--------- AMENDMENT 1 SYNOPSIS - POSTED 5/21/2026 ---------- This Amendment No. 1 amends the Fiscal Year (FY) 2023 and 2024 National Scenic Byways Program (NSBP) NOFO announcement first published on September 17, 2024. This amended NOFO among other things amends the NOFO to align with the current Administration’s priorities and policies and provides an opportunity for prior applicants to update their applications in response to requested changes in the amendment. A redline version of the amended NOFO that identifies changes is provided in addition to the clean version. Applicants who applied for funding under the FY 2023-2024 NSBP NOFO in accordance with original NOFO requirements prior to the December 16, 2024 deadline will have up to 21 days from the posted date of Amendment No. 1 to retain, amend, or withdraw their original application. The goal of the NAWCA program in Canada is to promote partnerships between public agencies and groups interested in:• Protecting, improving, restoring, and managing an appropriate distribution and variety of wetland ecosystems and other habitats for wetlands-associated migratory birds and other fish and wildlife in North America;• maintaining and improving the current distribution of wetlands-associated migratory bird populations; and• sustaining an abundance of waterfowl (ducks, geese, and swans) and other populations of wetlands-associated migratory birds consistent with the objectives of the North American Waterfowl Management Plan, U.S. Shorebird Conservation Plan, Waterbird Conservation Plan for the Americas, Partners in Flight Bird Conservation Plan, and other international obligations contained in the treaties and migratory bird conventions and other agreements with Canada, Mexico, and other countries.• The program requires a minimum 1:1 non-federal match. Program Description: The Bureau of Indian Education at the U.S. Department of Interior (DOI) is soliciting applications in support of the administration of the State Tribal Education Partnerships (STEP) program on behalf of the U.S. Department of Education (ED). The purpose of State Tribal Education Partnership (STEP) is to promote Tribal self-determination in education; improve the academic achievement of Indian children and youth; and promote the coordination and collaboration between Tribal Educational Agencies (TEAs), State Educational Agencies (SEAs), and Local Educational Agencies (LEAs) to meet the unique education and culturally related academic needs of Indian students. STEP is authorized under section 6132 of the Elementary and Secondary Education Act, as amended (ESEA). The intent of this competition is to return education to the Tribes and create opportunities where Tribes can exert sovereignty and self-determination. ED expects that TEA-SEA-LEA coordination will result in TEAs maintaining greater systemic connections with their Native children in public schools. Description: The Department of Veterans Affairs (VA) is announcing the availability of funds for new and renewing suicide prevention grants under the Staff Sergeant Fox Suicide Prevention Grant Program (SSG Fox SPGP) for services in Federal Fiscal Year (FY) 2027.  The SSG Fox SPGP directs efforts to reduce Veteran suicide by awarding grants to community-based organizations to directly provide or coordinate the provision of primarily non-clinical suicide prevention services to eligible individuals and their families. Eligible individuals include certain Veterans and Active-Duty Service Members as defined by statute and regulations. Veteran suicide risk is reduced by services that improve mental health status, well-being, financial stability, and social support. Services provided by grantees may include case management, peer support, linkage to VA care and benefits, emergency clinical services, faith-based or innovative approaches. Most Veterans who die by suicide were not engaged with VA in the years prior to their deaths. In FY 2026, under Assistance Listing 10.330, ASAFS will support the development of improved alfalfa seed and forage production systems, practices, and supporting technologies. The U.S. Department of State Bureau of Counterterrorism (CT) announces a funding opportunity to establish a Western Hemisphere Counterterrorism Legal and Financial Disruption Program. The program will strengthen recipients’ ability to hold Foreign Terrorist Organizations (FTOs) accountable by improving legal frameworks and disrupting their financial networks. This initiative supports the 2025 National Security Strategy and the Department’s Agency Strategic Plan by deepening regional partnerships to enhance security, counter transnational threats, and protect U.S. interests in the Western Hemisphere. The program will deliver structured legal and financial-disruption training for investigators, prosecutors, and judges across Latin America and the Caribbean. It will focus on investigating, prosecuting, and