While working to implement Cures Act provisions, ONC identified gaps with respect to leveraging EHR data to support population-level analyses and delivery of services, as well as integrating clinical knowledge into routine clinical practice. The reasons for these gaps range from a lack of data standards and interoperability to the digitization, integration, and presentation of new evidence into clinical workflows in safe, useful, and useable ways. Therefore, this funding opportunity will support innovative and breakthrough solutions critical to maximize the potential of health IT and achieve the goal of a transformed health care delivery system through various methods, such as:• Determining the fundamental questions, the answers to which will identify barriers to nationwide interoperability and electronic exchange of health data.• Engaging the health IT industry, along with academic researchers, to identify and develop innovative solutions that address barriers to interoperability.• Disseminating findings from research while fostering collaboration, advancement, and implementation of solutions and lessons learned with the health IT industry.

The Office of Citizen Exchanges, Youth Programs Division of the Bureau of Educational and Cultural Affairs (ECA) is pleased to announce an open competition for the FY 2026 Youth Ambassadors program. Proposals may be submitted to implement one, or more, of eight program options outlined in this solicitation. A different proposal must be submitted for each program option, if applying for more than one. You must clearly identify which program option a proposal is for, early in the Executive Summary of the proposal. The Youth Ambassadors program provides groups of youth and adult mentor (select programs) participants from select countries in the regions of Sub-Saharan Africa (AF), East Asia and Pacific (EAP), Europe and Eurasia (EUR), Middle East and North Africa (NEA), South Central Asia (SCA), the Western Hemisphere (WHA), and the United States of America (USA) , with a three-week exchange focusing on youth leadership. In addition to participants travelling internationally, exchanges will include U.S. youth and adult mentors participating as peers in U.S. based exchanges. As applicants explore the main theme of leadership, they are encouraged to showcase creative and transformative application of AI concepts, resources, strategies, and tools. The U.S. Department of State’s Consulate General Toronto announces an open competition to implement a program to provide Canadian university students with a short-term study tour in the United States that provides a deeper understanding of America’s founding history and values. The program will include visits to locations of historical significance associated with the American Revolution, creation of the U.S. Constitution, and establishment of an independent United States, as well as to cultural and educational institutions that highlight American excellence.  These visits will be paired with lectures and discussions by U.S. experts on American history, federalism, and the U.S. Constitution, and how this history informs American values and policy today. Participants will develop a project after completing the study tour that amplifies their learning and experience and shares the information from their program with a broader Canadian audience. The target audience is Canadian citizens studying American Studies, history, political science or other relevant fields at the undergraduate or graduate level at Canadian universities. The program advances the goal of communicating America’s story of excellence and leadership, cultivating a cohort of future Canadian leaders in education, government, and international relations with a positive view of the United States who view the United States as a trusted partner.

​​The Public Health Training Center (PHTC) Program aims to increase the knowledge of the public health workforce through traineeships, specialized training and professional development in partnership with state and local health departments, community-based primary care providers, and related organizations (including non-traditional partners) to address public healthcare needs.​

The purpose of this program is to support a Regional Pediatric Prevention Network (RPPN). The RPPN strengthens local and regional capacity to care for children during disasters and emergencies through community partnerships, coordinated pediatric preparedness, and dissemination of research-informed pediatric disaster care. The RPPN will include at least 10 children"s hospitals, or their university pediatric partners, funded through two primary awards. It will also include community partners working with these hospitals. Each of the 10 Children"s Hospital centers will advance pediatric emergency and disaster preparedness at the local, regional, and national levels, including for children with special health care needs and behavioral health concerns, children living in poverty, and children in rural, remote, and tribal areas.

Reducing the burden of parasitic infections in the United States through evidence-based prevention and control activities.

The purpose of this program is to support comprehensive, street-based engagement, treatment, and recovery support services for individuals who are homeless and have serious mental illness, serious emotional disturbance, substance use disorders, or co-occurring mental and substance use disorders.

The MMHSUD Program helps improve maternal mental health and substance use disorder outcomes for pregnant and postpartum women by providing obstetric, primary care, and other maternal health providers with timely access to teleconsultation, training, and care coordination support including resource and referrals.

