This is a notice of funding opportunity (NOFO) for a Limited Competition that will invite applications from eligible organizations to apply. Please see Section III. Eligibility for additional information. In accordance with the National Institutes of Health (NIH) standard peer-review processes, the applications will be peer-reviewed, and only meritorious applications will be considered for funding. Only current award recipients will be eligible to apply. This NOFO seeks two separate U24 applications to renew the Adolescent Brian Cognitive Development (ABCD) Research Coordinating Center (CC) and the Data Analysis Informatics and Resource Center (DAIRC) to extend study visits into young adulthood. This renewal called Adolescent Brain Cognitive Development – Extended (ABCD-E) study is critical to be able to follow these youth through their emerging adulthood, when many of the outcomes of interest (e.g., substance use disorders, mental health disorders, chronic diseases, and other health conditions) will manifest. The structure of the ABCD-E study Consortium shall consist of three highly integrated components: (1) a set of linked Research Project Sites, (2) a single central Data Analysis, Informatics, and Resource Center, and (3) a single overall Coordinating Center. As such, this NOFO runs in parallel with a companion NOFO that solicits applications for research project sites (RFA-DA-27-002). It is expected that investigators, upon funding, will work jointly with NIH scientific staff to assist, guide, coordinate, or participate in project activities.

The Arctic Exchange Program (AEP) aims to advance economic prosperity in the United States (Alaska), Canada, and Greenland through short-term exchange activities focused on two overarching themes: Arctic tourism development and critical minerals supply chain resilience. The AEP will consist of three targeted exchange activities with distinct cohorts of approximately eight to 10 participants each. One activity will take place in each participating country, subject to local conditions. The scope of these activities may vary based on program needs. Across all three exchange activities, the AEP will build participants’ professional capacity and create new partnership opportunities that advance economic prosperity in the United States, Canada, and Greenland. The Global Leaders Division in the Office of Citizen Exchanges at the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) seeks proposals for a cooperative agreement to design and implement the FY 2026 Community Engagement Exchange (CEE). CEE is a two-way exchange initiative for approximately 30-40 emerging civic leaders (ages 22-27), from Europe and Eurasia, that provides skill-based training, hands-on activities, and practical application of one of the First Amendment’s most fundamental rights: the freedom of speech. Grounded in the enduring principles of the U.S. Constitution, CEE equips participants with the skills to promote free speech, reduce conflict and strengthen community engagement. CEE participants will work alongside American counterparts in a substantive six- to eight-week exchange program, including a four-to five-week individually tailored professional placement in a U.S. organization, designed to cultivate practical First Amendment (1A) skills. Approximately 15–20 Americans will travel on reciprocal visits, co-designed with CEE participants, that showcase America’s leadership, promote free speech, and create opportunities for sustained collaboration. CEE advances U.S. foreign policy by strengthening the free speech and community engagement, promoting constructive public discourse, and fostering international partners equipped to address complex challenges in alignment with U.S. interests. This Notice of Funding Opportunity (NOFO) solicits cooperative agreement research applications to support a multidisciplinary program titled "Accelerating Product Excellence in Innovation and for Clinical Adoption" (APEx), that will facilitate advancement of promising strategies and products for tissue engineering and regenerative medicine (TE/RM). APEx will be composed of Resource Centers (RCs) and associated Interdisciplinary Translational Projects (ITPs) in the area of therapeutics (including adult stem cell-based treatments), sensors, and diagnostics. RCs will capitalize on their available clinical, scientific, industrial, regulatory and commercialization expertise, to deliver technical support, research capacity, administrative infrastructure and regulatory and commercialization support to the ITPs and guide them to complete pre-clinical studies toward initiation of clinical trials. During this funding cycle, APEx will complete validation, manufacturing, and preclinical testing of the most promising products, which may include, but are not limited to products for detecting or treating tissue damage caused by congenital defect, traumatic injury, or chronic disease. ECA announces an open competition for a cooperative agreement to develop and implement a program that will convene cultural ministers from key countries at an iconic location in the United States for high level discussions on cultural heritage and cultural property protection as part of the State Department’s programming to mark America’s 250th birthday. The implementing partner will work closely with ECA to develop the program’s one-to-two-day exchange agenda, including showcasing innovation and new technologies of the U.S. private sector and other American institutions in the cultural heritage field; strengthening cooperation in combatting art and antiquities trafficking; and using cultural heritage to amplify global narratives on America’s foundational values. The convening will feature U.S. models, standards, and best practices; strengthen relationships with key countries in the cultural heritage field; and produce concrete follow-on steps to advance the program’s agenda. This Notice of Funding Opportunity (NOFO) requests applications for the Kidney Precision Medicine Project (KPMP) Central Hub (CH) to lead a unified effort to discover and define new acute and chronic kidney disease pathways and subgroups that enable precision clinical trials. This Notice of Funding Opportunity (NOFO) requests applications for Kidney Precision Medicine Project (KPMP) Recruitment Sites (RS) to enroll people with Acute Kidney Injuries (AKI) and/or Chronic Kidney Diseases (CKD) into a longitudinal biopsy cohort study. Under-enrolled populations (e.g., AKI) and comprehensive phenotyping remain priorities. New opportunities include clinical biopsies with residual tissue for research, enhanced physiologic phenotyping, repeat biopsies, pediatric recruitment, and collection of healthy reference tissue. All KPMP personnel will actively participate in scientific discovery and promote open science.

