Project Background, Goals, and ObjectivesThe Creative Industries Film Lab and Residency – American Film Showcase 2026 is a five-day public diplomacy program aligned with the American Film Showcase 2026 Envoy visit and scheduled during the Jogja-NETPAC Asian Film Festival Market 2026. The program includes two main components: Exhibition Booth: In partnership with Jogja-NETPAC, the program will secure and construct an 81m² (9m x 9m) professionally designed, interactive exhibition booth featuring American Film Showcase and Freedom 250 branding. The booth will showcase American film, U.S. technological innovation, American contributions to cinematic arts, and U.S. companies and industry standards. It will serve as the primary platform for the American Film Showcase Envoy’s public engagement, hosting expert-led panel discussions on topics including American film, digital freedom, intellectual property rights, and artificial intelligence. Residency participants may join the Envoy in the booth as panelists or demonstrators, amplifying the reach and impact of U.S.-led training. 1.  Executive SummaryThe U.S. Department of State’s Embassy Algiers is launching a competitive program to catalyze innovation and commerce between the United States and Algeria and advance key U.S. foreign policy priorities. The initiative aims to strengthen commercial ties, expand market access for American companies, and promote American business models and technology, particularly in entrepreneurship and artificial intelligence as well as English language development. Target audiences include Algerian students and young leaders (ages 18-35), entrepreneurs, and mid-career professionals, with a focus on building partnerships between U.S. and Algerian institutions and improving knowledge relevant to U.S. business and technology standards. Program Description: The purpose of the Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities program is to promote academic achievement and to improve results for children with disabilities by providing technical assistance (TA), supporting model demonstration projects, disseminating useful information, and implementing activities that are supported by scientifically based research. The Minority University Research and Education Project (MUREP) Space Technology Artemis Research (M-STAR) opportunity is a National Aeronautics and Space Administration (NASA) initiative through its Office of STEM Engagement (OSTEM). The Rangeland Management program conducts inventories, assessments and evaluations of soil and vegetation conditions and land health. Monitoring data is collected and analyzed to ensure progress toward meeting land health standards.Funded projects under this program will focus on high priority work effecting the program nationally by crossing state boundaries, such as, activities that support maintaining or achieving land health and productivity, increasing soil carbon sequestration, and creating resilient landscapes to benefit current and future generations. The Bureau of Educational and Cultural Affairs (ECA) invites proposals for cooperative agreements to implement the FY 2026 (Academic Year 2027-2028) Congress-Bundestag Youth Exchange (CBYX) for Young Professionals program and outbound Congress-Bundestag/Bundesrat Staff Exchange (CBBSX) travel component.  The CBYX for Young Professionals and CBBSX programs advance America’s national interests by building lasting personal and institutional relationships that promote prosperity and security between the United States and Germany.    Key Activities:         CBYX for Young Professionals: ·      Approximately 65 American and approximately 65 German participants, ages 18.5-24, engage in year-long academic and professional exchanges. ·      American participants complete two months of in-country German language training, study for one semester at a German university, technical, or professional school, and gain practical work experience. ·      German participants study for one semester at a U.S. university, college, technical, or professional school and gain practical work experience. ·      Both American and German participants live with host families throughout the program year. The Fulbright U.S. and Visiting Scholar Programs annually provide approximately 970 awards to U.S. scholars and professionals to lecture and/or conduct research overseas and approximately 1,025 awards to visiting (non-U.S.) scholars to lecture and/or conduct research in the United States. This project will fully support a newly established analytical center within the Bosnia and Herzegovina State Prosecutors Office that can provide a data-driven analysis and tailored investigative mentoring to combat TCOs that threaten U.S. security through illicit finance, corruption, narcotics trafficking, and other cross-border criminal activity.

The Blueprint Neurotherapeutics Network (BPN) invites applications from neuroscience investigators seeking support to advance their small molecule drug discovery and development projects into the clinic. Participants in the BPN are responsible for conducting all studies that involve disease- or target-specific assays, models, and other research tools and receive funding for all activities to be conducted in their own laboratories. In addition, applicants will collaborate with NIH-funded consultants and can augment their project with NIH contract research organizations (CROs) that specialize in medicinal chemistry, pharmacokinetics, toxicology, formulations development, chemical synthesis including under Good Manufacturing Practices (GMP), and Phase I clinical testing. Projects can enter either at the Discovery stage, to optimize promising hit compounds through medicinal chemistry to the Development stage, to advance a single development candidate through Investigational New Drug (IND)-enabling toxicology studies and phase I clinical testing. Alternatively, projects can enter at the Development stage and progress in a shorter period to IND enabling toxicology studies and phase I clinical testing. BPN awardee Institutions retain their assignment of IP rights and gain assignment of IP rights from the BPN contractors (and thereby control the patent prosecution and licensing negotiations) for drug candidates developed in this program.

This effort seeks to address multiple facets of export control challenges. The first component will analyze trade data, create exemplary visualizations (e.g., dashboards), and train export control authorities to use data analysis for export control implementation. The United States Department of State’s Bureau of Educational and Cultural Affairs’ Office of International Visitors (ECA/PE/V) announces an open competition for approximately five cooperative agreements to support the staff expenses and overhead costs of the FY 2027 International Visitor Leadership Program’s (IVLP) National Program Agencies (NPAs). Launched in 1940, the IVLP is the Department of State’s foundational professional exchange program. The IVLP advances America First national security priorities and builds long-term relationships between Americans and international leaders in government, business, academia, and other fields. Recipients design and implement customized short-term visits to the United States for current and emerging leaders from around the world. These visits support U.S. foreign policy goals and reflect the participants’ professional interests. The DICE program seeks to develop the theory and algorithms for decentralized coordination and local inference control to enable a scalable, adaptive, and resilient collective of heterogeneous AI agents that can autonomously execute sustained long-time-horizon missions in contested environments while remaining under human control. In contrast to small-scale, rigid, and fragile centralized orchestration or the high-risk unpredictable nature of ad hoc compositions of AI agents, DICE aims to harness the scalability and adaptability of self-organizing systems while minimizing risks and ensuring that the collective behavior remains predictable and aligned with intended outcomes. This approach mirrors the principles of decentralized self-organization that underpin the internet's own scalability and resilience, where robust global behavior emerges from simple, local rules.

The National Sea Grant College Program was enacted by the U.S. Congress in 1966 (amended in 2020, Public Law 116-221) to support leveraged federal and state partnerships that harness the intellectual capacity of the nation’s universities and research institutions to solve problems and generate opportunities in coastal communities. This notice announces that applications may be submitted for the 2027 National Sea Grant College Program Dean John A. Knauss Marine Policy Fellowship (Sea Grant Knauss Fellowship Program). The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative solutions in the technical area of materials analysis, including surface and bulk analysis of molecular structure, elemental composition, trace elements and isotope ratios in samples, to be conducted under ambient conditions, without the need for special sample preparation. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems.
