This program memorandum advises states of the estimated FY 2026 State Allocations under the Adult Education and Family Literacy Act (AEFLA), title II of the Workforce Innovation and Opportunity Act (WIOA). This NOFO will assist states in planning, establishing, operating, coordinating, and evaluating projects directly or through grants and contracts with public and private agencies for the development of more effective education, training, research, prevention, diversion, treatment, and rehabilitation programs to improve their juvenile justice system. Pursuant to Title II, Part B of the Juvenile Justice and Delinquency Prevention Act (JJDPA) (34 U.S.C. §§11131-11133), to receive funds, states must submit and receive OJJDP Administrator approval of a 3-year state plan for carrying out Formula Grants program activities.

The NSF FINDERS FOUNDRY program supports collaboration among K-12 educators, technologists, and researchers to develop innovative solutions to persistent challenges in learning and workforce development. These challenges are identified by K-12 students, families, and educators. The program aims to create and scale evidence-based practices, tools, and technologies that improve learning outcomes and prepare students for a digital, Artificial Intelligence (AI)-driven future. A key focus is early exposure to AI to build curiosity, understanding, and readiness for future careers. The program encourages partnerships across sectors - schools, universities, industry, government, and nonprofits - to co-design responsive, technology-based solutions. NSF FINDERS FOUNDRY program includes two phases: Planning and Development. Planning proposals help teams explore one of several focus areas. Only teams awarded Planning grants may submit Development proposals, which support the growth and implementation of promising ideas. The program aligns with national priorities, including the Executive Order 14277, “Advancing Artificial Intelligence Education for American Youth” (April 23, 2025), and the CHIPS and Science Act of 2022, Public Law 117-167, Sections 10381-10383 and 10395.

The Tribal Colleges and Universities Program (TCUP) provides awards to federally recognized1 Tribal Colleges and Universities, Alaska Native-serving institutions, and Native Hawaiian-serving institutions to promote high quality science (including sociology, psychology, anthropology, linguistics, economics and bioeconomics, statistics, and other social and behavioral sciences; natural sciences; computer science, including, but not limited to, artificial intelligence, quantum information science, and cybersecurity), technology, engineering and mathematics (STEM), STEM education, research, and outreach. The NSF EPSCoR Graduate Fellowship Program (EGFP) provides an opportunity for applicants who received the distinction of GRFP Honorable Mention no more than three years before the proposal due date to be named NSF EPSCoR Graduate Fellows and obtain financial support for their graduate education at an institution in an EPSCoR jurisdiction. EGFP aims to enhance the capacity and competitiveness of EPSCoR jurisdictions by providing funding to graduate degree-awarding institutions to support NSF EPSCoR Graduate Fellows as they pursue graduate degrees in the disciplines specified by the NSF Directorates and Office that are participating in the EGFP funding program.
