This NOFO seeks to enhance protective measures for the supply chain of critical minerals, which are commodities of proliferation concern due to their prevalence in countless dual-use items. ACN/EXBS seeks an implementer to bolster export controls, customs screening, and investment screening across key critical mineral producers and transit states worldwide to mitigate their acquisition by U.S. adversaries, while securing supply chains from predatory and illicit practices to bolster U.S. national and economic security.

This NOFO combats China’s efforts to acquire U.S.-origin advanced technologies and control critical supply-chain nodes that enable proliferation-relevant capabilities. LOE 1 strengthens GCC governments' ability to implement U.S. AI license conditions, detect and prevent diversion of U.S.-origin advanced technologies, and counter Chinese exploitation of regional transshipment hubs. LOE 2 helps priority Western Hemisphere countries design and enforce fair, effective investment screening to block Chinese access to sensitive technologies, critical infrastructure, and minerals essential to defense supply chains. LOE 3 reinforces export controls and oversight of free trade and special economic zones across ASEAN and Mongolia to disrupt Chinese diversion of emerging and dual‑use technologies through regional trading hubs.

This NOFO addresses evolving nonproliferation threats across key nodes of the global strategic trade and technology ecosystems in Asia and Europe. In the Philippines, Cambodia, and Malaysia, the program responds to the risk that weak or incomplete export control and foreign direct investment screening systems could allow diversion of dual‑use goods, advanced technologies, and critical minerals to proliferators or malign actors. In Taiwan, it tackles the threat that persistent, sophisticated networks will exploit gaps in supply chain, financial, and logistics controls to obtain the world’s most advanced AI‑relevant semiconductors and other dual‑use technologies. In Türkiye, the program confronts documented diversion and transshipment risks posed by intermediary‑dependent trade routes and the absence of widespread private‑sector internal compliance programs that meet international expectations. In Ukraine, it addresses the heightened risk that rapidly expanding defense and dual‑use innovation, combined with intense foreign interest and limited oversight mechanisms, could lead to unauthorized tangible and intangible technology transfers and diversion of U.S.‑origin or sensitive items. Collectively, the LOEs seek to close these vulnerabilities by strengthening legal and regulatory frameworks, institutional and industry compliance, and data‑driven enforcement capabilities to prevent the proliferation of WMD‑related, defense, and other sensitive technologies to end‑users and activities of concern.

The Established Program to Stimulate Competitive Research (EPSCoR) supports the U.S. National Science Foundation (NSF) mission by promoting nationwide scientific progress. Through this program, NSF fosters partnerships among academic institutions, government entities, industry, and non-profits. These collaborations aim to drive long-term improvements in research infrastructure, enhance R&D capacity, and boost the research competitiveness of eligible EPSCoR jurisdictions, including states, territories, and commonwealths. Government and the nation face a talent shortfall in artificial intelligence (AI) and cybersecurity. The CyberAICorps Scholarship for Service (CyberAI SFS) program welcomes proposals that address AI and cybersecurity education and workforce development. CyberAI refers to using AI in cybersecurity as well as providing security and resilience for AI systems. The Scholarship Track provides funding to establish, or to continue, scholarship for service programs with integrated AI and cybersecurity components (CyberAI). Scholarship recipients must be U.S. citizens or lawful permanent residents and work after graduation in the AI or cybersecurity mission of a government organization for a period of at least the length of the scholarship. The Innovation Tracksupports projects that enhance preparation of AI and/or cybersecurity professionals. Projects may expand existing educational opportunities, curricula, degree programs, educational pathways, methods and interventions, and partnerships among institutions of higher education, government, and employers. Two statutesauthorize this program: 15 USC §7442(cybersecurity) and42 USC §18993(AI). CyberAI SFS aligns with the Executive Order 14277 to prioritize AI within scholarship for service programs. CyberAI is managed by NSF’s Directorate for STEM Education in collaboration with the U.S. Office of Personnel Management (OPM) and U.S. Department of Homeland Security (DHS).

The primary mission of the FAST program is to strengthen the technological competitiveness of small businesses in the United States. The FAST program provides yearly funding to eligible organizations to execute state-based programs, which may also collaborate regionally, that raise awareness of the SBIR/STTR programs, educate small businesses on new and ongoing program requirements, increase application submission and awards, and reach all eligible small businesses.

The purpose of the National Technical Assistance Center (NTAC) on Kinship and Grandfamilies is to increase the services provided to grandfamilies and kinship families through the National Aging Services Network. This center will increase the National Aging Services Network capacity and effectiveness to support the health and well-being of members of grandfamilies and kinship families, including caregivers, children, and their parents. NTAC will catalyze implementation of the National Strategy to Support Family Caregivers by scaling replicable models proven to support grandfamilies and kinship families in their caregiving roles. The NTAC will do this through collaboration with subject matter experts, provision of technical assistance, resources and training across systems, fostering peer-to-peer learning, and planning responses to emergencies and disasters.

AoD's Office of Intellectual and Developmental Disabilities (OIDD) within the Administration for Community Living (ACL), U.S. Department of Health and Human Services (HHS) forecasts the availability of Fiscal Year (FY) 2026 funds to make five-year grants to up to two entities designated as University Centers for Excellence in Developmental Disabilities Education, Research, and Service (UCEDD). These grantees carry out four core functions: (1) interdisciplinary pre-service preparation and continuing education of students; (2) community services, including training, technical assistance, and/or demonstration and model activities; (3) research; and (4) dissemination of information. UCEDDs are interdisciplinary education, research and public service units of universities, or public or not-for-profit entities associated with universities that implement the four core functions addressing, directly or indirectly, one or more of the areas of emphasis (e.g., quality assurance, education and early intervention, child care, health, employment, housing, transportation, recreation and other services available or offered to individuals in a community, including formal and informal community supports, that affect their quality of life). Funds made available under this proposed funding opportunity will be used to pay for the Federal share of the cost of the administration and operation of programs.

