The Tax Counseling for the Elderly (TCE) Program offers FREE tax help to individuals who are age 60 or older. Section 163 of the Revenue Act of 1978, Public Law No. 95-600, 92 Stat. 2810, November 6, 1978, authorizes this cooperative agreement. The Act authorizes the Internal Revenue Service (IRS) to enter into agreements with private or public nonprofit agencies and organizations, which will provide training and technical assistance to volunteers who provide FREE tax counseling and assistance to elderly individuals in the preparation of their federal income tax returns. This Act authorizes an appropriation of special funds, in the form of grants, to provide tax assistance to persons age 60 years of age or older. The IRS receives the funds as a line item in the appropriation. The Office of Academic Exchange Programs of the Bureau of Educational and Cultural Affairs announces an open competition for the administration of the FY 2026 Global Undergraduate Exchange Program (Global UGRAD). The total amount of funding for this award will be up to $4,800,000, pending the availability of FY 2026 funds.    The Global UGRAD Program places small cohorts of participants at a broad range of colleges and universities, including community colleges, land-grant institutions, rural campuses, and Senior Military Institutions, giving participants a “real American” experience in small towns and rural communities. Participants build skills in strategic U.S. priority fields such as business, entrepreneurship, semiconductors, AI, engineering, critical minerals, manufacturing, and supply chain resilience. All participants are required to study U.S. history, civic engagement, and American culture, deepening their understanding of American excellence, innovation, and culture. Funding should support approximately 160 participants, pending the availability of FY 2026 funds. Every effort should be made to maximize the number of scholarships awarded; staffing levels should be adequate to ensure that participant health and safety are prioritized. The field of forensic science is changing, particularly as technological advancements improve the criminal justice system’s ability to use forensic evidence more effectively and efficiently. Research is needed to better understand the impact of forensic science on the criminal justice system and law enforcement operations. This is a notice of funding opportunity (NOFO) for the OJP FY 2026 Special Attorneys Program. This program will support state, local, Tribal, and territorial prosecuting agencies to assign or hire qualified prosecutors to serve full time as Special Attorneys under the direction of the National Fraud Enforcement Division or the Criminal Division, or to serve as Special Assistant United States Attorneys (SAUSAs) within a United States Attorney’s Office. These “cross-designated” prosecutors will remain employees of their home agencies but will investigate and prosecute assigned fraud and other crimes committed by aliens within the United States (hereafter referred to as “criminal aliens”) for the duration of their appointment under this program. Cross-designated prosecutors may also be assigned cases involving drug or human trafficking committed within the United States. The National Fraud Enforcement Division, Criminal Division, and United States Attorney’s Offices will coordinate with selected prosecutor offices on a case-by-case basis to address logistics and any unique local circumstances. The Innovation in Behavioral Health (IBH) Model (the “Model”) for Cohort II Recipients is a seven-year, voluntary service delivery and payment model promoting integrated care in behavioral health (BH) settings. The IBH Model will test the impact of a value-based payment (VBP) model aligned across Medicaid and Medicare that supports an integrated care delivery framework in specialty BH organizations and settings for adult Medicaid, Medicare, and dually eligible beneficiaries with moderate to severe mental health conditions and/or substance use disorders (SUDs).The Centers for Medicare & Medicaid Services (CMS), through its Center for Medicare & Medicaid Innovation (Innovation Center), will select up to five state Medicaid agencies (SMAs) to participate in the Model. The Model will have a seven-year performance period, which will be comprised of a two-year Pre-Implementation Period (beginning January 2027 and ending December 2028) along with a five-year Implementation Period (beginning January 2029 and ending December 2033). The Global Leaders Division in the Office of Citizen Exchanges at the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) seeks proposals for a cooperative agreement to design, implement, and oversee the FY 2026 Young Leaders of the Americas Initiative (YLAI) Fellowship Program. YLAI advances U.S. economic interests and leadership by fostering business partnerships between emerging entrepreneurs from the Western Hemisphere and U.S. companies. The program combines in-person and technology-driven engagement, an active alumni network, and ongoing collaboration with U.S. embassies to promote U.S. commercial priorities, create new opportunities for American companies in key markets, and increase public awareness of American business leadership. YLAI directly supports U.S. national security and the Administration’s foreign policy objectives by strengthening commercial ties, expanding U.S. exports, and promoting American values of entrepreneurship, free enterprise, and innovation throughout the Western Hemisphere. The FY 2026 program will bring approximately 250 participants from the Caribbean and Latin America for a five to six-week fellowship, including orientation, tailored U.S. business placements, entrepreneurial training, a closing event, and post-program alumni activities.
