The primary purpose of this Notice of Funding Opportunity (NOFO) is to support community-based efforts in tribal and migrant communities to strengthen families and protect children by preventing child abuse and neglect before it occurs. Funded projects will develop, operate, expand, enhance, and coordinate initiatives, programs, and activities to reduce the likelihood of child abuse and neglect, consistent with the goals outlined by Title II of the Child Abuse Prevention and Treatment Act (CAPTA). This legislation specifies that 1 percent of the available funding from Title II will be reserved to fund tribes, tribal organizations, and migrant programs. Projects will focus on building protective factors that help tribal and/or migrant children, youth, and families build resilience and develop skills, characteristics, knowledge, and relationships that decrease risk and contribute to positive outcomes. Successful projects will demonstrate measurable progress toward increasing access to family support and prevention services tailored to the needs of tribal and/or migrant families, improving child safety and well-being, and increasing knowledge and implementation of evidence-informed practices to prevent child abuse and neglect.

The purpose of this funding opportunity is to support the implementation and rigorous evaluation of existing Kinship Navigator Programs (KNPs). The goal is to increase the number of programs that qualify for federal Title IV-E Kinship Navigator funding by building strong evidence of improved outcomes for kinship caregivers and the children in their care. Strengthening the evidence base will position more programs for review by the Title IV-E Prevention Services Clearinghouse. This opportunity is intended for states and tribal communities that are not currently operating a Title IV-E Kinship Navigator Program.To achieve this goal, projects will focus on the following objectives: Administering KNP services, Collaborative planning, Evaluating the KNP, Complete a final evaluation report that demonstrates positive outcomes for kinship families.

The Administration for Native Americans (ANA) will be soliciting applications for the Native American Language Preservation and Maintenance program. This program funds for projects to support assessments of the status of native languages in established communities. In addition, it funds planning, designing, restoration, and implementing of native language curriculum and education projects to support a community's language preservation goals. Native American communities include American Indian tribes (federally-recognized and non-federally recognized), Native Hawaiians, Alaskan Natives, and Native American Pacific Islanders.

In response to a longstanding congressional mandate (P.L. 98-619, Departments of Labor, Health and Human Services, and Education and Related Agencies Appropriation Act, 1985), NIMHD invites applications from eligible institutions to establish a national coordinating center (CC) for the Research Centers in Minority Institutions (RCMIs) initiative. The RCMI CC will coordinate activities across funded RCMI U54 Centers, prospectively evaluate the overall RCMI program, and serve as a national resource to help these centers achieve their primary goals. The RCMI CC will be responsive to requests generated by RCMI site key personnel, NIMHD, NIH, the scientific community, and the general public.

The U.S. Department of State's Embassy Cairo announces an open competition to implement a teacher training program serving up to 200 Egyptian university English language teaching assistants, lecturers, and English instructors from across Egypt. This program advances U.S. strategic interests by promoting American culture, strengthening the U.S.-Egypt partnership, and projecting American influence through English language education.Participants will build professional knowledge and skills, enhance English language proficiency, develop a deeper understanding of American culture and values, and acquire the most current English language teaching methodologies — including the integration of artificial intelligence (AI) tools in English language instruction. The program will also foster practical life skills and professional development.The program includes a one-week intensive course on practical applications and best practices of Teaching English to Speakers of Other Languages (TESOL). Executive Summary: The U.S. Department of State’s Embassy Beirut, Lebanon announces an open competition to implement programs that promote U.S. priorities and strengthen ties between the United States and Lebanon. U.S. priorities include highlighting U.S.-led peace and stabilization efforts and advancing digital literacy to identify and counter false adversarial narratives and claims. All programs must include an American element, or connection with American expert(s), organization(s), or institution(s) that will promote increased understanding of U.S. policy and perspectives. Project Background, Goals, and Objectives The Public Diplomacy Section (PDS) invites proposals for programs that support the following U.S. Embassy Beirut priority program area: ·      Advance digital literacy, the use of artificial intelligence tools, and other instruments and forums to identify and counter false adversarial narratives and claims. Applicants are expected to identify their target audience, scope of work and effectively measure the results of their programs throughout the implementation period. This includes designing a comprehensive monitoring and evaluation plan, detailing how the project’s performance will be tracked over time, and outlining the approach and data collection strategies to be utilized. The Supply Chain Acceleration and Logistics Enablement (SCALE) Program supports organizations that help small businesses overcome operational, technical, workforce, and market access barriers that limit their ability to participate and grow as suppliers within strategically important industries. Through technical assistance, industry engagement, and other implementation focused activities, SCALE helps small businesses address identified supply chain constraints, strengthen supplier readiness, improve production capability, and expand participation in strategically important supply chains.

