tribes, and local and state agencies to improve resource stewardship, achieve international cooperation, provide meaningful interpretation and conduct scientific research, which will lead to increased appreciation and understanding of our shared natural and cultural heritage along our international border with Mexico. Several National Parks located along the U.S. border with Mexico have recently experienced serious resource damage due to illegal cross border activities including drug traffickers and undocumented persons traversing the parks. Other national park units within the desert southwest have also experienced impacts to their natural and cultural resources. Thousands of miles of unauthorized roads and trails have been created, major ecological processes and the migration patterns of wildlife have been disrupted, important historic sites have been vandalized, and archaeological sites have been looted. Program funding is available for conducting scientific research and monitoring of species, as well as conservation, interpretation and preservation projects designed to help protect and preserve natural and cultural resources located near or along our international border.
