The U.S. Department of State’s Public Affairs Section (PAS) at U.S. Embassy Manama announces an open competition to support programs that advance high-tech research and innovation under the Comprehensive Strategic Integration and Prosperity Agreement (C-SIPA) between the United States, Bahrain, and the United Kingdom. C-SIPA strengthens trilateral cooperation under three pillars: 1) defense and security; 2) economic, commercial, and trade; and 3) science, technology, and network security. This initiative contributes to broader U.S. efforts to reinforce national security, expand economic opportunity, and promote trusted technology partnerships. A.   The U.S. Army Corps of Engineers (USACE) invites proposals for a project to conduct a comprehensive uncertainty analysis for new outflow rating equations associated with a critical water control structure on Lake Superior. The primary focus of this funding opportunity is to enhance the accuracy and reliability of discharge measurements, which are fundamental to the effective management of the Great Lakes system under the Lake Superior Regulation Plan. The base task, along with both options, are all tasks that are related to improving Lake Superior outflow regulation. However, these tasks are not interdependent. The base, option 1 and option 2, are simply a priority given to these tasks if funding should be available. Task 1: Current operational procedures for the structure’s gates include partially open settings that are not accounted for in historical rating equations. To address this, new rating equations are currently under development by a team at the University of Michigan using advanced physical and computational fluid dynamics (CFD) modeling. A key requirement for a successful proposal under this announcement is a well-defined plan for the awardee to work collaboratively and integrate their efforts with the existing University of Michigan modeling team. This partnership will be essential to ensure the resulting uncertainty analysis is robust and directly applicable to the new ratings. The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs (ECA) is pleased to announce an open competition for proposals to implement the FY 2026 Tech Youth program. Tech Youth is a new three-week, U.S.-based youth exchange that will equip young innovators with essential technical, leadership, and entrepreneurial skills to lead effectively and succeed in emerging industries. Participants will gain hands-on experience through job shadowing, site visits to U.S. companies, meetings with industry leaders, and intensive coursework and hands-on training. The program advances U.S. efforts to secure technological advantage over strategic competitors. The program will support approximately 96 American and international participants from select countries worldwide (approximately 72 English-speaking international high school students and 24 U.S. high school students) in pre-exchange activities, the three-week U.S.-based exchange (to be conducted in summer 2027), post-exchange alumni engagement, and implementation of required capstone projects that address real-world economic and business challenges.  Please see the Notice of Funding Opportunity for additional information.

The U.S. Creative Tech Exchange (U.S.CTX) is a new international arts exchange program that drives economic growth by connecting U.S. creative professionals and technologists with international peers working at the intersection of the arts and emerging technologies, especially artificial intelligence (AI).  The goal is to position American technology as a key driver of American innovation, economic, and cultural influence in art and technology, For the purposes of this program, “arts” refers specifically to architecture, creative coding and gaming, fashion, graphic design, music and immersive art such as virtual reality (VR), augmented reality (AR), and mixed reality (MR); but excludes film and television.   U.S.CTX will support up to 30 participants through short-term, hands-on activities such as collaborative labs, fellowships, workshops, and public showcases.     ECA will award one U.S.-based nonprofit or educational organization $1.32 million to design and implement the program in close coordination with ECA and U.S. embassies. Applicants should propose a concept that leverages their strengths and includes clear plans for recruitment, program delivery, and measurable outcomes in creative arts, economic impact, and public diplomacy. The goal of the Great Lakes Restoration Initiative is to target the most significant environmental problems in the Great Lakes ecosystem by funding and implementing projects that address these problems. As part of this initiative, the two bird habitat joint ventures that operate in the Great Lakes watershed – the Upper Mississippi / Great Lakes Joint Venture and the Atlantic Coast Joint Venture – will work with the Office of Conservation Investment program in the Midwest and Northeast Regions of the U.S. Fish and Wildlife Service to competitively fund partner projects for long-term habitat protection, restoration, or enhancement, to conserve habitats that support native Great Lakes fish and wildlife populations, particularly migratory birds. The U.S. Department of State’s Embassy Manila announces an open competition to implement a program to hold the Young Southeast Asian Leaders Initiative (YSEALI) Summit 2026 in Manila, Philippines. The in-person program advances U.S. strategic interests in the Indo-Pacific by promoting regional security, peace, and stability. By building awareness of and spurring action on regional security issues, including maritime, cyber, and energy security, the program will help advance a free and open Indo-Pacific for the combined one billion people of the United States and Southeast Asia. YSEALI is the flagship U.S. government initiative in Southeast Asia. Nearly 8,000 individuals have participated in YSEALI academic or professional fellowship exchanges, attended regional workshops, or implemented a small grant. Since 2016, the Department of State has convened competitively-selected YSEALI alumni for an annual summit to spur action around U.S. priorities. The successful applicant will provide a compliant plan for facilitating the substance of a six-day regional security-focused workshop (including two travel days) supporting 100 participants from the 11 ASEAN countries and potential additional self-funded participants.