AoD plans to fund one (1) 3-year cooperative agreement to developsustainable peer support models for individuals who use or can benefit from the use of Augmentative and Alternative Communication (AAC) across the lifespan. The funded project must include, but not be limited to, individuals that use AAC, nonprofit community-based service-provider organization(s), self-advocacy organizations, youth and adults with I/DD, families, and others in their support system. The project will address the needs of and provide support for the estimated five million people in the US that experience speech disabilities including individuals intellectual and developmental disabilities (I/DD) who use AAC or could benefit from AAC to ensure access to needed community services, individualized supports, and other forms of assistance that promote self-determination, independence, productivity, and integration and inclusion in all facets of community life. The goal will be to provide a community where people who need or use AAC can come together in a safe space to share their positive and negative experiences and to increase knowledge, usage, and awareness of AAC for people with speech disabilities to live independent, self-determined lives using AAC that meets their interests and communicaion preferences.

U.S. Embassy Jerusalem’s Public Diplomacy Section (PDS) announces an open competition to implement projects that advance U.S. economic, commercial, and security interests in Israel. This Annual Program Statement (APS) outlines strategic goals, expected outcomes, target audiences, eligibility criteria, and application guidelines for cooperative agreements ranging from $25,000 to $250,000, with a project duration of up to 12 months. Project proposals must address at least one of the following goals: 1.     Advance U.S. economic interests and technological leadership 2.     Counter malign influence and promote free speech 3.     Promote President Trump’s 20-point Peace Plan 4.     Advance U.S. interests through American arts and culture 5.     Engage alumni networks to advance U.S. interests In addition to aligning with one of the strategic goals, applicants should clearly explain how they advance American leadership and excellence and how the projects deliver measurable results. Critical minerals and materials (CMM) are the building blocks for technologies foundational to U.S. energy dominance, national security, and industrial competitiveness. To build a secure domestic supply of CMMs, the U.S. Department of Energy (DOE) aims to support collaborative industry partnerships to prototype and pilot innovative processing technologies that are currently only proven at the bench scale to address CMM challenges in high impact areas. The NSF Trailblazer Engineering Impact Award (TRAILBLAZER) program supports individual investigators who propose novel research projects with the potential to innovatively and creatively address new areas of fundamental or applied research, catalyze development of new industries or capabilities that increase the leadership position for the country, and/or make significant progress towards addressing a national need or grand challenge, particularly in current priority areas including, but not limited to, artificial intelligence (AI), bioengineering, quantum engineering, robotics, and nuclear engineering. The Fiscal Year (FY) 2026 Homeland Security Grant Program (HSGP) strengthens the nation's capacity to prevent, prepare for, protect against, and respond to acts of terrorism and other catastrophic events through the following three components: the State Homeland Security Grant Program (SHSP), the Urban Area Security Initiative (UASI), and Operation Stonegarden (OPSG). SHSP supports the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets. UASI focuses on high-risk Urban Area efforts to address their unique security needs. OPSG enhances cooperation and coordination among state, local, tribal, territorial, and federal law enforcement agencies to jointly enhance security along the United States land and water borders.

The Fiscal Year (FY) 2026 Intercity Passenger Rail (IPR) – Amtrak program is one of four grant programs that constitute DHS/FEMA’s focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the Nation’s critical infrastructure against potential terrorist attacks. The IPR provides funds to Amtrak to protect critical surface transportation infrastructure and the traveling public from acts of terrorism.

The Public Diplomacy Section at the U.S. Embassy in New Delhi announces an opportunity to implement the U.S. Speaker and Specialist Program in India. NSF invests in scientific discoveries, technological breakthroughs, and transformative innovations that strengthen economic growth, enhance security, and improve the lives of Americans and people around the world. Our ability to support that mission requires a robust scientific and engineering (S&E) enterprise in the United States that allows scientists to innovate at the frontier. In addition to funding scientists, America needs next-generation scientific instrumentation that allows scientists to pursue new innovations. In many fields, it is critical that this new scientific instrumentation is developed in the United States. The CIG program stimulates the development and adoption of innovative conservation approaches and technologies in conjunction with agricultural production. CIG projects are expected to lead to the transfer of conservation technologies, management systems, and innovative approaches (such as market-based systems) to agricultural producers through the development of technical manuals, guides, and for practical instruction for the private sector.   Applications will be accepted from all non-Federal entities and individuals based in the United States (see Section B Eligibility). The Rural Hospital Provider Assistance Program provides direct financial assistance to eligible rural hospitals facing structural payment disadvantages for the maintenance of health care providers with the goal of maintaining essential health care services and preventing avoidable closures. Eligible rural hospitals must have no more than 50 acute care inpatient beds and an established Medicare wage index value below 0.90.

The UIE program (ALN 10.333) supports research, education, and extension activities through competitive grants designed to address key production and market challenges of local, regional, and national importance. The authorization covers the full food value chain, including production, harvesting, transportation, aggregation, packaging, distribution, and market development. Public input was solicited through Federal Register Notice 2020-08402, stakeholder listening sessions, and consultation with the Federal Advisory Committee (FAC) for Urban Agriculture to help identify the most urgent needs in the above listed food value chain stages. Recruitment efforts are increasingly digital, thus making counterterrorism investigations more complex across borders. Furthermore, emerging technology, such as generative artificial intelligence (AI), are enhancing recruitment effectiveness with target populations.
