The African Union is a market of nearly 1.4 billion people with a combined GDP of over $3 trillion across its member states. Despite the enormous U.S.-Africa trade potential, barriers like limited awareness of American business practices, insufficient business networks connecting U.S. and African firms, and market access obstacles that directly limit trade and investment flows has kept trade levels low. Our previous commercial diplomacy initiatives show that direct engagement between U.S. and African companies, supported by U.S. commercial expertise, can drive measurable increases in business partnerships and investment capacity. The U.S. Mission to the African Union (USAU) public diplomacy section invites proposals that advance U.S. commercial diplomacy by strengthening U.S.-Africa trade and investment ties and expanding opportunities for U.S. companies in African markets. Programs must clearly support U.S. economic interest, expand opportunities for U.S. businesses, and promote U.S. b...

This project seeks to counter the ability of terrorist organizations, including ISIS-K, to exploit vulnerabilities in Tajikistan’s anti-money laundering and financing of terrorism (AML/CFT) regime to finance external operations targeting the U.S. Homeland and interests abroad. The Financial Action Task Force (FATF) has called attention to multiple deficiencies in Tajikistan’s AML/CFT regime, including terrorist financing investigations and domestic coordination capabilities. FATF has also highlighted Tajikistan’s ability to conduct parallel financial investigations is impeded due to limited ability to access and utilize financial data, legal system time constraints, and a lack of trained financial investigators. The project should provide technical assistance, a tailored curriculum, and case-based mentoring to strengthen Tajikistan’s ability to successfully investigate and prosecute terrorist financing cases, in line with FATF standards.

ISIS-K uses sophisticated, multilingual online propaganda—including on social media, gaming platforms, and via generative AI—to target vulnerable labor migrants from Central Asia working abroad. This recruitment pipeline creates a persistent risk that seemingly localized radicalization abroad can translate into attacks on U.S. soil or against U.S. persons and assets in key transit hubs. This project is intended to advance early investigative interventions in this recruitment pipeline to close pathways that terrorists can use to move people, money, and operational guidance toward targets in the United States. Programs must clearly support U.S. economic interest, expand opportunities for U.S. businesses, and promote U.S. best practices while delivering mutual economic benefit. The target audience include business associations, private-sector intermediaries, commercial institutions and other stakeholders that can facilitate and expand U.S. business engagement.Project goal: the goal of this program is to deepen U.S.-Africa economic ties by expanding trade and investment connections. The program objectives include:• Expanding U.S.–Africa trade and investment connections.• Promoting innovation and technology transfer using U.S. solutions.• Increasing economic opportunities in ways that support U.S. commercial engage...

The U.S. Department of State’s Bureau of Counterterrorism (CT) announces a Notice of Funding Opportunity for projects that counter ISIS-K’s online radicalization and recruitment of Central Asian foreign workers, particularly Tajik and Uzbek speakers. Activities may include online peer engagement to address isolation among foreign workers; pre-departure and on-arrival consultations; digital literacy training; measures to strengthen trust between local law enforcement and communities to encourage reporting; enhancement of information-sharing platforms; enhanced digital forensics capabilities; and partnerships with experts and non-governmental organizations to identify and disrupt terrorist recruitment online, thereby reducing threats to the U.S. This project should also provide technical assistance to Central Asian law enforcement partners to improve their ability to identify and investigate digital evidence of terrorist recruitment efforts leading to counterterrorism pro...

The U.S. Department of State's Bureau of Counterterrorism (CT) announces a funding opportunity for a 15-month results-focused cooperative agreement to improve the counterterrorism capabilities of one of the advanced tactical law enforcement units within Kenya’s Administrative Police Services (APS) tasked with securing the border with Somalia. Through the provision of training and necessary equipment, this program will improve operational readiness through three lines of effort: 1) low-light and night-vision ability; 2) using unmanned aircraft systems (UAS) for intelligence, reconnaissance, and surveillance (ISR) purposes; and 3) organic explosive ordnance disposal (EOD) capability. In the Kenyan context, the overall outcome of this program is to further the tactical development of these three skills in order to enhance the security surrounding the Manda Bay Military Base (also known as “Camp Simba”) along the eastern border with Somalia. The military base in Kenya’s Lamu County region is critical to the protection of U.S. military assets and personnel. By strengthening Kenya's ability to secure its border with Somalia, this program directly protects American servicemembers stationed at Manda Bay and prevents terrorists from conducting attacks that threaten American citizens and U.S. interests.