The purpose of the CPPM program (Assistance Listing 10.329) is to provide funding for integrated, multifunctional agricultural research, Extension, and education activities. The goals and objectives of CPPM are to address high-priority issues related to pests, including insects, nematodes, pathogens, weeds, and other pests, and their management using IPM approaches at the state, regional, and national levels. The CPPM program supports projects that will ensure sufficient food production increase producer profitability, and respond effectively to other pest management challenges with comprehensive IPM approaches. Priority is given to proposals that address management of invasive species. The CPPM program also addresses IPM challenges for existing pest concerns that can be addressed more effectively with new and emerging technologies. The outcomes of the CPPM program are IPM practices and strategies needed to maintain agricultural profitability.

The Food for Progress Program provides for the donation of U.S. agricultural commodities to developing countries and emerging democracies committed to introducing and expanding free enterprise in the agricultural sector. The commodities are generally sold on the local market, and the proceeds are used to support agricultural development activities.   Per the Food Security Act of 1985, (7 U.S.C. § 1736o(d)), the Food for Progress Program has six specific objectives:  Access, on the part of farmers in the country, to private, competitive markets for their products;  Market pricing of eligible commodities to foster adequate private sector incentives to individual farmers to produce food on a regular basis for the country’s domestic needs;  Establishment of market-determined foreign exchange rates;  Timely availability of production inputs (such as seed, fertilizer, or pesticides) to farmers;  Access to technologies appropriate to the level of agricultural development in country; and  Construction of facilities and distribution systems necessary to handle perishable products.    These can be summarized through two high-level strategic objectives: (1) increase agricultural productivity, and (2) expand trade of agricultural products (domestically, regionally, and/or internationally). Administration at the U.S. Department of Labor (Labor), is soliciting applications in support of the administration of the TRIO Training Program on behalf of the U.S. Department of Education (ED). The purpose of the Training Program for Federal TRIO Programs (Training Program) provides grants to train the staff and leadership personnel employed in, participating in, or preparing for employment in, projects funded under the Federal TRIO Programs, to improve project operation.

