The purpose of the Rural Communities Opioid Response Program-Technical Assistance (RCORP-TA) is to connect rural communities with high-quality, comprehensive, and tailored resources and supports to implement and sustain behavioral health care, including prevention, treatment, and recovery services, to address the opioid epidemic and related substance use concerns in rural areas. RCORP-TA supports and complements other RCORP investments to address the crisis of substance use disorder, including opioid use disorder, in rural areas, prevent substance misuse and its impacts, and promote long-term, sustained well-being.

This notice solicits applications for practical, data-driven, and scalable projects that support States, Tribal communities, healthcare systems, or community-based organizations in collecting, analyzing, and reporting information related to access to medical forensic examinations for women and girl survivors of sexual assault. Projects funded under this initiative should identify barriers, service gaps, workforce shortages, geographic gaps, wait times, and system-level challenges impacting women and girl survivor access to timely, forensic healthcare services.

The ATTAIN Competitive Grant Program will provide funding to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. Eligible applicants for ATTAIN Competitive Grant Program funds are: • State or local governments; • transit agencies; • metropolitan planning organizations; • other political subdivisions of a State or local government (such as publicly owned toll or port authorities); • multijurisdictional groups; or • consortiums of research institutions or academic institutions. ATTAIN requires a minimum non-Federal cost share of 20 percent. Applications that do not provide at least the minimum non-Federal cost share will be classified as ineligible.

This NOFO will award up to $350 million in FY 2026 funding via cost reimbursable grants. The actual amount available to be awarded under this notice will be subject to the availability of funds. Eligible States (See Additional Eligibility information below) with greater than 14 percent of total bridges classified in poor condition are to receive no less than $32.5 million, provided the State submits eligible application(s) with a total value that meets or exceeds $32.5 million. There is no minimum award amount for States that do not meet this condition. No State shall be awarded more than $55 million. Under FY 2026 CHBP, the Federal share of the cost is in accordance with 23 United States Code (U.S.C.) § 120. See Section B for more details. Applicants that do not provide at least the minimum non-Federal cost share will be classified as ineligible.

The primary goal of the Native American Resource Center (NARC) will be to enhance the knowledge about older adults in American Indian, Alaskan Native, and Native Hawaiin (AI/AN/NH), community, thereby increase and improve the delivery of services to elders. The NARC will focus on the development and provision of technical information. The NARC's will have a national focus and direct its resource to one or more of the primary concerns in their application which includes health issues, long term care, including in-home care; elder abuse; and other problems and issues facing AI, AN and NH older populations. The NARC's objective will be to 1) gather information, 2) performance research, and 3) provide dissemination of results of research and provide technical assistance and training, to entities that provide services to the targeted older adult population in the AI, AN, and NH communities. Applicants should include anticipated program outcomes, how the outcomes will be measured, and the overall success of the program/activities and how they will be determined.

Grants awarded under this announcement are to provide disaster reimbursement and assistance funds to those State Units on Aging (SUAs), and federally recognized Tribal Organizations who are currently receiving a grant under Title VI of the Older Americans Act (OAA), as amended. Total funding available for disaster assistance is subject to the availability of funds appropriated. The estimated number of awards is seven with a one year project period. Funds may only be used in those areas designated in the Major Disaster Declaration issued by the President of the United States under the Robert T. Stafford Relief and emergency Assistance Act. Funds typically are for the following OAA Title III types of gap-filling services: outreach, information and assistance, counseling, case management, advocacy on behalf of older persons, additional food and meals, supplies, damaged senior center equipment replacement, staff overtime, emergency medications, transportation and other such immediate needs. OAA funds may be sed for permissible expenses incurred which are not or cannot be paid for through other disaster funding resources. Applicants should talk with State, Tribal, and local Emergency Managers to determine what funds may be available through other resources before applying for OAA funding.
