The purpose of this Notice of Opportunity Announcement (NOFO) is to invite applications proposing the innovative analysis of existing social science, behavioral, administrative, and neuroimaging data to study the etiology and epidemiology of drug using behaviors (defined as alcohol, tobacco, prescription and other drug) and related disorders, prevention of drug use and HIV, and health service utilization. This FOA encourages the analyses of public use and other extant community-based or clinical datasets to their full potential in order to increase our knowledge of etiology, trajectories of drug using behaviors and their consequences including morbidity and mortality, risk and resilience in the development of psychopathology, strategies to guide the development, testing, implementation, and delivery of high quality, effective and efficient services for the prevention and treatment of drug abuse and HIV.

The Alaska Native Claims Settlement Act (ANCSA) of 1971 included the transfer of 44 million acres to Alaska Native regional and village corporations. Some of these lands became contaminated prior to conveyance (transfer) from a variety of past activities such as fuel storage, power generation, waste handling practices, mining, and other activities. These contaminants can pose health concerns to Alaska Native communities, impact subsistence resources, and impair economic activity. Congress appropriated funding starting in fiscal year 2023 for EPA to establish and implement a grant program to assist Tribal entities in Alaska with addressing contamination on ANCSA lands that were contaminated prior to the time of conveyance. Grants may be used for site assessment and remediation, as well as related community outreach and involvement. Eligible entities include Alaska Native regional and village corporations, federally recognized Tribes in Alaska, Alaska Native nonprofit associations, and inter-tribal consortia comprised of Alaskan tribal entities. The overarching purpose of this Funding Opportunity Announcement (FOA) is to promote the discovery and/or early evaluation of strong candidate biomarkers and biomarker signatures that can be used as tools to facilitate the clinical development of neurotherapeutics and their use in clinical practice. Specifically, the focus of this FOA is on the identification and initial biological, analytical and clinical evaluation of biomarkers and biomarker signatures for neurological and neuromuscular disorders. Although research supported by this FOA can include animal studies, it must also include preliminary human evaluation using carefully standardized human samples or datasets. The goal of this initiative is to deliver candidate biomarkers or biomarker signatures that are ready for definitive analytical and clinical validation studies.
