Leveraging foreign assistance from the Pax Fund, this NOFO launches the Pax Silica Artificial Intelligence (AI) Assistance Project—a historic first-of-its-kind programmatic initiative to strengthen global AI supply chain security by creating a trusted supply chain credentialing and provenance platform to secure the AI supply chain in partner countries and economies. This NOFO seeks to fund the establishment of a Silicon Highway: a digital-physical corridor that accelerates logistics and compliance operations among partner countries with cryptographic cargo verification, AI-expedited risk assessment, and pre-approved expedited processing early in the supply chain. The Department maintains its rights of use to intangible property created under this project per 2 CFR 200.315.

This effort seeks to address multiple facets of export control challenges. The first component will analyze trade data, create exemplary visualizations (e.g., dashboards), and train export control authorities to use data analysis for export control implementation. The second component will design, develop, and deploy a smartphone-accessible application for frontline officers to detect and identify export-controlled commodities. The third component will train recipients to effectively, responsively, and proactively engage regulated industry based on identified proliferation trends.

The U.S. Department of State invites eligible organizations to submit proposals for innovative, high-visibility public education and civic-engagement programs in the United Kingdom that deepen public understanding of the shared Anglo-American common law tradition, and/or to commemorate the 70th anniversary in 2027 of the American Bar Association’s unveiling of the Magna Carta Memorial in Runnymede, UK that honors the foundation of the rule of law. Priority will be given to ambitious initiatives that connect foundational principles, such as freedom of speech, due process, trial by jury, limited government, rule of law, property rights, taxation by consent, and ordered liberty to contemporary civic life.

The Public Diplomacy Section reserves the right to award less or more than the funds described under circumstances deemed to be in the best interest of the U.S. government, pending the availability of funds and approval of the designated grants officer.    Executive Summary  The U.S. Department of State’s Consulate General in Almaty, Kazakhstan announces an open competition to implement a program for the design and execution of two projects: Access Alumni Outreach and Engagement and English Access Scholarship Program (Access) for the 2026-2028 cycle. This program will reach two audiences in South Kazakhstan: up to 300 Access Program alumni (ages 16–30, cohorts 2016–2026) across Shymkent, Kyzylorda, Taraz, Turkistan, and Almaty, and 32 new Access students (ages 13–15, 2026–2028 cohort) from the Shymkent or Taraz areas.    For alumni, the 12-months program re-engages graduates through sustained activities that strengthen English, expand knowledge of U.S. history, culture, and Freedom 250 themes, and build professional networks across five cities.  For new students, a 20-month intensive English curriculum targets measurable proficiency gains, increased awareness of U.S. culture and values, and direct pathways to U.S. government-sponsored exchange and scholarship opportunities.    Both tracks...

This program will fund projects focused on technology-enabled strategies that improve adoptive matching, placement, and permanency for children in foster care awaiting adoption. The funds, awarded to four regional centers, will be used to design, implement and evaluate these strategies.These centers will focus on children with an adoption permanency goal or who are legally free for adoption due to child welfare involvement. Centers will partner with state, territorial, tribal, and local child welfare agencies and courts to develop secure, accessible technology solutions that improve how families are matched with children in need of permanent homes. Proposed solutions must be interoperable with existing systems and may include tools such as data-informed recruitment support, AI-assisted matching, and predictive analytics.Each center will strengthen data infrastructure, support continuous quality improvement, and develop scalable resources that jurisdictions nationwide can adopt. ACF will define four national service regions to ensure full U.S. coverage. Centers will provide regional innovation support, training, technical assistance, and dissemination of best practices while collaborating nationally on shared learning.Applicants will be expected to demonstrate measurable improvements in match timeliness, placement stability, and adoption finalization outcomes.

The purpose of this funding opportunity is to provide continued support to: (1) assist in the identification and development of a prioritized list of botanical ingredients based on safety concerns, trends and knowledge of botanical ingredients in foods, dietary supplements, and cosmetics marketed in the U.S.; (2) acquire, validate and characterize authenticated reference materials, including raw and processed plant materials and purified natural products of relevance to FDA for evaluation of safety; (3) exchange technical and scientific information, methods and reference material with FDA scientists and other stakeholders; (4) collaborate with FDA scientists in research areas of mutual interest; (5) coordinate scientific workshops, training and conferences on botanical topics of public health relevance to address high priority science and research needs. 

The purpose of this funding opportunity is to (1) improve information exchange and transfer among States, Federal and Foreign Agencies, industry, and consumers; (2) strengthen state activities through training, technical assistance, research, education, and support for States to participate in meetings that foster a cooperative shellfish program based on public health principles; and (3) promote efforts and projects, including research, that will contribute significantly to the ability states to identify and implement scientifically defensible food safety controls to reduce the risk of illness associated with molluscan shellfish consumption, including but not limited to, pathogenic Vibrio spp, Campylobacter, and Salmonella.
