Through this Notice of Federal Funding Opportunity, the NOAA Climate Program Office (https://cpo.noaa.gov/funding-opportunities/) of the Office of Oceanic and Atmospheric Research is soliciting proposals for the Regional Integrated Sciences and Assessments FY 2026 competition for cooperative agreements.States and communities regularly face risks from weather and climate-driven hazards, including flooding, extreme temperatures, water shortages, wildfires, and severe storms. These events directly impact the health, housing, safety, business development, and economies of communities and frequently recur in seasonal cycles. Beyond short-term cycles of emergency response, state and local governments are seeking to improve their understanding and address current risks, while improving their overall preparedness for future disasters. NOAA RISA teams are place-based science teams that provide support for planning and preparedness, with expertise in regional risks, local context, institutions, and approaches. These teams partner with decision-makers across multiple private and public sector organizations in their regions, including emergency managers, utilities, ports, small- and medium-sized businesses, rural towns, city planners, and regional councils.In FY 2026, the RISA program will solicit proposals for teams in 9 regions of the United States. The Department of State’s Bureau of Counterterrorism (CT) announces this funding opportunity to strengthen Iraq’s ability to investigate and respond to terrorist attacks and incursions along the Iraq-Syria border during a critical period of regional transition. This program should deliver concrete returns for American taxpayers by reducing threats to U.S. diplomatic and military facilities, safeguarding American commercial operations, and preventing terrorist attacks that endanger Americans abroad. The proliferation of Iran-aligned militia groups (IAMGs) and continued presence of ISIS in the region have created a fragile security environment with elevated risks of border exploitation for weapons, explosives, and human smuggling. Porous borders enable IAMGs and other terrorist organizations to move personnel, material, and illicit goods that directly threaten U.S. personnel, American commercial interests, and regional stability affecting U.S. security. This program should deliver concrete returns for American taxpayers by safeguarding U.S. commercial access to critical minerals essential to technological advancement, defense manufacturing, and economic competitiveness. Balochistan Province contains significant deposits of critical minerals essential to American national security and economic prosperity. The U.S. Department of State’s Bureau of Counterterrorism (CT) announces a competitive funding opportunity to strengthen the security of critical transit routes in northern Mozambique and protect U.S. economic interests. Northern Mozambique is a region of growing economic significance, with key transit routes that support international commerce. This two-year initiative will enable safer and more reliable movement for U.S. companies, personnel, and goods in Mozambique in support of U.S. economic opportunities and investment in the region. The program will help the Police of the Republic of Mozambique (PRM) detect and disrupt terrorism threats along the N380 and N1 highways, which lead into Cabo Delgado and connect strategic economic zones in the north. The project will provide specialized training and non-lethal equipment so law enforcement can respond more effectively to suspected terrorist activity. Targeted mentorship for PRM units will reinforce training, address challenges in real time, and build trust within the units to ensure consistent application of new skills and procedures. By increasing law enforcement presence, improving preparedness and response capabilities, and fostering collaboration, this initiative will reduce the risk of attacks and disruptions along these vital highways. The U.S. Department of State’s Bureau of Counterterrorism (CT) announces a Notice of Funding Opportunity for projects that counter ISIS-K’s online radicalization and recruitment of Central Asian foreign workers, particularly Tajik and Uzbek speakers. ISIS-K uses sophisticated, multilingual online propaganda—including on social media, gaming platforms, and via generative AI—to target vulnerable labor migrants from Central Asia working abroad. This recruitment pipeline creates a persistent risk that seemingly localized radicalization abroad can translate into attacks on U.S. soil or against U.S. persons and assets in key transit hubs. This project is intended to advance early investigative interventions in this recruitment pipeline to close pathways that terrorists can use to move people, money, and operational guidance toward targets in the United States. Direct-fund basic research at universities that complement applied research in nuclear forensics at the DOE National Laboratories to include foundational disciplines of radiochemistry; geochemistry; shock physics; nuclear physics, science and engineering; radiation detector science; nuclear material science engineering; nuclear chemical engineering; modeling, simulation and optimization methods for nuclear applications; and seismology and infrasound methods supporting yield determination. A secondary benefit to this research is the development of a diverse and highly talented cadre of technical professionals, including scientists, engineers, technicians, and operational personnel, who will become the next generation of technical leaders in nuclear missions, such as nuclear forensics, nonproliferation, incident response, intelligence, and energy. These professionals are expected to primarily benefit the DOE National Laboratories as future research staff but will also benefit academia, private industry, and U.S. government agencies, including Energy, State, Defense, Homeland Security, Justice, and the Intelligence Community.

