This Notice of Funding Opportunity (NOFO) supports strengthening country systems to detect, notify, and respond to outbreaks in alignment with the 7-1-7 target. Activities under this award are intended for implementation outside the United States and its territories. Building on previous outbreak experience and other international health emergencies, this NOFO advances American interests by reinforcing systems that protect both the United States and recipient nations. Activities focus on improving early detection of biological threats, timely notification across sectors and borders, and effective response to contain outbreaks before they spread. Efforts include strengthening surveillance, expanding laboratory readiness, enhancing information flows, and improving response operations to reduce health and economic effects. These activities emphasize burden sharing, accountability, and efficiency to ensure benefits to Americans at home and abroad, while supporting recipient nations in achieving long-term self-reliance and stability.

This Notice of Funding Opportunity (NOFO) seeks to build upon activities funded by CDC to support Global Health Security (GHS) in the Democratic Republic of Congo through implementation of programs and activities that focus on protecting and improving health globally through partnerships with Ministries of Health and other governmental institutions. The main outcomes of this NOFO are the following: (1) Improve prevention of avoidable epidemics including naturally occurring outbreaks and intentional or accidental releases of dangerous pathogens; (2) Improve ability to rapidly detect threats early, including detecting, characterizing, and reporting emerging public health threats;(3) Improve capacity of rapidly and effectively responding to infectious diseases and public health threats of international concern.

For over forty years, the U.S. Centers for Disease Control and Prevention (CDC) has partnered with the Government of Kenya (GoK) to protect the health of the Kenyan people and strengthen health systems. The United States Government remains the largest investor in Kenya"s health sector. This investment includes PEPFAR (President"s Emergency Plan for AIDS Relief), GHS (Global Health Security), Malaria, TB, Immunizations and Influenza. This Notice of Funding Opportunity (NOFO) seeks to build upon activities funded by CDC to support USG global health priorities in Kenya through implementation of programs and activities that focus on strengthening public health programs. After five years of implementing and strengthening global health security systems, the USG will continue to advance strategies to prevent, detect, and respond to public health threats. This NOFO"s main outcomes are to: 1) Improve prevention of avoidable epidemics including naturally occurring outbreaks and intentional or accidental releases of dangerous pathogens, 2) Improve ability to rapidly detect threats early, including detecting, characterizing, and reporting emerging biological threats, 3) Respond rapidly and effectively to public health threats of international concern, 4) Strengthen implementation science programs and platforms to improve health outcomes.

This Notice of Funding Opportunity (NOFO) seeks to build upon activities funded by CDC to support Global Health Security (GHS) through implementation of programs and activities that focus on protecting and improving health globally through partnerships with Ministries of Health and other governmental institutions. This NOFO will build on lessons learned from the global COVID outbreak and other significant public health events. After ten years of implementing and strengthening global health security systems, the U.S. Government (USG) will continue to advance strategies to prevent, detect, and respond to public health threats. This NOFO's main outcomes are to: 1) Improve prevention of avoidable epidemics including naturally occurring outbreaks and intentional or accidental releases of dangerous pathogens; 2) Improve ability to rapidly detect threats early, including detecting characterizing, and reporting emerging biological threats; 3) Responding rapidly and effectively to public health threats of international concern.

The purpose of this NOFO is to continue strengthening Uganda"s capacities for rapid detection and effective and efficient response to health threats. The focus of this NOFO is based on gaps outlined by the 2023 Joint External Evaluation of Uganda"s Global Health Security capacities including but not limited to surveillance, laboratory, rapid response, and countermeasures for priority human and zoonotic diseases, water- multi-hazard multi-sectoral preparedness in connection with Uganda"s National Action Plan for Health Security. Support national legislation for, and operationalization of functional, real-time funding for health emergencies - establishing a national border health program-rolling out a functional electronic platform expanding the National Integrated Surveillance System (NISS) linking surveillance, laboratory, notification, emergency responses, reporting, and workforce tracking data related to human and zoonotic priority diseases.

