YSEALI AFP will include approximately 16 institutes—eight in spring 2027 and eight in fall 2027—for approximately 285 undergraduate and recent graduates from Southeast Asia. Each institute will be on one of four themes: Economic Prosperity, Liberty and Freedom, Natural Resources, and Peace and Security. The Tax Counseling for the Elderly (TCE) Program offers FREE tax help to individuals who are age 60 or older. Section 163 of the Revenue Act of 1978, Public Law No. 95-600, 92 Stat. 2810, November 6, 1978, authorizes this cooperative agreement. The Act authorizes the Internal Revenue Service (IRS) to enter into agreements with private or public nonprofit agencies and organizations, which will provide training and technical assistance to volunteers who provide FREE tax counseling and assistance to elderly individuals in the preparation of their federal income tax returns. This Act authorizes an appropriation of special funds, in the form of grants, to provide tax assistance to persons age 60 years of age or older. The IRS receives the funds as a line item in the appropriation. The total funds are distributed to the grant recipients for their expenses. Eligible agencies and organizations compete for acceptance as a TCE grant recipient in compliance with the Federal Grant and Cooperative Agreement Act of 1977, Public Law No. 95-224, 92 Stat. 3, February 3, 1978, codified at 31 USC Chapter 63. Applicants must be experienced in coordinating volunteer programs, with experience in income tax return preparation. Eligible agencies and organizations receive grants to conduct local TCE Programs. The Tribal Colleges and Universities Program (TCUP) provides awards to federally recognized1 Tribal Colleges and Universities, Alaska Native-serving institutions, and Native Hawaiian-serving institutions to promote high quality science (including sociology, psychology, anthropology, linguistics, economics and bioeconomics, statistics, and other social and behavioral sciences; natural sciences; computer science, including, but not limited to, artificial intelligence, quantum information science, and cybersecurity), technology, engineering and mathematics (STEM), STEM education, research, and outreach. Support is available to TCUP-eligible institutions (see the Additional Eligibility subsection of Section IV of this solicitation) for transformative capacity-building or community engagement projects through Instructional Capacity Excellence in TCUP Institutions (ICE-TI), Targeted STEM Infusion Projects (TSIP),TCUP for Secondary and Elementary Teachers in STEM (TSETS), TCU Enterprise Advancement Centers (TEA Centers), Cyberinfrastructure Health, Assistance, and Improvements (CHAI), and Preparing for TCUP Implementation (Pre-TI). The NSF EPSCoR Graduate Fellowship Program (EGFP) provides an opportunity for applicants who received the distinction of GRFP Honorable Mention no more than three years before the proposal due date to be named NSF EPSCoR Graduate Fellows and obtain financial support for their graduate education at an institution in an EPSCoR jurisdiction. EGFP aims to enhance the capacity and competitiveness of EPSCoR jurisdictions by providing funding to graduate degree-awarding institutions to support NSF EPSCoR Graduate Fellows as they pursue graduate degrees in the disciplines specified by the NSF Directorates and Office that are participating in the EGFP funding program. Fellows may pursue degrees in field that differ from the field or sub-field of studythat the GRFP Honorable Mention recipients previously listed in their GRFP application. EGFP awards will be made to institutions in EPSCoR jurisdictions. Awards will provide three years of stipend and associated cost-of-education allowance for each NSF EPSCoR Graduate Fellow.