CDC/ATSDR is inviting research proposals to study risk factors for Amyotrophic Lateral Sclerosis (ALS). Studies on military service, contact sports, traumatic brain injury, neuroinflammation, and infections agents and exposures are encouraged. Funding will be for four funding options: Option A - Support research with strong existing evidence such as studies on known environmental or genetic risk factors, research that improves past studies with better data, or investigations linking risk factors to ALS diagnosis and treatment; Option B - Support new and exploratory research on ALS risk factors such as studies on risk factors with little existing evidence or research using innovative methods; Option C - Understand ALS risk in affected populations, such as studies involving military veterans or investigations of ALS risk factors impacting this population; Option D - Analyze biological samples from the Guamanian ALS cluster such as investigation of disease mechanisms and environmental factors, exposure routes, genetic studies and biomarkers and how this could lead to mitigation therapeutics, diagnostics or prevention.

The U.S. Department of State's Bureau of Counterterrorism (CT) announces a funding opportunity for a 15-month results-focused cooperative agreement to improve the counterterrorism capabilities of one of the advanced tactical law enforcement units within Kenya’s Administrative Police Services (APS) tasked with securing the border with Somalia. Through the provision of training and necessary equipment, this program will improve operational readiness through three lines of effort: 1) low-light and night-vision ability; 2) using unmanned aircraft systems (UAS) for intelligence, reconnaissance, and surveillance (ISR) purposes; and 3) organic explosive ordnance disposal (EOD) capability. In the Kenyan context, the overall outcome of this program is to further the tactical development of these three skills in order to enhance the security surrounding the Manda Bay Military Base (also known as “Camp Simba”) along the eastern border with Somalia. The military base in Kenya’s Lamu County region is critical to the protection of U.S. military assets and personnel. By strengthening Kenya's ability to secure its border with Somalia, this program directly protects American servicemembers stationed at Manda Bay and prevents terrorists from conducting attacks that threaten American citizens and U.S. interests.

The U.S. Department of State Bureau of Counterterrorism (CT) announces a funding opportunity to establish a Western Hemisphere Counterterrorism Legal and Financial Disruption Program. The program will strengthen recipients’ ability to hold Foreign Terrorist Organizations (FTOs) accountable by improving legal frameworks and disrupting their financial networks. This initiative supports the 2025 National Security Strategy and the Department’s Agency Strategic Plan by deepening regional partnerships to enhance security, counter transnational threats, and protect U.S. interests in the Western Hemisphere. The program will deliver structured legal and financial-disruption training for investigators, prosecutors, and judges across Latin America and the Caribbean. It will focus on investigating, prosecuting, and adjudicating terrorism cases and dismantling FTO networks, including their links to terrorist financing and transnational criminal organizations. The USGS is offering a funding opportunity to a CESU partner for research to characterize tidal creek water chemistry in fresh and salt marshes in Barataria Basin, Louisiana, supporting development of a decision support tool that will assess wetland recovery in response to oil spill damage and subsequent restoration. This activity is intended to support evaluation of restoration actions within the Louisiana Restoration Area; perform data collection, aggregation and analyses; and inform critical information gaps. This work is carried out pursuant to the 33 U.S.C. 2701, 2761Oil Pollution Act of 1990 (OPA) statute and regulations. The U.S. Geological Survey Southwest Biological Science Center (SBSC) seeks to provide financial assistance for a research project to help build a program to use new remote sensing platforms to improve understanding of how southwestern U.S. ecosystems work and for management options that can best provide ecosystem services in these challenging ecosystems. This program will focus on remote sensing tools that are best for dryland ecosystems, on biological soil crust communities, and on using remote sensing to inform land management options. The work will also focus on using artificial intelligence (AI), machine learning, and other cutting edge data analysis tools to analyze a range and scale of data that was previously not possible.Nearly 40% of the United States are arid and semiarid ecosystems, thus these drylands are both vast and important. At the same time, remote sensing challenges unique to drylands have made landscape-scale assessments of drylands challenging and thus the power of remote sensing tools has lagged behind their use in more mesic ecosystems. Nevertheless, the utility of improving our ability to use remote sensing for assessing and understanding drylands has myriad uses, including those that directly inform resource managers and decision makers. Background The FDA Oncology Center of Excellence (OCE) aims to advance the development and regulation of oncology products for patients with cancer. The Pediatric Oncology Program and Rare Cancers Program were established to facilitate and expedite drug development for pediatric and other rare cancers.
