The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration’s priority of Making America Safe Again by supporting the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. This is a notice of funding opportunity (NOFO) for the FY26 Community Policing Development: Microgrants Program. Community Policing Development (CPD): Microgrants program funds are used to fund demonstration or pilot projects to be implemented by local, state, tribal, and territorial law enforcement agencies to increase their capacity to implement innovative or evidence-based projects that improve officer and public safety. The U.S. Department of State announces an open competition to deliver in-person, specialized English language teacher training and direct student instruction aligned with priority sectors such as space, critical minerals, rare earths, energy, high technology, business and trade, agriculture, media, and security. As U.S. engagement with Uzbekistan increases, English proficiency has become a strategic asset — enabling business and trade professionals, government officials, journalists, security personnel, agribusiness practitioners, and technology specialists to engage directly with Americans, access English-language resources, and generate opportunities that advance U.S. commercial and strategic interests.A shortage of highly proficient English teachers in Uzbekistan limits learners' access to functional, sector-specific English instruction. This program addresses that gap by training teachers to deliver specialized language instruction while simultaneously providing direct instruction to students and emerging professionals in key sectors. Program activities will promote enhanced knowledge of American culture and entrepreneurial spirit alongside language gains, equipping participants to more effectively engage with and operate within U.S. professional environments. The bulk of activities will be delivered in person. Funded programs will run for no more than two years and will produce measurable gains in English proficiency across priority professional communities.

Modern agricultural biotechnology such as genome editing is a revolutionary tool that could transform the sustainability and viability of the agriculture sector. American farmers rely on agricultural biotechnology products, with over 90% of corn and soybeans derived from these technologies. In 2025, American farmers exported over $51 billion in agricultural biotechnology products worldwide. However, the biotechnology policies of many trading partners in Europe, Africa, Western Hemisphere (Latin America), and Asia limit the trading potential for American agricultural biotechnology products. Additionally, many trading partners lack regulatory frameworks for the development, commercialization, and trade of animal biotechnology products, which limits U.S. innovation and economic development. The absence of a trade-facilitative system slows the potential of these innovative products which are already in active development.This NOFO is intended to support activities that promote the America First policy agenda by expanding market access for U.S. agricultural products derived from biotechnology through the removal of barriers to the adoption, use, and trade of these products. The Title V Competitive SRAE program competitively funds projects to implement sexual risk avoidance education that teaches youth ages 10-19 how to voluntarily refrain from non-marital sexual activity. Projects must: 1) use medically accurate information referencing peer-reviewed publications by educational, scientific, governmental, or health organizations; 2) implement an evidence-based approach integrating research findings with practical strategies that align with the needs and desired outcomes for the intended audience; 3) teach the benefits associated with personal responsibility, self-regulation, goal setting, healthy decision making, and a focus on the future; 4) discourage sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use; 5) be culturally appropriate, recognizing the experiences of youth from diverse communities, backgrounds, and experiences; 6) normalize avoiding non-marital sexual activity; and 7) be age-appropriate. This opportunity supports the development and implementation of such projects in states that do not accept FY 2026 allocations for Title V State SRAE.

The Administration for Children and Families, Administration on Children, Youth and Families, Family and Youth Services Bureau announces the availability of funds under the Sexual Risk Avoidance Education (SRAE) Program. The purpose of the SRAE Program is to fund projects to implement sexual risk avoidance education that teach participants how to voluntarily refrain from non-marital sexual activity. The services are targeted to participants that reside in areas with high rates of teen births and/or are at greatest risk of contracting sexually transmitted infections (STIs). The goals of SRAE are to empower participants to make healthy decisions, and provide tools and resources to prevent pregnancy, STIs, and youth engagement in other risky behaviors. Successful applicants are expected to submit program plans that agree to: 1) use medically accurate information referenced to peer-reviewed publications by education, scientific, governmental or health organizations; 2) implement sexual risk avoidance curricula and/or strategies with an evidence-based approach to integrate research findings with practical implementation that aligns with the needs and desired outcomes for the intended audience; and 3) teach the benefits associated with self-regulation, success sequencing for poverty prevention, healthy relationships, goal setting, and resisting sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use without normalizing teen sexual activity.

The Family and Youth Services Bureau will be accepting applications for the development and implementation of the Personal Responsibility Education Program (PREP) in states that do not accept FY2026 allocations for State PREP. This program supports educational projects for youth ages 10–19 and for pregnant and parenting youth under age 21, focusing on abstinence and contraception to prevent pregnancy, sexually transmitted infections, and HIV/AIDS. Projects are also required to implement at least three of the following six adulthood preparation subjects: healthy relationships, adolescent development, financial literacy, parent-child communication, educational and career success, and healthy life skills.

This global program will support the documentation of human rights violations and abuses and transform this information into credible, actionable, policy-relevant data that can support U.S. and allied sanctions, visa restrictions, law enforcement, DRL’s annual Human Rights Reports, diplomatic engagement, and other accountability measures. By improving the volume, quality, accessibility, and analytical use of locally generated information that meets the evidentiary standards used by the United States and U.S. allies for human rights-based sanctions, visa restrictions, and other accountability tools, the program addresses critical gaps that limit the operational use of documentation efforts and enables burden‑sharing.