The purpose of this program is to improve state and territory response to all 988 contacts (including calls, chats, and texts) originating in the state/territory and improve service for populations at high risk of suicide and overdose.

The purpose of the 988 Tribal response program is to improve connection and response to 988 contacts (including calls, chats, and texts) originating in Tribal communities and/or activated by American Indians/Alaska Natives. American Indian and Alaska Native communities experience a significantly higher suicide risk compared to the general population. CDC reports that in 2022 non-Hispanic Al/AN people had a suicide rate 91% greater than the general population.

The purpose of the program is to expand efforts among Lifeline crisis centers to support individuals post-contact to provide continued support and linkages to decrease suicide, deaths by overdose and future crisis events by: (1) ensuring the systematic follow-up of suicidal persons who contact the 988 Suicide and Crisis Lifeline; (2) providing enhanced coordination of crisis stabilization, crisis respite, mobile crisis outreach (MCO) response services and other services on the crisis continuum of care; (3) reducing unnecessary police, fire and emergency medical services engagement to allow first responders to focus on public safety; and (4) improving connections to ongoing support and recovery for high-risk populations.

Program Description: The purpose of this grant competition is to establish a National Assessment Center to improve children with disabilities’ participation in and performance on State and districtwide assessments. This award is funded under the Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities program. The goal of this program is to promote academic achievement and to improve results for children with disabilities by providing technical assistance (TA), supporting model demonstration projects, disseminating useful information, and implementing activities supported by scientifically based research. This award aligns to requirements in the Individuals with Disabilities Education Act (IDEA). Specifically, section 612(a)(16) requires that all children with disabilities are included with appropriate accommodations in general State and districtwide assessments as indicated in their individualized education programs, including assessments described under section 1111 of the Elementary and Secondary Education Act (ESEA) and alternate assessments. Many States have also adopted kindergarten entry assessments to assess multiple developmental domains and support early learning. This NOFO addresses evolving nonproliferation threats across key nodes of the global strategic trade and technology ecosystems in Asia and Europe. In the Philippines, Cambodia, and Malaysia, the program responds to the risk that weak or incomplete export control and foreign direct investment screening systems could allow diversion of dual‑use goods, advanced technologies, and critical minerals to proliferators or malign actors. In Taiwan, it tackles the threat that persistent, sophisticated networks will exploit gaps in supply chain, financial, and logistics controls to obtain the world’s most advanced AI‑relevant semiconductors and other dual‑use technologies. In Türkiye, the program confronts documented diversion and transshipment risks posed by intermediary‑dependent trade routes and the absence of widespread private‑sector internal compliance programs that meet international expectations. In Ukraine, it addresses the heightened risk that rapidly expanding defense and dual‑use innovation, combined with intense foreign interest and limited oversight mechanisms, could lead to unauthorized tangible and intangible technology transfers and diversion of U.S.‑origin or sensitive items. Collectively, the LOEs seek to close these vulnerabilities by strengthening legal and regulatory frameworks, institutional and industry compliance, and data‑driven enforcement capabilities to prevent the proliferation of WMD‑related, defense, and other sensitive technologies to end‑users and activities of concern.

A well‑designed and well‑managed security audit program systematically reviews prison operations, policies, procedures, staff performance, physical security systems, and emergency preparedness to identify vulnerabilities and risks. Because prisons inherently involve high‑risk factors—such as escapes, violence, contraband, disturbances, and other safety threats—structured, policy‑driven audits conducted by knowledgeable staff are essential for identifying and preventing problems before they occur.NIC’s 36‑hour security training program supports this goal by providing a comprehensive, hands‑on auditing experience. The program includes an in‑brief with agency and facility leadership, one full day of in‑person classroom instruction, three and a half days of prison‑based audit work, and a half‑day executive close‑out. Participants have a unique, nonjudgmental opportunity to apply auditing skills in real operational settings as teams are deployed to designated prisons. Upon completion, a full report of findings is prepared, enabling agencies to develop effective remediation strategies.

The Maternal Health Emergency Management Training (MHEMT) program will extend the reach and impact of the AIM program by strengthening the capacity of the broader health care workforce in non-delivery and/or low-resource clinical settings.