The National Earthquake Hazards Reduction Program (NEHRP) is a coordinating program for earthquake monitoring, research, implementation, education, and outreach activities developed and conducted by these four agencies: • Federal Emergency Management Agency• National Institute of Standards and Technology• National Science Foundation, and• U.S. Geological Survey​FEMA awards competitive grants to nonprofit organizations and institutions of higher education that possess the critical skills necessary to develop and implement regional (multi-state) and/or national earthquake risk mitigation activities on behalf of states and territories participating in the FEMA NEHRP State Assistance program.This notice funds multi-state and national activities and is not intended to assist any one particular state or territory. Priorities include: Support for the Eastern and Western assistance regions; Support for Seismic Community Professional Development; Support for Business Sector Outreach; and Support for the annual earthquake preparedness drills (ShakeOut) for individuals and communities.​ All activities funded by the MSNEA grant program must be consistent with the NEHRP vision, mission, and strategic goals.

The National Earthquake Hazards Reduction Program (NEHRP) is a coordinating program for earthquake monitoring, research, implementation, education, and outreach activities developed and conducted by these four agencies: • Federal Emergency Management Agency• National Institute of Standards and Technology• National Science Foundation, and• U.S. Geological SurveyFEMA awards non-competitive, grants to eligible states and territories with high to very high seismic risks to fund one or more of the following allowable activities. The purpose is to support the establishment of earthquake hazards reduction programming and the implementation of earthquake safety, mitigation, and resilience activities at the state and local level.In accordance with this Individual State Earthquake Assistance (ISEA) NOFO, funds available to eligible states and territories classified as having a high or very high risk of earthquakes. Participation in this funding opportunity is limited to states and territories that can provide a statutory non-federal cost share of 25%. However, the cost share requirement does not apply to territories classified as "Insular Areas," such as the U.S. Virgin Islands, which are still eligible to participate in the program.All activities funded by the ISEA grant program must be consistent with the NEHRP vision, mission, and strategic goals.

The U.S. Geological Survey's (USGS) Fort Collins Science Center is offering a cooperative-agreement funding opportunity to a CESU partner having capability to conduct research and studies related to the long-term demography of bumble bees, with a focus on imperiled species. The research will focus on Bombus affinis (rusty patched bumble bee), the previously-widespread bumble bee species whose populations have declined precipitously over the past two decades. This project will leverage collaborations to incorporate expertise in bumble bee ecology into a large existing project supporting the recovery of endangered and imperiled bumble bees. Current research interests include (1) the establishment and maintenance of site surveys to document long-term trends of rusty patched bumble bee, (2) studies that explore novel technologies for the monitoring of bumble bees, (3) studies that assess the types of sampling effort needed to achieve statistically viable assessments of bumble bee population trends, and (4) efforts to facilitate the compilation of data on bumble bee demography. The outcome of a successful agreement will be research products that help DOI and other land-management partners better understand and implement recovery strategies for imperiled bumble bees. Through this CESU agreement, the federal and state university partners will cooperate fully in development of a research program that will produce final products to be used in support of management decisions pertaining to bumble bees. This $498,000 non-competitive cooperative agreement is available to the Oklahoma Tribal Engagement Partners (OKTEP). This cooperative agreement is a continuation of work previously initiated by FNA through a needs assessment to understand the topics Food Distribution Program on Indian Reservations (FDPIR) staff were interested in learning about in a nutrition paraprofessional training program.OKTEP will utilize this cooperative agreement to continue offering the FDPIR nutrition paraprofessional training, known as the Community Nutrition Champion Training (CNCT), to FDPIR staff. Additionally, OKTEP will address participant requests and deliver an advanced version of the training, CNCT 2.0, to build on previous knowledge gained through the first CNCT curriculum and provide a more comprehensive nutrition education experience for attendees.

The Runaway and Homeless Youth Training, Technical Assistance, and Capacity Building Center (RHYTTAC) provides direct training and technical assistance to existing RHY award recipients and subrecipients to enhance their efforts to successfully implement FYSB-funded projects. This is a notice of funding opportunity (NOFO) for the NIJ FY 2026 Research and Evaluation of Services for Victims of Crime. This opportunity is a collaboration between the National Institute of Justice (NIJ) and the Office for Victims of Crime (OVC). It will fund research and evaluation projects to understand the needs of crime victims and survivors and to help improve services they receive.