OHSEPR administers the U. S. Repatriation Program (Program), which provides temporary assistance to eligible U.S. citizens and their dependents (repatriates) returned by the Department of State from a foreign country because of (1) destitution, illness, war, threat of war, or a similar crisis, and who are without available resources, or (2) mental illness. Temporary assistance as defined in 42 U.S.C. 1313(c) is provided upon their arrival in the United States and is available initially for up to 90 days from a repatriate"s date of arrival in the United States. Temporary assistance is provided in the form of a service loan and is repayable to the U.S. Government. OHSEPR leads the planning, coordination, and execution of all domestic repatriation plans and operations conducted as part of the Program. Through Memoranda of Understanding (MOUs), they act in support of OHSEPR"s management of an emergency repatriation mission by providing temporary assistance to repatriates. The goal of this funding opportunity is to increase state or territorial readiness and capabilities for emergency repatriation operations through planning, training, and exercises, culminating in an update to the state or territory emergency repatriation plan. The purpose of this NOFO is to: 1) develop the knowledge, skills, and abilities of states or territories for emergency repatriation operations and 2) increase the number of states or territories sufficiently prepared for an emergency repatriation incident.

Tribal PREP competitively funds projects that educate American Indian/Alaska Native (AI/AN) youth ages 10-19, and expectant and parenting youth under age 21, on both abstinence and contraception for the prevention of pregnancy, sexually transmitted infections (STIs), and HIV and promote successful transition of youth to adulthood through education on key adulthood preparation subjects (APS). Projects must implement at least three of the six congressionally mandated APS which include: 1) healthy relationships, 2) adolescent development, 3) financial literacy, 4) parent-child communication, 5) educational and career success, and 6) healthy life skills. Additionally, projects must 1) replicate evidence-based effective programs or substantially incorporate elements of effective programs that have been proven on the basis of rigorous scientific research to change behavior within the AI/AN tribal communities, which means delaying sexual activity, increasing condom or contraceptive use for sexually active youth, or reducing pregnancy among youth; 2) be medically-accurate and complete; 3) provide age-appropriate information and activities; and, 4) be provided in the cultural context that is most appropriate for AI/AN youth.

Despite expanded authority under the Family First Prevention Services Act, title IV-E prevention services account for less than 2% of total program claims. Many title IV-E agencies face implementation barriers including limited infrastructure, provider readiness, evaluation capacity, and complex claiming requirements.To overcome these barriers, the Children's Bureau will fund projects to accelerate and sustain implementation of the title IV-E prevention services program.Funded projects will develop the infrastructure and readiness to implement one or more title IV-E eligible prevention services. Services implemented must include at least one title IV-E eligible prevention service that is either new or not yet fully operationalized within their current title IV-E prevention plans or statewide service array. Core activities include but are not limited to: (1) Building title IV-E claiming and reimbursement systems; (2) Developing provider capacity and referral pathways; (3) Establishing data and reporting infrastructure. Title IV-E agencies must demonstrate how services and infrastructure will transition to title IV-E claiming within 18 months. Award recipients will work with an internal or external evaluator to provide rapid and real-time feedback as they prepare to implement the program(s) and share lessons learned with the field.

The Street Outreach Program (SOP) provides street-based services to runaway, homeless, and street youth who have been subjected to, or are at risk of being subjected to, sexual abuse, prostitution, sexual exploitation, and severe forms of human trafficking in persons. These services, targeted in areas where street youth congregate, are designed to assist such youth in making healthy choices and providing them access to shelter or stable housing, as well as basic needs, including food, hygiene packages, and information on a range of available services.

The Primary Prevention Youth Homelessness Demonstration Program provides funding to identify and implement strategies and services for youth and young adults between ages 12 and 26 in order to prevent homelessness, including strategies designed to serve youth and young adult populations with a high likelihood of experiencing homelessness, housing instability, particularly among youth at risk of human trafficking; struggling with substance abuse or mental health concerns; or transitioning out of foster care, the juvenile justice system, or a residential behavioral health system. Primary prevention efforts should focus on reasons youth become homeless, such as a lack of affordable housing, poverty, and family dynamics.Grant recipients must also work with youth who have experienced homelessness, are self-sufficient, and can assist with helping design and implement their projects. This includes establishing local youth advisory boards. In addition, grant recipients awarded under this funding opportunity must participate in a federally sponsored evaluation.

The Basic Center Program (BCP) provides temporary, emergency shelter; and counseling services to youth who have left home without permission of their parents or guardians, have been forced to leave home, or other homeless youth who might otherwise end up in the law enforcement or in the child welfare, mental health, or juvenile justice systems. BCPs work to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. BCPs provide youth under 18 years of age with food, clothing, counseling and referrals for health care. BCPs can provide up to 21 days of shelter for youth and seeks to reunite young people with their families, whenever possible, or to locate appropriate alternative placements.
