The Public Diplomacy Section of U.S. Embassy Muscat announces an open competition to support projects that advance U.S. foreign policy priorities in Oman while strengthening the long-standing partnership between the United States and the Sultanate of Oman. Strengthen Bosnia and Herzegovina's ability to combat transnational criminal organizations (TCOs) and TCO related corruption that threatens U.S. security interests through enhanced inter-agency collaboration and sustained international partnerships.

Strengthen BiH's institutional capacity to detect, investigate and prosecute complex money laundering operations linked to transnational criminal organizations that threaten U.S. security interests. This program will enhance financial investigative capabilities, improve interagency coordination, and build sustainable institutional expertise to combat evolving financial crime threats.

Program Description: The purpose of the Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities program is to promote academic achievement and to improve results for children with disabilities by providing technical assistance (TA), supporting model demonstration projects, disseminating useful information, and implementing activities that are supported by scientifically based research. The 2024 National Assessment of Education Progress results illustrate the significant achievement gaps in reading and mathematics for students with disabilities.[1] Local educational agencies (LEAs) and schools need to continuously improve their systems and practices to address achievement gaps of students with disabilities and support educators’ implementation of evidence-based literacy and mathematics instruction that meet the individualized needs of students with disabilities so they are prepared for success in school and postsecondary opportunities. The U.S. Embassy Abu Dhabi, Public Diplomacy Section, announces an open competition to develop and implement the programmatic elements of a three-day Freedom 250 Great American State Fair. The Fair will showcase authentic American heartland culture, creativity, entrepreneurship, entertainment, culinary traditions, and music through immersive public programming designed for UAE audiences. Proposals should showcase American excellence, advance American commercial interests, enhance American brand visibility through public engagement, American vendor participation, strategic partnerships, and cultural programming, and strengthen the U.S.-UAE bilateral relationship. If selected, the grantee would deliver a comprehensive American State Fair with multiple touchpoints, including but not limited to interactive gaming attractions, themed parades, entertainment showcases, curated exhibitions, family-centric experiences, and an expansive culinary and retail village concept featuring American food brands and artisan vendors, all of which will collectively create an immersive and authentic American state fair experience. The purpose of this Notice of Funding Opportunity is to invite proposals for funding to establish a Women’s Business Centers (WBCs) modernization and alignment initiative. This initiative will establish a Lead Center Model, supported by a network of Service Centers, to deliver coordinated, statewide or territory-wide business services. To support a more evenly distributed funding allocation by population, this competition is limited to applicants in the following states: Florida, Louisiana, Pennsylvania, Tennessee, Texas, Virgin Islands, West Virgina, and Wyoming. Selected awardees must reside in the state in which it will serve as a Lead Center. Selected awardees will be responsible for designing and executing an integrated service delivery approach that ensures comprehensive coverage and aligns resources with the needs of the local entrepreneurs.

To support the Administration for Children and Families" initiative, A Home for Every Child, the Children"s Bureau will award one grant to establish the Foster Parents Network Analytics Hub (HUB) to achieve a foster home-to-child ratio of more than 1:1 in every state by 2029. The HUB will advance the goal by providing states with advanced analytics tools and intensive technical assistance to optimize their foster parent networks.This national demonstration project under Section 426 of the Social Security Act, the HUB will develop a secure, accessible analytics platform integrated with state Statewide Automated Child Welfare Information System and Comprehensive Child Welfare Information Systems (SACWIS/CCWIS). It will also deliver rapid technical assistance to help states analyze foster home dynamics, identify capacity gaps, develop targeted retention strategies, and improve placement matching. This initiative exemplifies ACF's commitment to results and evidence by focusing on measurable outcomes, using data and proven practices to improve performance, and ensuring efficient use of taxpayer dollars through rigorous performance monitoring.This five-year cooperative agreement will establish the HUB, prioritizing immediate deployment, measurable impact, and sustainable capacity building.

The Wilson Fish Bridge to Employment Program (WF B2E) provides funds to ensure recipients of Refugee Cash Assistance (RCA) can access required employment services as outlined in the Immigration and Nationality Act. ORR"s primary strategy for ensuring access to these required services in most states is through the Refugee Support Services (RSS) program. Beginning in FY 2027, RSS will no longer be available in select states. The WF B2E program provides required employment training and placement services, as well as English language training, to recipients of RCA in the states where RSS will no longer operate. Services provided under this program are only available to individuals within the first 36 months after they either arrive in the United States or within the first 36 months they receive an ORR-eligible status. The Minority University Research and Education Project (MUREP) Space Technology Artemis Research (M-STAR) opportunity is a National Aeronautics and Space Administration (NASA) initiative through its Office of STEM Engagement (OSTEM). It is designed to strengthen the role of Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs) and Minority Serving Institutions (MSIs) in the future of space exploration.

The CAP-SSSE program provides funding to ensure adoption and enforcement of standards consistent with the National Flood Insurance Program (NFIP) minimum criteria in participating and flood-prone communities. This cooperative agreement strives to empower states and territories to own and effectively manage their flood risk and reduce exposure, disaster costs, and recovery demands by providing planning flexibility, tools and best practices, and FEMA expertise to support implementation of their NFIP programs. This cooperative agreement funds NFIP Coordinating Agencies to conduct specific activities in support of NFIP administration and enables independent investment to build capacity and capability in line with the provisions set forth in 44 C.F.R. § 60.25.

