The United States Department of State’s Bureau of Educational and Cultural Affairs’ Office of International Visitors (ECA/PE/V) announces an open competition for approximately five cooperative agreements to support the staff expenses and overhead costs of the FY 2027 International Visitor Leadership Program’s (IVLP) National Program Agencies (NPAs). Launched in 1940, the IVLP is the Department of State’s foundational professional exchange program. The IVLP advances America First national security priorities and builds long-term relationships between Americans and international leaders in government, business, academia, and other fields. Recipients design and implement customized short-term visits to the United States for current and emerging leaders from around the world. These visits support U.S. foreign policy goals and reflect the participants’ professional interests. Eligible recipients will have expertise in foreign policy, experience in professional exchange programming, and the ability to provide tailored projects for participants from all countries. The DICE program seeks to develop the theory and algorithms for decentralized coordination and local inference control to enable a scalable, adaptive, and resilient collective of heterogeneous AI agents that can autonomously execute sustained long-time-horizon missions in contested environments while remaining under human control. In contrast to small-scale, rigid, and fragile centralized orchestration or the high-risk unpredictable nature of ad hoc compositions of AI agents, DICE aims to harness the scalability and adaptability of self-organizing systems while minimizing risks and ensuring that the collective behavior remains predictable and aligned with intended outcomes. This approach mirrors the principles of decentralized self-organization that underpin the internet's own scalability and resilience, where robust global behavior emerges from simple, local rules.

The National Sea Grant College Program was enacted by the U.S. Congress in 1966 (amended in 2020, Public Law 116-221) to support leveraged federal and state partnerships that harness the intellectual capacity of the nation’s universities and research institutions to solve problems and generate opportunities in coastal communities. This notice announces that applications may be submitted for the 2027 National Sea Grant College Program Dean John A. Knauss Marine Policy Fellowship (Sea Grant Knauss Fellowship Program). The Southwest Border Resource Protection Program (SWBRPP) provides financial assistance to National Park Service (NPS) units, as well as educational institutions, nonprofit organizations, tribes, and local and state agencies to improve resource stewardship, achieve international cooperation, provide meaningful interpretation and conduct scientific research, which will lead to increased appreciation and understanding of our shared natural and cultural heritage along our international border with Mexico. Several National Parks located along the U.S. border with Mexico have recently experienced serious resource damage due to illegal cross border activities including drug traffickers and undocumented persons traversing the parks. Other national park units within the desert southwest have also experienced impacts to their natural and cultural resources. The purpose of this Notice of Funding Opportunity (NOFO) is to provide continuing support for specific pathogen-free (SPF) macaque colonies previously funded under the auspices of PAR-21-089 and PAR-18-669 that support Human Immunodeficiency Virus (HIV)/Acquired Immunodeficiency Syndrome (AIDS) research. Breeding colonies are essential to sustain appropriate SPF macaques for research related to HIV/AIDS. Pedigree SPF macaques are free of certain viruses, which may confound the results of HIV/AIDS-related investigations or present a risk to the personnel who care for the animals. The SPF macaques are genetically characterized for major histocompatibility complex (MHC) class I types, because MHC class I genotypes have large effects on macaque immune responses to Simian Immunodeficiency Virus (SIV) that can induce AIDS in nonhuman primates (NHPs) and on human immune responses to HIV.

Through this Notice of Funding Opportunity (NOFO), the National Cancer Institute (NCI) solicits applications for research on developing a comprehensive and cohesive understanding of cancer metastasis. Towards this goal, the NCI will support U54 Specialized Centers that together will continue to serve as the hub of the Metastasis Research Network (MetNet). Each MetNet Center should propose an overarching scientific theme that will be pursued through two or three scientific inter- and multidisciplinary basic research projects. The projects should use integrative system level approaches to elucidate and integrate a mechanistic understanding of the non-linear, dynamic, and emergent processes in metastasis. Overarching themes should encompass the interplay between at least two central elements in the metastatic process such as early dissemination, cellular, soluble and/or physical microenvironment crosstalk, dormancy, or mechanisms of responses by metastatic cells to therapies. Studies on all types of cancer are welcome, including rare and pediatric metastatic cancers.Research proposed by MetNet Centers is expected to advance our understanding towards a more comprehensive appreciation of metastasis as a whole body, systems-level problem.
