The DARPA Tactical Technology Office (TTO) creates technological surprise and provides new options for national security, by demonstrating revolutionary platforms and systems with cutting-edge technology. TTO demonstrates compelling hardware at scales that demonstrate disruptive capability, with designs that reduce risk and cost by managing complexity, and which can be manufactured responsively and affordably. TTO is soliciting innovative executive summaries and proposals that enhance the nation’s ability to rapidly build, adapt and sustain force structures with the following focus areas: Design/Build/Buy, Surge and Sustain, Long Range Effects, and Disruptive Innovation.

The AFRI Foundational and Applied Science Program supports grants in six AFRI priority areas to advance knowledge in both fundamental and applied sciences important to agriculture. The six priority areas are: Plant Health and Production and Plant Products; Animal Health and Production and Animal Products; Food Safety, Nutrition, and Health; Bioenergy, Natural Resources, and Environment; Agriculture Systems and Technology; and Agriculture Economics and Rural Communities. Research-only, extension-only, and integrated research, education and/or extension projects are solicited in this Request for Applications (RFA). The Agriculture and Food Research Initiative - Education and Workforce Development (EWD) focuses on developing the next generation of research, education, and extension professionals in the food and agricultural sciences. The National Institute of Food and Agriculture (NIFA) requests applications for the AFRI’s Education and Workforce Development program areas to support:1. professional development opportunities for K-14 educational professionals;2. non-formal education that cultivates food and agricultural interest in youth;3. workforce training at community, junior, and technical colleges;4. training of undergraduate students in research and extension; 5. fellowships for predoctoral candidates;6. fellowships for postdoctoral scholars; and7. education and workforce development workshop grants.

TCRGP focuses on development of research capacity at Tribal colleges, specifically in agriculture, natural resources, and human sciences. The program aims to teach leadership skills, knowledge, and qualities that are necessary to prepare students to be competitive with other students for agricultural and related careers in the private sector, government, and academia. Of interest are the projects involving innovative agricultural technologies, including artificial intelligence (AI), data science, robotics, and other cutting edge digital tools. NIFA encourages incorporation of opportunities for training undergraduate students in these areas to equip them with the foundational knowledge and skills necessary to adapt to and thrive in an increasingly digital society and expose them to educational and career pathways in AI for food and agricultural sciences.

Using appropriations to the Great Lakes Restoration Initiative (GLRI), the U.S. Fish and Wildlife Service (FWS) anticipates providing grants to support development and/or implementation of Great Lakes Tribal Aquatic Invasive Species Management Plans (Tribal AIS Plans). Therefore, a Tribal AIS Plan must be in place that supports the proposed work, or development of such a plan must be a part of the proposed work. All tribal grants will be awarded based on a competitive process for which only Great Lakes tribes or their designee are eligible.

Using appropriations to the Great Lakes Restoration Initiative (GLRI), the U.S. Fish and Wildlife Service (FWS) anticipates providing grants to support implementation of interjurisdictional projects that cut across state and tribal Great Lakes Interstate Aquatic Invasive Species Management Plans (AIS Plans). Grants will be awarded based on a competitive process for which only Great Lakes states and tribes (or their designee) are eligible. Funding will be prioritized towards target action-oriented projects that support Great Lakes Panel regional priorities and focus on pathway intervention, detection activities, and active prevention. Two categories of projects will be considered for funding: Sustaining Projects and New Projects. Sustaining Projects are projects that continue previously funded interjurisdictional work and are deemed a priority for continued regional AIS management and prevention support. New Projects are previously unfunded work with the potential to improve regional AIS management and prevention.

