This is a Notice of Funding Opportunity (NOFO) is for a Limited Competition that will invite applications from eligible organizations to apply. Please see Section III. Eligibility, for additional information. In accordance with NIH standard peer-review processes, the applications will be peer-reviewed, and only meritorious applications will be considered for funding. This NOFO will renew the HEALthy Brain and Child Development (HBCD) Consortium Administrative Core (HCAC) and Data Coordinating Center (HDCC).The HBCD Study is a nationwide, multi-site, longitudinal study that follows children from birth through childhood. The study examines brain and behavioral development, with a focus on how prenatal substance exposure affects health outcomes.The HBCD Consortium consists of three highly integrated components: (1) a set of linked Research Project Sites, (2) a single overall HCAC; and (3) a single central HDCC. As such, this NOFO runs in parallel with a companion NOFO that solicits applications for linked research sites (RFA-DA-27-013). It is expected that investigators, upon funding, will work jointly with NIH scientific staff to assist, guide, coordinate, or participate in project activities.

The Office of the Assistant Secretary for Health (OASH), Office of Population Affairs (OPA) anticipates the availability of funds for Fiscal Year (FY) 2026 grants under the authority of Division B of the Consolidated Appropriations Act, 2026 (Public Law No. 119–75). Through a competitive NOFO, OPA will seek applications to establish and operate a National Training Center for Teen Pregnancy Prevention (TPP) to provide training and technical assistance (TTA) to all OPA-funded TPP program recipients. All activities funded under this NOFO must be in compliance with statutory requirements and are expected to be in alignment with the Priorities of the Office of the Assistant Secretary for Health, available at https://health.gov/priorities.This funding opportunity aims to establish and operate a national training center (NTC) for TPP grant recipients that will provide TTA to build their capacity to effectively deliver high quality services and programs and have the greatest impact on meeting their project"s goals. The primary audience for the training center is OPA-funded TPP grant recipients. Many of these grant recipients rely on sub-recipients and partners to directly deliver services and implement programs, therefore OPA expects the funded training center to provide TTA at the grant recipient, sub-recipient, and implementation partner level to support grant recipient and the efforts of their network.

OPA"s Embryo Adoption Awareness and Services program aims to increase public awareness of embryo adoption as a method of family building and to provide individuals adopting embryos the medical and administrative services deemed necessary for such adoptions. Recipients of the EAA program should be individuals that are currently involved, soon may be involved, or are interested in adopting or donating embryos, and the medical facilities/providers involved in assisting those individuals with embryo adoption and donation.