Broadly, the objective is to develop partnerships to improve access to, and use of, heritage resources, and promote their educational, scientific, cultural, and recreational values in a manner that meets U.S. Department of the Interior priorities and Cultural Heritage and Paleontology Program goals. The goal is to find, study, protect, and manage archaeological resources in Lincoln County, Nevada. All work should follow U.S. Department of the Interior priorities and support Eastern Nevada"s conservation and development goals.Project ObjectivesEach project should meet one or more of these objectives:Protect archaeological sites where they are found.Care for archaeological collections and records.Use and share research results in clear ways.Increase public outreach and involvement in archeology.Balance current land use with future needs by:Protecting archaeological resources for the future.Restoring damaged watersheds to safeguard sites.Support science and culture by managing archaeological resources responsibly.Lincoln County Archeology Initiative projects must follow the rules in the Lincoln County Land Act, which uses the Archaeological Resources Protection Act (Public Law 96-95) definition of archaeological resources. The Rangeland Management program conducts inventories, assessments and evaluations of soil and vegetation conditions and land health. Monitoring data is collected and analyzed to ensure progress toward meeting land health standards.Funded projects under this program will focus on high priority work effecting the program nationally by crossing state boundaries, such as, activities that support maintaining or achieving land health and productivity, increasing soil carbon sequestration, and creating resilient landscapes to benefit current and future generations. The U.S. Environmental Protection Agency (EPA) is soliciting applications under the authority of the Clean Water Act (CWA) section 104(b)(8) to provide Technical Assistance and Training for Rural, Small and Tribal Municipalities and Wastewater Treatment Systems. The Bureau of Educational and Cultural Affairs (ECA) invites proposals for cooperative agreements to implement the FY 2026 (Academic Year 2027-2028) Congress-Bundestag Youth Exchange (CBYX) for Young Professionals program and outbound Congress-Bundestag/Bundesrat Staff Exchange (CBBSX) travel component.  The CBYX for Young Professionals and CBBSX programs advance America’s national interests by building lasting personal and institutional relationships that promote prosperity and security between the United States and Germany.    Key Activities:         CBYX for Young Professionals: ·      Approximately 65 American and approximately 65 German participants, ages 18.5-24, engage in year-long academic and professional exchanges. ·      American participants complete two months of in-country German language training, study for one semester at a German university, technical, or professional school, and gain practical work experience. ·      German participants study for one semester at a U.S. university, college, technical, or professional school and gain practical work experience. ·      Both American and German participants live with host families throughout the program year. The Fulbright U.S. and Visiting Scholar Programs annually provide approximately 970 awards to U.S. scholars and professionals to lecture and/or conduct research overseas and approximately 1,025 awards to visiting (non-U.S.) scholars to lecture and/or conduct research in the United States. The U.S. Department of State’s Embassy Bujumbura announces an open competition to implement a program to support U.S. policy objectives and promote shared interests. Projects must promote Freedom250 and align with policy goals such as making the United States safer, stronger, and more prosperous. Specifically, the projects should showcase American leadership and excellence in sports-particularly in Basketball, and health, notably by celebrating American sports excellence during the American decade of sports. The target audience should be youth and young professionals aged 15-35 representing emerging voices, as well as opinion leaders to convey information and reach the broader population. The program shall pursue four core goals: advancing U.S. public diplomacy, strengthening people-to-people ties, capitalizing on the Decade of Sport, and promoting physical and mental health. The U.S. Department of State's Embassy in the Philippines announces an opportunity to implement a professional exchange program bringing approximately twelve high-merit educators from the Philippines, Japan, South Korea, Taiwan, and Brunei to the United States for direct, immersive exposure to American approaches to AI and educational technology integration in English language instruction. Participants are selected based on professional merit and institutional influence, and include university professors, language instructors, academic administrators, curriculum planners, teacher trainers, and ministry officials with the authority to shape national policy and procurement decisions in their home countries.Over a two-week exchange spanning at least two U.S. cities, participants engage in a structured program combining academic sessions, community site visits, and direct engagement with American industry and civil society. Site visits include U.S. companies working at the frontier of AI and educational technology, as well as organizations focused on responsible AI governance and human-centered technology frameworks, equipping participants to evaluate AI tools against both commercial and ethical standards. This project will fully support a newly established analytical center within the Bosnia and Herzegovina State Prosecutors Office that can provide a data-driven analysis and tailored investigative mentoring to combat TCOs that threaten U.S. security through illicit finance, corruption, narcotics trafficking, and other cross-border criminal activity.

The purpose of the CCBHC State Planning Grants is to support states in: developing and implementing certification systems for CCBHCs; establishing Prospective Payment Systems (PPS) for Medicaid reimbursable behavioral health services; and preparing an application to participate in a four-year Section 223 CCBHC Demonstration program. 

The Cooperating Technical Partners Program (CTP) is one mechanism that FEMA and the National Flood Insurance Program (NFIP) use to deliver flood information to communities. CTP recipients develop flood hazard data and maps for communities to increase public awareness of flood risk and potential actions to reduce that risk.  With flood mapping capacity and capabilities, CTPs strengthen the local ability to make informed decisions about reducing flood risk.
