This Funding Opportunity Announcement (FOA) is designed specifically for applicants proposing research that does not involve leading an independent clinical trial, a clinical trial feasibility study, or an ancillary study to a clinical trial. Applicants to this FOA are permitted to propose research experience in a clinical trial led by a mentor or co-mentor. Applicants proposing a clinical trial or an ancillary clinical trial as lead investigator, should apply to the companion FOA PAR-.The purpose of the Fogarty Emerging Global Leader Award is to provide research support and protected time (three to five years) to an early career research scientist from a low- or middle-income country (LMIC) who holds a junior faculty position at an LMIC academic or research institution, as defined by the World Bank (http://data.worldbank.org/about/country-classifications/country-and-lending-groups , including low-income, lower-middle-income, and upper-middle-income countries). This intensive, mentored research career development experience is expected to lead to an independently funded research career at the LMIC institution or in another LMIC. This Funding Opportunity Announcement (FOA) invites applications from LMIC scientists from any health-related discipline who propose career development activities and a research project that is relevant to the health priorities of their country under the mentorship of LMIC and U.S. mentors.

CREST Center awards provide support to enhance the research capabilities of Minority-serving institutions (MSIs) through the establishment of centers that effectively integrate education and research. CREST Center awards promote the development of new knowledge, enhancements of the research productivity of individual faculty, and an expanded presence of students historically underrepresented in science, technology, engineering, and mathematics (STEM) disciplines. Successful CREST Center proposals will demonstrate a clear vision and integration of STEM research and education and will align with the mission of the Division of Equity for Excellence in STEM (EES) with respect to the development of a diverse STEM workforce. CREST Centers are also expected to provide leadership by meaningfully involving the efforts of those faculty, students, and postdoctoral researchers who are traditionally underrepresented in STEM at all levels. The Statistics Program supports research in statistical theory and methods, including research in statistical methods for applications to any domain of science and engineering. The theory forms the base for statistical science. The methods are used for stochastic modeling, and the collection, analysis and interpretation of data. The methods characterize uncertainty in the data and facilitate advancement in science and engineering. The Program encourages proposals ranging from single-investigator projects to interdisciplinary team projects.

The AFRI Foundational and Applied Science Program supports grants in six AFRI priority areas to advance knowledge in both fundamental and applied sciences important to agriculture. The Agriculture and Food Research Initiative - Education and Workforce Development (EWD) focuses on developing the next generation of research, education, and extension professionals in the food and agricultural sciences. The National Institute of Food and Agriculture (NIFA) requests applications for the AFRI’s Education and Workforce Development program areas to support:1. professional development opportunities for K-14 educational professionals;2. non-formal education that cultivates food and agricultural interest in youth;3. workforce training at community, junior, and technical colleges;4. training of undergraduate students in research and extension; 5. fellowships for predoctoral candidates;6. fellowships for postdoctoral scholars; and7. education and workforce development workshop grants.

TCRGP focuses on development of research capacity at Tribal colleges, specifically in agriculture, natural resources, and human sciences. The program aims to teach leadership skills, knowledge, and qualities that are necessary to prepare students to be competitive with other students for agricultural and related careers in the private sector, government, and academia. Of interest are the projects involving innovative agricultural technologies, including artificial intelligence (AI), data science, robotics, and other cutting edge digital tools. NIFA encourages incorporation of opportunities for training undergraduate students in these areas to equip them with the foundational knowledge and skills necessary to adapt to and thrive in an increasingly digital society and expose them to educational and career pathways in AI for food and agricultural sciences.

Using appropriations to the Great Lakes Restoration Initiative (GLRI), the U.S. Fish and Wildlife Service (FWS) anticipates providing grants to support development and/or implementation of Great Lakes Tribal Aquatic Invasive Species Management Plans (Tribal AIS Plans). Therefore, a Tribal AIS Plan must be in place that supports the proposed work, or development of such a plan must be a part of the proposed work. All tribal grants will be awarded based on a competitive process for which only Great Lakes tribes or their designee are eligible.

Using appropriations to the Great Lakes Restoration Initiative (GLRI), the U.S. Fish and Wildlife Service (FWS) anticipates providing grants to support implementation of interjurisdictional projects that cut across state and tribal Great Lakes Interstate Aquatic Invasive Species Management Plans (AIS Plans). Grants will be awarded based on a competitive process for which only Great Lakes states and tribes (or their designee) are eligible. Funding will be prioritized towards target action-oriented projects that support Great Lakes Panel regional priorities and focus on pathway intervention, detection activities, and active prevention. Two categories of projects will be considered for funding: Sustaining Projects and New Projects. Sustaining Projects are projects that continue previously funded interjurisdictional work and are deemed a priority for continued regional AIS management and prevention support. New Projects are previously unfunded work with the potential to improve regional AIS management and prevention.