The Center for Inherited Disease Research (CIDR) high-throughput genotyping, sequencing and supporting statistical genetics services are designed to aid the identification of genes or genetic modifications that contribute to human health and disease or to enhance existing collections of well-phenotyped specimens in biorepositories by the addition of genotype or next-generation sequence data. The laboratory specializes in genomic services that cannot be efficiently carried out in individual investigator laboratories. CIDR provides the most up-to-date platforms, services and statistical genetic support. This is an NIH-wide initiative that is managed by NHGRI. Through WaterSMART, the Bureau of Reclamation (Reclamation) leverages Federal and non-Federal funding to work cooperatively with States, Tribes, and local entities as they plan and implement actions to increase water supply and hydropower reliability. As the Intent of the FY26 BCRP Era of Hope Scholar Award is to recognize creative and innovative individuals rather than projects, the award’s central features include the Principal Investigator’s (PI’s) demonstrated ability to go beyond conventional thinking in their field and the innovative and meaningful contributions that they can make toward ending breast cancer. The Era of Hope Scholar Award requires exceptionally talented scientists that are among “the best and the brightest” in their field(s), with demonstrated experience forming effective partnerships and collaborations and strong potential for future leadership in breast cancer research. The intent of this award mechanism is to increase the clinically relevant impact of breast cancer patient participation in clinical studies by addressing the knowledge lost due to early trial termination, limited patient follow-up, or suboptimal sample and/or data collection and analysis. Description: RTL is designed to: (1) promote school readiness and academic achievement through the development and dissemination of accessible instructional programming for preschool and elementary school children and their families; (2) develop and disseminate programming and digital content containing Ready to Learn programming that is specially designed for nationwide distribution over public television stations’ digital broadcasting channels and the Internet; and (3) Produce educational outreach materials and programs that are designed to deepen and extend the effectiveness of the educational television and interactive. RTL accomplishes this by providing grants to support the creation of nationally distributed educational media content that meets the highest standards of educational quality. RTL television and digital media products focus on developmentally appropriate curriculum frameworks that align with widely accepted learning standards. 

This announcement (NOFO) encourages applications for multi-center clinical trials focused on neurological emergencies. Successful applicants will collaborate and conduct the trial within the NIH SIREN Network. The NIH SIREN Clinical Coordinating Center (CCC) will work with the successful applicants to implement the proposed trial efficiently and the SIREN Data Coordinating Center (DCC) will provide statistical and data management support. The NIH SIREN hubs and their affiliated clinical sites will provide on-site implementation of the clinical protocols.The NIH SIREN Network will also be uniquely poised to collaborate with other US and international consortia necessary to conduct larger, definitive trials of promising interventions for neurological emergencies.Multi-center clinical trials in stroke treatment, recovery, or prevention supported by NINDS will be conducted in the NIH StrokeNet, and not within SIREN. The purpose of this document is to advise the public that NOAA/NOS/National Centers for Coastal Ocean Science (NCCOS) Competitive Research Program (NCCOS/CRP) [formerly Center for Sponsored Coastal Ocean Research (CSCOR)/Coastal Ocean Program (COP)] is soliciting proposals for the Prevention, Control and Mitigation of Harmful Algal Bloom (PCMHAB) program. The PCMHAB program seeks to develop and transition technologies and strategies for preventing, controlling, or mitigating harmful algal blooms and their impacts. For this announcement, PCMHAB will prioritize proposals focused on the comprehensive testing of harmful algal bloom control technologies that fit one of the two following focal areas: (1) promising control technologies that are in need of further testing to prove feasibility; and (2) proven control technologies that are still in need of large-scale field testing or that are already approved related control technologies (e.g., freshwater harmful algal blooms, oil spills, etc.) that could be transferable to harmful algal blooms in the marine environment. Funding is contingent upon availability of Federal appropriations. It is anticipated that approximately $2,500,000 may be available to support the first year of three to five projects. Proposals may request up to $500,000 per year for up to 3 years (focal area 1) or up to $1,000,000 per year for up to 5 years. The National Coastal Wetlands Conservation Grant Program supports the long‐term conservation of coastal wetland ecosystems for the benefit of coastal communities, fish and wildlife and their habitats, and the recreating public. The Program provides designated State and Territory agencies with cost sharing awards for projects that protect and restore valuable coastal wetland resources. Projects may include the acquisition of real property interests in a coastal wetland ecosystem and the restoration, enhancement, or management of coastal wetlands.Coastal wetlands are valued because they protect against flooding, help maintain water quality, and provide habitats for fish and wildlife. Coastal environments are also important economically, generating billions of dollars annually through recreational and commercial fishing, boating, and tourism.The Program is co-administered by the U.S. Fish and Wildlife Service's Coastal Program and the Office of Conservation Investment.
