The U.S. Environmental Protection Agency (EPA) is soliciting applications under the authority of the Clean Water Act (CWA) section 104(b)(8) to provide Technical Assistance and Training for Rural, Small and Tribal Municipalities and Wastewater Treatment Systems. The program supports small, rural, and Tribal communities’ efforts to identify water challenges, develop plans, build technical, financial, and managerial capacity, comply with CWA requirements, and access water infrastructure funding.Through this Notice of Funding Opportunity under the Clean Water Act, EPA will achieve greater protection of public health and the environment through an increase in trained water sector personnel, access to funding and financing for wastewater treatment facilities, and Clean Water Act compliance. This action advances the Administration’s priorities, including to Make America Healthy Again, by improving water quality and reducing exposure risks, and enabling responsible economic growth for small, rural, and tribal communities through improved wastewater infrastructure. The Bureau of Educational and Cultural Affairs (ECA) invites proposals for cooperative agreements to implement the FY 2026 (Academic Year 2027-2028) Congress-Bundestag Youth Exchange (CBYX) for Young Professionals program and outbound Congress-Bundestag/Bundesrat Staff Exchange (CBBSX) travel component.  The CBYX for Young Professionals and CBBSX programs advance America’s national interests by building lasting personal and institutional relationships that promote prosperity and security between the United States and Germany.    Key Activities:         CBYX for Young Professionals: ·      Approximately 65 American and approximately 65 German participants, ages 18.5-24, engage in year-long academic and professional exchanges. ·      American participants complete two months of in-country German language training, study for one semester at a German university, technical, or professional school, and gain practical work experience. ·      German participants study for one semester at a U.S. university, college, technical, or professional school and gain practical work experience. ·      Both American and German participants live with host families throughout the program year. CBBSX: ·      Ten U.S. Congressional and 10 German parliamentary staffers participate in a short-term reciprocal exchange with each other’s legislatures. ·      The U.S. recipient organization provides travel and administrative support for the outbound CBBSX exchange by coordinating round-trip airfare for the U.S. delegation. The Fulbright U.S. and Visiting Scholar Programs annually provide approximately 970 awards to U.S. scholars and professionals to lecture and/or conduct research overseas and approximately 1,025 awards to visiting (non-U.S.) scholars to lecture and/or conduct research in the United States. This project will fully support a newly established analytical center within the Bosnia and Herzegovina State Prosecutors Office that can provide a data-driven analysis and tailored investigative mentoring to combat TCOs that threaten U.S. security through illicit finance, corruption, narcotics trafficking, and other cross-border criminal activity.

The purpose of the CCBHC State Planning Grants is to support states in: developing and implementing certification systems for CCBHCs; establishing Prospective Payment Systems (PPS) for Medicaid reimbursable behavioral health services; and preparing an application to participate in a four-year Section 223 CCBHC Demonstration program.

The Blueprint Neurotherapeutics Network (BPN) invites applications from neuroscience investigators seeking support to advance their small molecule drug discovery and development projects into the clinic. Participants in the BPN are responsible for conducting all studies that involve disease- or target-specific assays, models, and other research tools and receive funding for all activities to be conducted in their own laboratories. In addition, applicants will collaborate with NIH-funded consultants and can augment their project with NIH contract research organizations (CROs) that specialize in medicinal chemistry, pharmacokinetics, toxicology, formulations development, chemical synthesis including under Good Manufacturing Practices (GMP), and Phase I clinical testing. Projects can enter either at the Discovery stage, to optimize promising hit compounds through medicinal chemistry to the Development stage, to advance a single development candidate through Investigational New Drug (IND)-enabling toxicology studies and phase I clinical testing. Alternatively, projects can enter at the Development stage and progress in a shorter period to IND enabling toxicology studies and phase I clinical testing. BPN awardee Institutions retain their assignment of IP rights and gain assignment of IP rights from the BPN contractors (and thereby control the patent prosecution and licensing negotiations) for drug candidates developed in this program.

This NOFO seeks to fund the establishment of a Silicon Highway: a digital-physical corridor that accelerates logistics and compliance operations among partner countries with cryptographic cargo verification, AI-expedited risk assessment, and pre-approved expedited processing early in the supply chain. The Department maintains its rights of use to intangible property created under this project per 2 CFR 200.315.

This effort seeks to address multiple facets of export control challenges. The first component will analyze trade data, create exemplary visualizations (e.g., dashboards), and train export control authorities to use data analysis for export control implementation. The second component will design, develop, and deploy a smartphone-accessible application for frontline officers to detect and identify export-controlled commodities. The third component will train recipients to effectively, responsively, and proactively engage regulated industry based on identified proliferation trends.

The United States Department of State’s Bureau of Educational and Cultural Affairs’ Office of International Visitors (ECA/PE/V) announces an open competition for approximately five cooperative agreements to support the staff expenses and overhead costs of the FY 2027 International Visitor Leadership Program’s (IVLP) National Program Agencies (NPAs). Launched in 1940, the IVLP is the Department of State’s foundational professional exchange program. The IVLP advances America First national security priorities and builds long-term relationships between Americans and international leaders in government, business, academia, and other fields. Recipients design and implement customized short-term visits to the United States for current and emerging leaders from around the world. These visits support U.S. foreign policy goals and reflect the participants’ professional interests. Eligible recipients will have expertise in foreign policy, experience in professional exchange programming, and the ability to provide tailored projects for participants from all countries. The DICE program seeks to develop the theory and algorithms for decentralized coordination and local inference control to enable a scalable, adaptive, and resilient collective of heterogeneous AI agents that can autonomously execute sustained long-time-horizon missions in contested environments while remaining under human control. In contrast to small-scale, rigid, and fragile centralized orchestration or the high-risk unpredictable nature of ad hoc compositions of AI agents, DICE aims to harness the scalability and adaptability of self-organizing systems while minimizing risks and ensuring that the collective behavior remains predictable and aligned with intended outcomes. This approach mirrors the principles of decentralized self-organization that underpin the internet's own scalability and resilience, where robust global behavior emerges from simple, local rules.

To carry out Older Americans Act Section 307(a)(11), and 45 C.F.R. 1321.93 and 1324.303, ACL plans to fund approximately five (5) cooperative agreements to expand or improve the delivery of legal services to older adults through public-private partnerships at the state and local levels. Enhancements made through this funding opportunity will support measurable and sustainable improvements to the delivery of a full range of legal assistance to older adults, from legal advice to full representation.

The project will divert low-risk, first-time offenders to probation and community service, allowing Tunisia to focus its limited resources on high-threat criminals. Building upon previous INL support and Ministry of Justice buy in, this project will work to expand probation services to all 24 governorates through establishing probation offices in the last remaining four governorates and standardizing services nationwide; deliver training to criminal justice sector actors and community stakeholders; increase public awareness of the benefits of community service and probation for low-risk individuals; and standardize procedures, including through the use of information technology, to streamline the process.