Oceanographic facilities and equipment are supported by the Integrative Programs Section (IPS) of the Division of Ocean Sciences (OCE), Directorate for Geosciences (GEO). These awards are made for the procurement, conversion and/or upgrade, enhancement, or annual operation of platforms in the ocean, coastal and near-shore waters, and Great Lakes. Awards are generally directed specifically to support facilities that lend themselves to shared use within the broad range of Federally supported research and education programs.Most of these platforms and facilities also receive partial support from other federal agencies, state and local governments, and private sources on a proportional basis usually through a daily rate mechanism. CICI supports efforts to develop, deploy and integrate cybersecurity that will benefit the broader scientific community by securing science data, computation, collaborations workflows, and infrastructure. CICI recognizes the unique nature of modern, complex, data-driven, distributed, rapid, and collaborative science and the breadth of infrastructure and requirements across scientific disciplines, practitioners, researchers, and projects. This program seeks to prepare, nurture, and grow the national scientific research workforce for creating, utilizing, and supporting advanced cyberinfrastructure (CI) to enable and potentially transform fundamental science and engineering (S&E) research and education and contribute to the Nation's overall economic competitiveness and security. The goals of this solicitation are to (i) ensure broad adoption of CI tools, methods, and resources by the research community in order to catalyze major research advances and to enhance researchers’ abilities to lead the development of new CI, and (ii) integrate core literacy and discipline-appropriate advanced skills in advanced CI as well as computational and data-driven methods for advancing fundamental research, into the Nation’s undergraduate and graduate educational curriculum/instructional materials. The Established Program to Stimulate Competitive Research (EPSCoR) is designed to fulfill the mandate of the National Science Foundation (NSF) to promote scientific progress nationwide. EPSCoR eligibility status is yearly updated and reported in the EPSCoR website (see EPSCoR eligibility). Through this program, NSF establishes partnerships with government, higher education, and industry that are designed to affect sustainable improvements in a jurisdiction's research infrastructure, Research and Development (R&D) capacity, and hence, its R&D competitiveness. The FEC program (formerly known as “EPSCoR Track-2 program”) builds interjurisdictional collaborative teams of EPSCoR investigators in Science, Technology, Engineering, and Mathematics (STEM) focus areas consistent with the currentNational Science Foundation Strategic Plan. Projects are investigator-driven and must include researchers from at least two EPSCoR eligible jurisdictions with complementary expertise and resources necessary to address challenges, which neither party could address as well or as rapidly independently. FEC projects have a comprehensive and integrated vision to drive discovery and build sustainable STEM capacity that exemplifies institutional, geographic, and disciplinary diversity. NSF-supported science and engineering research increasingly relies on cutting-edge infrastructure. With its Major Research Instrumentation (MRI) program and Major Multi-user Facilities ("Major Facilities") projects, NSF supports infrastructure projects at the lower and higher range of infrastructure project costs, Foundation-wide, across science and engineering research disciplines. The Foundation-wide Mid-scale Research Infrastructure opportunity is intended to provide NSF with an agile, Foundation-wide process to fund experimental research capabilities in the mid-scale range between MRI and Major Multi-user Facilities. The Oceanographic Technology and Interdisciplinary Coordination (OTIC) Program supports a broad range of research and technology development activities. Unsolicited proposals are accepted for instrumentation development that has broad applicability to ocean science research projects and that enhance observational, experimental or analytical capabilities of the ocean science research community. Specific announcements for funding opportunities are made for additional projects involving Improvements in Facilities, Communications, and Equipment at Biological Field Stations and Marine Laboratories (FSML) and the National Ocean Partnership Program.

The MCA program offers an opportunity for scientists and engineers at the mid-career stage (see restrictions under Additional Eligibility Information) to substantively enhance and advance theirresearch program and career trajectory. Mid-career scientists are at a critical career transition stage where they need to advance their research programs to ensure long-term productivity and creativity but are often constrained by service, teaching, or other activities that limit the amount of time devoted to research. The MCA program provides protected time, resources, and the means to gain new skills through synergistic and mutually beneficial partnerships, typically at an institution other than the candidate's home institution. Partners from outside the Principal Investigator's (PI) own subdiscipline or discipline are encouraged, but not required, to enhance interdisciplinary networking and convergence across science and engineering fields.