Using appropriations to the Great Lakes Restoration Initiative (GLRI), the U.S. Fish and Wildlife Service (FWS) anticipates providing grants to support implementation of Great Lakes State Aquatic Invasive Species Management Plans (State AIS Plans). State AIS Plans have been transmitted by state governors and then approved by the Aquatic Nuisance Species Task Force. Oceanographic facilities and equipment are supported by the Integrative Programs Section (IPS) of the Division of Ocean Sciences (OCE), Directorate for Geosciences (GEO). These awards are made for the procurement, conversion and/or upgrade, enhancement, or annual operation of platforms in the ocean, coastal and near-shore waters, and Great Lakes. Awards are generally directed specifically to support facilities that lend themselves to shared use within the broad range of Federally supported research and education programs.Most of these platforms and facilities also receive partial support from other federal agencies, state and local governments, and private sources on a proportional basis usually through a daily rate mechanism. The National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) is one of the thirteen principal federal statistical agencies within the United States. It is responsible for the collection, acquisition, analysis, reporting and dissemination of objective, statistical data related to the science and technology (S&T) enterprise in the United States and other nations that is relevant and useful to practitioners, researchers, policymakers and the public. NCSES uses this information to prepare a number of statistical data reports including Women, Minorities and Persons with Disabilities in Science and Engineering and the National Science Board's biennial report, Science and Engineering (S&E) Indicators. The objective of the Cybersecurity Innovation for Cyberinfrastructure (CICI) program is to advance scientific discovery and innovation by enhancing the security and privacy of cyberinfrastructure. CICI supports efforts to develop, deploy and integrate cybersecurity that will benefit the broader scientific community by securing science data, computation, collaborations workflows, and infrastructure. This program seeks to prepare, nurture, and grow the national scientific research workforce for creating, utilizing, and supporting advanced cyberinfrastructure (CI) to enable and potentially transform fundamental science and engineering (S&E) research and education and contribute to the Nation's overall economic competitiveness and security. The goals of this solicitation are to (i) ensure broad adoption of CI tools, methods, and resources by the research community in order to catalyze major research advances and to enhance researchers’ abilities to lead the development of new CI, and (ii) integrate core literacy and discipline-appropriate advanced skills in advanced CI as well as computational and data-driven methods for advancing fundamental research, into the Nation’s undergraduate and graduate educational curriculum/instructional materials. The Established Program to Stimulate Competitive Research (EPSCoR) is designed to fulfill the mandate of the National Science Foundation (NSF) to promote scientific progress nationwide. EPSCoR eligibility status is yearly updated and reported in the EPSCoR website (see EPSCoR eligibility). Through this program, NSF establishes partnerships with government, higher education, and industry that are designed to affect sustainable improvements in a jurisdiction's research infrastructure, Research and Development (R&D) capacity, and hence, its R&D competitiveness. The FEC program (formerly known as “EPSCoR Track-2 program”) builds interjurisdictional collaborative teams of EPSCoR investigators in Science, Technology, Engineering, and Mathematics (STEM) focus areas consistent with the currentNational Science Foundation Strategic Plan. Projects are investigator-driven and must include researchers from at least two EPSCoR eligible jurisdictions with complementary expertise and resources necessary to address challenges, which neither party could address as well or as rapidly independently. FEC projects have a comprehensive and integrated vision to drive discovery and build sustainable STEM capacity that exemplifies institutional, geographic, and disciplinary diversity. With its Major Research Instrumentation (MRI) program and Major Multi-user Facilities ("Major Facilities") projects, NSF supports infrastructure projects at the lower and higher range of infrastructure project costs, Foundation-wide, across science and engineering research disciplines. The Oceanographic Technology and Interdisciplinary Coordination (OTIC) Program supports a broad range of research and technology development activities. Unsolicited proposals are accepted for instrumentation development that has broad applicability to ocean science research projects and that enhance observational, experimental or analytical capabilities of the ocean science research community. Specific announcements for funding opportunities are made for additional projects involving Improvements in Facilities, Communications, and Equipment at Biological Field Stations and Marine Laboratories (FSML) and the National Ocean Partnership Program.

The MCA program offers an opportunity for scientists and engineers at the mid-career stage (see restrictions under Additional Eligibility Information) to substantively enhance and advance theirresearch program and career trajectory. Mid-career scientists are at a critical career transition stage where they need to advance their research programs to ensure long-term productivity and creativity but are often constrained by service, teaching, or other activities that limit the amount of time devoted to research. The MCA program provides protected time, resources, and the means to gain new skills through synergistic and mutually beneficial partnerships, typically at an institution other than the candidate's home institution. Partners from outside the Principal Investigator's (PI) own subdiscipline or discipline are encouraged, but not required, to enhance interdisciplinary networking and convergence across science and engineering fields. Research projects that envision new insights on existing problems or identify new problems made accessible with cutting-edge methodology or expertise from other fields are encouraged. The main goal of the S-STEM program is to enable academically talented, low-income students to pursue successful careers in promising STEM fields. Ultimately, the S-STEM program seeks to increase the number of academically promising low-income students who graduate with an S-STEM eligible degree and contribute to the American innovation economy with their STEM knowledge. Recognizing that financial aid alone cannot increase retention and graduation in STEM, the program provides awards to institutions of higher education (IHEs) not only to fund scholarships, but also to adapt, implement, and study evidence-based curricular and co-curricular[a] activities that have been shown to be effective in supporting recruitment, retention, transfer (if appropriate), student success, academic/career pathways, and graduation in STEM. To be eligible, scholars must be domestic low-income students with academic ability, talent, or potential and demonstrated unmet financial need who are enrolled in an associate, baccalaureate, or graduate degree program in an S-STEM eligible discipline. Proposers must provide an analysis that articulates the characteristics and academic needs of the population of students they are trying to serve. The Coupling, Energetics, and Dynamics of Atmospheric Regions (CEDAR) program supports research to increase our understanding of the behavior of atmospheric regions from the middle atmosphere upward through the thermosphere and ionosphere into the exosphere. Projects explore coupling, energetics, chemistry, and dynamics on regional and global scales. The research topics include investigations of upper atmosphere responses due to a) processes driven by the lower atmospheric perturbations and (b) solar radiation and particle inputs from above. The activities supported by this program include observations from ground-based and space-based platforms, as well as theory and modeling of the upper atmosphere of the Earth and other planets in our solar systems. Novel approaches that include AI and ML tools and open data and open science practices are encouraged.

The Innovations in Graduate Education (IGE) Program is designed to encourage development and implementation of bold, new, and potentially transformative approaches to STEM graduate education training. The program seeks proposals that a) explore ways forgraduate students in STEM master’s and doctoral degree programs to develop the skills, knowledge, and competencies needed to pursue a range of STEM careers, or b) support research on the graduate education system and outcomes of systemic interventions and policies. IGE projects are intendedto generate the knowledge required for the customization, implementation, and broader adoption of potentially transformative approaches to graduate education. The program supports piloting, testing, and validating novel models or activities and examining systemic innovations with high potential to enrich and extend the knowledge base on effective graduate education approaches. The program addresses both workforce development, emphasizing broad participation, and institutional capacity-building needs in graduate education. Strategic collaborations with the private sector, non-governmental organizations (NGOs), government agencies, national laboratories, field stations, teaching and learning centers, informal science organizations, and academic partners are encouraged.
