The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is soliciting proposals that investigate innovative approaches that enable revolutionary advances in science, devices, or systems for national security applications. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.

Through WaterSMART, the Bureau of Reclamation (Reclamation) leverages Federal and non-Federal funding to work cooperatively with States, Tribes, and other entities as they plan for and implement actions to increase water supply and hydropower reliability. The WaterSMART Program demonstrably advances Trump administration priorities, such as those identified in Presidential Executive Order 14154 (January 20, 2025): Unleashing American Energy (E.O. 14154) and Secretarial Order 3418, and aligns with other priorities and requirements, such as those identified in Presidential Executive Order 14332 (August 7, 2025): Improving Oversight in Federal Grantmaking (E.O. 14332). The goal of the WaterSMART Small-Scale Water Efficiency Projects NOFO is to invite eligible entities to apply for funding to implement projects that conserve water and enhance water supply reliability in water delivery systems. It encourages the implementation of small-scale projects identified through prior planning efforts, such as canal lining, water delivery automation, flow measurement, and other projects that increase water efficiency.

The Office of Academic Exchange Programs of the Bureau of Educational and Cultural Affairs announces an open competition for the administration of the FY 2026 Global Undergraduate Exchange Program (Global UGRAD). The total amount of funding for this award will be up to $4,800,000, pending the availability of FY 2026 funds.    The Global UGRAD Program places small cohorts of participants at a broad range of colleges and universities, including community colleges, land-grant institutions, rural campuses, and Senior Military Institutions, giving participants a “real American” experience in small towns and rural communities. Participants build skills in strategic U.S. priority fields such as business, entrepreneurship, semiconductors, AI, engineering, critical minerals, manufacturing, and supply chain resilience. All participants are required to study U.S. history, civic engagement, and American culture, deepening their understanding of American excellence, innovation, and culture. Funding should support approximately 160 participants, pending the availability of FY 2026 funds. Every effort should be made to maximize the number of scholarships awarded; staffing levels should be adequate to ensure that participant health and safety are prioritized. This NOFO seeks proposals for rigorous applied research and evaluative studies on the forensic science system. The field of forensic science is changing, particularly as technological advancements improve the criminal justice system’s ability to use forensic evidence more effectively and efficiently. Research is needed to better understand the impact of forensic science on the criminal justice system and law enforcement operations. With this NOFO, NIJ requests applications in three topic areas: • The impact of forensic science on the criminal justice system and law enforcement operations, such as improving investigative clearance rates, increasing law enforcement effectiveness, and reducing crime lab backlogs. • Evaluations of the implementation of new and innovative forensic science methods and their impact on strengthening courtroom admissibility and evidentiary reliability. • Developing the forensic science workforce.

The Innovation in Behavioral Health (IBH) Model (the “Model”) for Cohort II Recipients is a seven-year, voluntary service delivery and payment model promoting integrated care in behavioral health (BH) settings. The IBH Model will test the impact of a value-based payment (VBP) model aligned across Medicaid and Medicare that supports an integrated care delivery framework in specialty BH organizations and settings for adult Medicaid, Medicare, and dually eligible beneficiaries with moderate to severe mental health conditions and/or substance use disorders (SUDs).The Centers for Medicare & Medicaid Services (CMS), through its Center for Medicare & Medicaid Innovation (Innovation Center), will select up to five state Medicaid agencies (SMAs) to participate in the Model. The Model will have a seven-year performance period, which will be comprised of a two-year Pre-Implementation Period (beginning January 2027 and ending December 2028) along with a five-year Implementation Period (beginning January 2029 and ending December 2033). Up to $7.5 million dollars in cooperative agreement award funding will be available to each selected Recipient over the course of the seven years.

The purpose of this notice of funding opportunity (NOFO) is to support the establishment or continuation of longitudinal infant cohorts to determine and compare how initial and repeated natural influenza infections and/or influenza vaccinations shape infant and childhood immunity to future influenza exposures. The goal of this research is to understand how these exposures influence immune responses to subsequent influenza infections and/or vaccines and provide key information to facilitate design of durable, broadly protective influenza vaccines.