The Emergency Medical Services for Children National Pediatric Readiness Coordinating Center (EMSC NPRCC) demonstration program will work to assess and expand "Pediatric Readiness" in hospital emergency departments (ED) and pre-hospital emergency medical services (EMS) systems. Because children have unique physiological, emotional, and developmental characteristics, specialized emergency care is needed. Pediatric Readiness ensures that every EMS and fire-rescue agency and ED has the pediatric-specific leadership, competencies, policies, equipment, and other resources needed to provide high-quality emergency care for children, no matter where they live, attend school, or travel in the United States.

This 4-year program is supported with funding from the U.S. Department of Health and Human Services" Minority HIV/AIDS Fund (MHAF) and is administered by the Health Resources & Services Administration"s HIV/AIDS Bureau. The purpose of the Hereditary Hemorrhagic Telangiectasia (HHT) Center Program is to reduce illness and death related to HHT by partnering with clinical center to expand access and coordination of care; creating innovative strategies that support clinicians with identifying and diagnosing HHT cases; and developing a de-identified, aggregate patient data registry to better understand this rare disease and its treatment outcomes.

The Transforming Pediatrics for Early Childhood Program (TPEC) will advance the U.S. Department of Health and Human Services" Make America Healthy Again (MAHA) priorities by preventing chronic disease early in life and promoting healthy development in early childhood. TPEC recipients - organizations with statewide or tribal reach - will place early childhood development (ECD) experts in local pediatric practices to deliver team-based care to young children and their families. Recipients will improve the quality and cost effectiveness of pediatric primary care by delivering a comprehensive team-based approach that focuses on factors critical to child development. The purpose of the Early Childhood Comprehensive Systems SEED Project: Scaling Effective Early Childhood Systems Development (ECCS SEED) is to address the root causes of chronic disease in early childhood by improving families" access to health care, screening kids early for physical and mental health needs, and connecting parents to services that enable them to provide for their children. The ECCS SEED Project will partner with states and communities to support evidence-based strategies that improve access to quality care for prenatal-to-age-5 (P-5) families and promote healthy child development and family well-being.

This four-year funding opportunity is supported by the HRSA Ryan White HIV/AIDS Program Part F: Special Projects of National Significance Program. This Special Projects of National Significance initiative uses implementation science to adapt, implement and evaluate interventions that improve food and nutrition security for people with HIV who are eligible for Ryan White HIV/AIDS Program"s medical nutrition therapy, food bank/home delivered meals, and other applicable service categories. The 811 PRA program promotes the development of innovative state-level strategies to increase access to new and existing affordable supportive housing units for persons with disabilities. The program also supports collaborations between State Housing Agencies and State Health and Human Service/Medicaid Agencies to increase access to supportive services. Many states have already formed partnerships to address this need, and HUD intends to further support these efforts while incentivizing other states to take similar approaches.This program gives states the flexibility to award and administer these funds to address the shortage of affordable and integrated housing for persons with disabilities. Housing agencies may either directly administer the rental assistance contracts for eligible properties or contract with other qualified parties to administer this assistance.

Program Description: The purposes of the Personnel Development to Improve Services and Results for Children with Disabilities program are to (1) help address State-identified shortages and needs for personnel preparation in special education and early intervention, including infants, toddlers, children, and youth with disabilities; and (2) ensure that those personnel have the necessary skills and knowledge, derived from practices that have been determined through scientifically based research, to be successful in serving those children. The program will increase the recruitment of qualified candidates from INL Bogota’s priority geographic areas —regions that are critical to U.S. interests due to their high levels of coca production, narcotrafficking, and child recruitment by criminal organizations. By building a more capable and professional police force in these strategically important areas, this scholarship program will help disrupt criminal networks at their source, reducing the flow of illicit drugs, weapons, and human trafficking that threaten the United States. The program will support the recruitment and training of approximately 1,000 CNP students per year: 600 for non-commissioned officer (NCO) roles and 400 for commissioned officer (CO) roles. A stronger Colombian police presence in these regions will advance U.S. national security priorities, safeguard American lives, and promote stability in the Western Hemisphere. The program will provide scholarship support to qualified candidates through a structured financial management system. The implementor will ensure timely monthly electronic funds transfer payments to the bank accounts of scholarship recipients or service providers for required items.