adjudicating terrorism cases and dismantling FTO networks, including their links to terrorist financing and transnational criminal organizations. The U.S. Geological Survey Southwest Biological Science Center (SBSC) seeks to provide financial assistance for a research project to help build a program to use new remote sensing platforms to improve understanding of how southwestern U.S. ecosystems work and for management options that can best provide ecosystem services in these challenging ecosystems. This program will focus on remote sensing tools that are best for dryland ecosystems, on biological soil crust communities, and on using remote sensing to inform land management options. The work will also focus on using artificial intelligence (AI), machine learning, and other cutting edge data analysis tools to analyze a range and scale of data that was previously not possible.Nearly 40% of the United States are arid and semiarid ecosystems, thus these drylands are both vast and important. At the same time, remote sensing challenges unique to drylands have made landscape-scale assessments of drylands challenging and thus the power of remote sensing tools has lagged behind their use in more mesic ecosystems. A central goal of the BRAIN Initiative is to understand how electrical and chemical signals code information in neural circuits and give rise to sensations, thoughts, emotions and actions. While currently available technologies can provide some understanding, they may not be sufficient to accomplish this goal. For example, non-invasive technologies are low resolution and/or provide indirect measures such as blood flow, which are imprecise; invasive technologies can provide information at the level of single neurons producing the fundamental biophysical signals, but they can only be applied to tens or hundreds of neurons, out of a total number in the human brain estimated at 85 billion.Other BRAIN FOAs seek to develop novel technology (RFA-NS-17-003) or to optimize existing technology ready for in-vivo proof-of-concept testing and collection of preliminary data (RFA-NS-17-004) for recording or manipulating neural activity on a scale that is beyond what is currently possible. The purpose of the SCRI program is to address the critical needs of the specialty crops industries (as defined in Appendix III) by awarding grants to support research and extension that address key challenges of national, regional, and multi-state importance in sustaining all components of food and agriculture, including conventional and organic food production systems. The program recognizes that for some specialty crops that are grown in a limited number of states, the multi-state nature of projects can be difficult to address. Except for Research and Extension Planning Projects, the SCRI program only considers projects that integrate research and extension activities. Applicants are strongly encouraged to propose a unique approach to solving problems facing the specialty crop industry using a systems approach.

The Consolidated Appropriations Act of 2023 (Public Law 117-328, Sec 644) reauthorized the Japanese American Confinement Sites (JACS) Grant Program and established the Norman Y. Mineta Japanese American Confinement Education (JACE) grants, which seeks to educate the public about the historical importance of understanding Japanese American confinement in the United States during World War II, so that present and future generations may learn from Japanese American confinement and the commitment of the United States to equal justice under the law.Through a competitive grant process, the Norman Y. Mineta Japanese American Confinement Education (JACE) grants will provide financial assistance to Japanese American organizations for large impactful education projects. Up to $10 million was authorized for the life of the JACE grants. Individual awards shall be in an amount not less than $750,000. The Japanese American Confinement Sites Grant Program provides financial assistance to organizations and entities working to preserve historic Japanese American confinement sites and their history, including: private nonprofit organizations; educational institutions; state, local, and tribal governments; and other public entities, for the preservation and interpretation of U.S. confinement sites where Japanese Americans were detained during World War II. The authorizing legislation for the Japanese American Confinement Sites Grant Program identifies up to $38 million for the entire life of the grant program for projects to identify, research, evaluate, interpret, protect, restore, repair, and acquire historic confinement sites in order that present and future generations may learn and gain inspiration from these sites and that these sites will demonstrate the Nation"s commitment to equal justice under the law (Public Law 109-441, 120 Stat. 3288; as amended by Public Law 111-88).