The Global Leaders Division in the Office of Citizen Exchanges at the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) seeks proposals for a cooperative agreement to design, implement, and oversee the FY 2026 Young Leaders of the Americas Initiative (YLAI) Fellowship Program. YLAI advances U.S. economic interests and leadership by fostering business partnerships between emerging entrepreneurs from the Western Hemisphere and U.S. companies. The program combines in-person and technology-driven engagement, an active alumni network, and ongoing collaboration with U.S. embassies to promote U.S. commercial priorities, create new opportunities for American companies in key markets, and increase public awareness of American business leadership. YLAI directly supports U.S. national security and the Administration’s foreign policy objectives by strengthening commercial ties, expanding U.S. exports, and promoting American values of entrepreneurship, free enterprise, and innovation throughout the Western Hemisphere. The Department of State’s Bureau of Counterterrorism (CT) announces this funding opportunity to strengthen Iraq’s ability to investigate and respond to terrorist attacks and incursions along the Iraq-Syria border during a critical period of regional transition. This program should deliver concrete returns for American taxpayers by reducing threats to U.S. diplomatic and military facilities, safeguarding American commercial operations, and preventing terrorist attacks that endanger Americans abroad. The proliferation of Iran-aligned militia groups (IAMGs) and continued presence of ISIS in the region have created a fragile security environment with elevated risks of border exploitation for weapons, explosives, and human smuggling. Porous borders enable IAMGs and other terrorist organizations to move personnel, material, and illicit goods that directly threaten U.S. personnel, American commercial interests, and regional stability affecting U.S. security. The U.S. Department of State Bureau of Counterterrorism (CT) announces a competitive funding opportunity to improve law enforcement’s ability to engage productively with individuals repatriated from northeast Syria and Iraq in their countries of origin. This one-year program aims to help law enforcement prevent negative interactions with returnees, reduce local tensions including possible stigmatization, and lower the risk of terrorist radicalization and recidivism. The U.S. Department of State’s Bureau of Counterterrorism (CT) announces a competitive funding opportunity to strengthen the security of critical transit routes in northern Mozambique and protect U.S. economic interests. Northern Mozambique is a region of growing economic significance, with key transit routes that support international commerce. This two-year initiative will enable safer and more reliable movement for U.S. companies, personnel, and goods in Mozambique in support of U.S. economic opportunities and investment in the region. The program will help the Police of the Republic of Mozambique (PRM) detect and disrupt terrorism threats along the N380 and N1 highways, which lead into Cabo Delgado and connect strategic economic zones in the north. The project will provide specialized training and non-lethal equipment so law enforcement can respond more effectively to suspected terrorist activity. Targeted mentorship for PRM units will reinforce training, address challenges in real time, and build trust within the units to ensure consistent application of new skills and procedures. ISIS-K uses sophisticated, multilingual online propaganda—including on social media, gaming platforms, and via generative AI—to target vulnerable labor migrants from Central Asia working abroad. This recruitment pipeline creates a persistent risk that seemingly localized radicalization abroad can translate into attacks on U.S. soil or against U.S. persons and assets in key transit hubs. This project is intended to advance early investigative interventions in this recruitment pipeline to close pathways that terrorists can use to move people, money, and operational guidance toward targets in the United States. Direct-fund basic research at universities that complement applied research in nuclear forensics at the DOE National Laboratories to include foundational disciplines of radiochemistry; geochemistry; shock physics; nuclear physics, science and engineering; radiation detector science; nuclear material science engineering; nuclear chemical engineering; modeling, simulation and optimization methods for nuclear applications; and seismology and infrasound methods supporting yield determination. A secondary benefit to this research is the development of a diverse and highly talented cadre of technical professionals, including scientists, engineers, technicians, and operational personnel, who will become the next generation of technical leaders in nuclear missions, such as nuclear forensics, nonproliferation, incident response, intelligence, and energy. These professionals are expected to primarily benefit the DOE National Laboratories as future research staff but will also benefit academia, private industry, and U.S. government agencies, including Energy, State, Defense, Homeland Security, Justice, and the Intelligence Community.

CDC/ATSDR is inviting research proposals to study risk factors for Amyotrophic Lateral Sclerosis (ALS). Studies on military service, contact sports, traumatic brain injury, neuroinflammation, and infections agents and exposures are encouraged. Funding will be for four funding options: Option A - Support research with strong existing evidence such as studies on known environmental or genetic risk factors, research that improves past studies with better data, or investigations linking risk factors to ALS diagnosis and treatment; Option B - Support new and exploratory research on ALS risk factors such as studies on risk factors with little existing evidence or research using innovative methods; Option C - Understand ALS risk in affected populations, such as studies involving military veterans or investigations of ALS risk factors impacting this population; Option D - Analyze biological samples from the Guamanian ALS cluster such as investigation of disease mechanisms and environmental factors, exposure routes, genetic studies and biomarkers and how this could lead to mitigation therapeutics, diagnostics or prevention.

The U.S. Department of State's Bureau of Counterterrorism (CT) announces a funding opportunity for a 15-month results-focused cooperative agreement to improve the counterterrorism capabilities of one of the advanced tactical law enforcement units within Kenya’s Administrative Police Services (APS) tasked with securing the border with Somalia. Through the provision of training and necessary equipment, this program will improve operational readiness through three lines of effort: 1) low-light and night-vision ability; 2) using unmanned aircraft systems (UAS) for intelligence, reconnaissance, and surveillance (ISR) purposes; and 3) organic explosive ordnance disposal (EOD) capability. In the Kenyan context, the overall outcome of this program is to further the tactical development of these three skills in order to enhance the security surrounding the Manda Bay Military Base (also known as “Camp Simba”) along the eastern border with Somalia. The military base in Kenya’s Lamu County region is critical to the protection of U.S. military assets and personnel. By strengthening Kenya's ability to secure its border with Somalia, this program directly protects American servicemembers stationed at Manda Bay and prevents terrorists from conducting attacks that threaten American citizens and U.S. interests.
