The purpose of this Notice of Funding Opportunity (NOFO) is to implement the demonstration authority in Section 373(i) of the Older Americans Act of 1965, as amended (OAA). Successful grantees will use the framework provided by the 2022 National Strategy to Support Family Caregivers (the Strategy) as the basis for their proposed projects. Under this NOFO, ACL is interested in supporting state implementation of the principles, recommendations and actions as stated in the Strategy. Grantees will be expected to develop a range of cross-agency partnerships at the state level to identify which of the Strategy's goals, recommendations and stated actions they wish to address on a statewide basis. Up to, but not to exceed, the first six months of their projects, grantees will be permitted to undertake a period of planning and coordination with project partners. At the end of the planning period, grantees must submit a sustainability plan detailing how project activities and accomplishments will be maintained and continued following the period of federal funding. During the remainder of their two-year projects, grantees will focus on implementation and execution of their proposals. |

There are two application options for states contained in this single Notice of Funding Opportunity. State Applicants for Option A (Grants to New States and States Re-Establishing Their Core Respite Infrastructures): This opportunity is for states who have never had a grant, OR who had a grant before, but the program has stopped, and they wish to start it up again. State Applicants for Option B (State Program Enhancement Grants): This opportunity is intended for states that have had at least one grant in the past and/or wish to continue building and expanding upon their programmatic activities to enhance and expand the availability of lifespan respite services. SBSRF, authorized by the One Big Beautiful Bill Act of 2025 (Public Law 119-21), was established to address the urgent need for robust and adaptable border security solutions at the state and local levels. SBSRF is a flexible hybrid program designed to reinforce the nation’s border by empowering states and local governments to meet evolving security challenges.Program objectives include:• Construction or deployment of a border wall, border barrier, or buoys along the southern border of the United States.• Any work necessary to prepare the ground at or near land borders to allow construction and maintenance of a border barrier• Detection and interdiction of illicit substances and aliens who have unlawfully entered the United States and have committed a crime under Federal, State, or local law.• Relocation of aliens who are unlawfully present in the United States from population centers to other domestic locations. |

This gives Tribes the authority to manage and tailor health care programs to best suit the needs of their communities. Participating in the TSGP gives your Tribe flexibility to tailor your health care needs by choosing one of three ways to get health care from the federal government for your citizens. Tribes can choose to: Get health care services directly from the IHS.Contract with the IHS to administer individual programs and services the IHS would otherwise provide. This is referred to as Title I Self-Determination Contracting.Compact with the IHS to assume control over health care programs the IHS would otherwise provide. This is referred to as Title V Self-Governance Compacting or the TSGP.These options are not exclusive. Tribes may choose to combine options based on their needs and circumstances. The purpose of this planning cooperative agreement is to provide resources to: Tribes interested in entering the TSGP.Tribes that are currently part of the program and are interested in assuming new or expanded PSFAs. |

As President Trump said in his Executive Order on Removing Regulatory Barriers to Affordable Home Construction (March 13, 2026), The American dream of homeownership depends on a dynamic housing market in which a varied inventory of new homes is built and renovated each year. Layers of unnecessary regulatory barriers, slow permitting processes, and onerous mandates at all levels of government have delayed construction, restricted development, and driven up the costs of new housing. These constraints have made housing less affordable for many Americans.It is the policy of my Administration to reduce regulatory barriers to building homes and to steward taxpayer dollars in a manner that promotes housing affordability.HUD's PRO Housing program rewards communities that have taken steps to remove regulatory barriers to building and preserving homes by providing funding to further expand affordable housing, particularly homeownership opportunities and housing located in Opportunity Zones and rural communities.HUD is issuing this Fiscal Year 2026 (FY26) PRO Housing NOFO under the authority of the Consolidated Appropriations Act, 2026, which provided $50 million for competitive grant funding for state and local governments, metropolitan planning organizations (MPOs), and multijurisdictional entities. The Appropriations Act requires HUD to award grants using the Community Development Block Grant (CDBG) framework.