The goal of this funding opportunity is to increase the number of state and tribal child welfare agencies that replicate and implement an evidence-based Kinship Navigator Program (KNP) rated as promising, supported, or well-supported by the Title IV-E Prevention Services Clearinghouse. Tribal child welfare agencies may replicate one of the approved models and adapt program manuals as needed to align with tribal policies, practices, and culture, while maintaining the model"s core components; tribal consortia are encouraged to apply. Priority will be given to agencies that do not currently operate a Title IV-E Kinship Navigator Program as defined in Section 427(a)(1) of the Social Security Act. For organizations that are not state or tribal child welfare agencies applications should include documentation of partnership with the Title IV-E agency in implementing the Title IV-E Kinship Navigator program.The Evidence-Based Kinship Navigator Program that may be replicated are: Ohio"s Kinship Supports Intervention (ProtectOhio), Arizona Kinship Support Services, Colorado Kinnected Kinship Navigator Program, Foster Kinship Navigator Program, 30 Days to Family, Kinship Interdisciplinary Navigation Technologically Advanced Model (KIN-TECH), Washington State Kinship Navigator Program.Applicants must focus on one of the following priority areas in their application, which will be competed separately: (1) replicating an existing Clearinghouse-rated model, or (2) developing a Tribal adaptation of an existing Clearinghouse-rated model.

The Regional Partnership Grant (RPG) Program supports regional partnerships between child welfare, substance abuse treatment and juvenile or state courts. The goal is to support family-centered treatment programs and services for children who are in an out-of-home placement or are at risk of being placed in an out-of-home placement due to caregiver's substance abuse. Projects will also work to expand the scope of evidence-based services for families impacted by substance-use disorders. Projects are required to have regional partnerships with legislatively required partners, including a planning and implementation phase, to provide a cost-sharing match, and report on performance indicators. RPG funds may support family-based, comprehensive, long-term substance-use disorder treatment, including medication-assisted treatment and in-home substance-use disorder treatment and recovery services, as well as early intervention and prevention services, children and family counseling, mental health services, parenting skills training, and the replication of successful models for delivering family-based, comprehensive, long-term substance use disorder treatment services. This project is for one 60-month project period, comprised of five 12-month budget periods. It includes a Planning Phase and an Implementation Phase.

The Administration for Native Americans will be soliciting applications for the Native American Language Preservation and Maintenance - Esther Martinez Immersion program (EMI). The program funds community-based projects that ensure continuing vitality of Native languages through immersion-based instruction. Programs funded under EMI must meet the requirements for either a Native American Language Nest, or a Native American Survival School. As defined by Esther Martinez Native American Languages Preservation Act (42 U.S.C. § 2991b-3(b)(7)), Language Nests are "site-based educational programs that- (i) provide instruction and child care through the use of a Native American language for at least 5 children under the age of 7 for an average of at least 500 hours per year per student," and Native American Survival Schools are "site-based educational programs for school-age students that- (i) provide an average of at least 500 hours of instruction through the use of 1 or more Native American languages for at least 10 students for whom a Native American language survival school is their principal place of instruction."

The Administration for Native Americans announces the availability of Fiscal Year 2026 funds for community-based projects for the Environmental Regulatory Enhancement (ERE) program. The ERE program provides funding for the costs of planning, developing, and implementing programs designed to improve the capability of tribal governing bodies to regulate environmental quality pursuant to federal and tribal environmental laws.
