The FY26 Collaborative Reform Initiative (CRI) program funding seeks to provide best practices of law enforcement agencies and the many ways they are protecting Americans, enhance officer safety and wellness, build agencies’ capacity for self-improvement and effectiveness, and promote community policing practices nationwide. The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration’s priority of Making America Safe Again by supporting the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. The FY26 Collaborative Reform Initiative (CRI) Organizational Assessment and Enhanced Training program funding opportunity to identify and implement organizational improvements aligned with the principles of community policing to law enforcement agencies through assessments, technical assistance and enhanced training. The Enhanced Training program offers a suite of innovative new on-line enhanced training experiences for law enforcement professionals nationwide that focus on implementing organizational and operational improvements and measuring outcomes in short amounts of time (between three and six months). They are conducted through a series of regularly scheduled virtual trainings with specific projects developed by participants for completion. The key features of the enhanced training experience include training in cohorts, flexible scheduling, blended learning, and continuous access to trainers and subject matter experts throughout the training period. The Public Diplomacy Sections (PDS) of the U.S. Mission to ASEAN and U.S. Embassy Phnom Penh announce an open competition for applications to develop, organize, and oversee the Young Southeast Asian Leader Initiative (YSEALI) ScamShield Regional Workshop in Cambodia. Following the success of the YSEALI CyberSafe workshop in January 2026, this next workshop on countering online scams will reveal how criminal scam groups use illicit financial flows as they victimize Americans and Southeast Asians, and it will teach young leaders to detect, disrupt, and dismantle criminal financial networks. The workshop will gather approximately 60 YSEALI exchange alumni and up to 11 YSEALI CyberSafe alumni mentors from all 11 ASEAN countries for four days of expert panel discussions, site visits, and workshops where they will design action plans for detecting, disrupting, and dismantling the financial flows of scam groups in Southeast Asia. Participants will deploy the skills and network they develop at the workshop, working together across borders to counter criminal scam groups, disrupt illicit financial flows, and help protect the people of Southeast Asia and America. The Office of Planning, Research and Evaluation (OPRE) plans to solicit applications for Reflective Supervision in Home Visiting Research Awards. This funding opportunity will support projects that use the Supervisory Practices in Reflective Supervision-Home Visiting (SuPRS-HV) (https://acf.gov/opre/report/measure-manual-supervisor-practices-reflective-supervision-home-visiting-suprs-hv) measure to research and evaluate reflective supervision in early childhood home visiting. These awards will support partnerships with home visiting programs, including at least one funded by the Maternal, Infant, and Early Childhood Home Program (MIECHV) to do one or more of the following: 1) Further how reflective supervision is measured (e.g., explore additional aspects of the validity not explored in the measure development, adapt the measure for supervisees, validate against observational measures); 2) Use SuPRS-HV to understand how reflective supervision practices may affect outcomes (e.g., for home visitors, for home visitor-family relationships, or for families); 3) Develop tools to help home visiting programs use SuPRS-HV to improve practice (e.g., for monitoring performance or quality improvement); and/or 4) Use SuPRS-HV to describe how reflective supervision practices vary (e.g., by communities, staff characteristics, populations served). The Community Services Block Grant (CSBG) Tribal Capacity Building Training and Technical Assistance (TCBTTA) project intends to support one organization to help build tribal and tribal organization capacity within CSBG. This cooperative agreement addresses a critical gap in CSBG infrastructure: the absence of tailored training and technical assistance for tribal grant recipients. By receiving dedicated resources for capacity‐building, tribes and tribal organizations will be better equipped to administer their CSBG services, strengthen compliance and program performance, and more effectively use CSBG funds to support housing and economic stability initiatives that align with the A Home for Every Child administrative priority.The training and technical assistance (TTA) provided under this NOFO will include best practices in CSBG oversight, support with budgeting, financial reporting, internal controls, compliance with federal grant requirements, the CSBG Tribal Annual Report, and use of data for program improvements. The Office of Community Services (OCS) intends to fund Community Action Agencies (CAAs) and tribes that received FY25 Community Services Block Grant (CSBG) awards and own affordable housing units. The purpose of the AHSSD is to demonstrate the potential for improving housing stability, economic mobility, and well-being by boosting public welfare and support service enrollment for residents of affordable housing who are American citizens. AHSSD does this by improving the coordination of public and private assistance programs to prevent and reduce dependency among this population cohort. Recipients will offer direct provision of specific public welfare and support services, internal referrals to assistance programs, external referrals to programming offered through other agencies, and/or case management and human-services coordination. The DICE program seeks to develop the theory and algorithms for decentralized coordination and local inference control to enable a scalable, adaptive, and resilient collective of heterogeneous AI agents that can autonomously execute sustained long-time-horizon missions in contested environments while remaining under human control. In contrast to small-scale, rigid, and fragile centralized orchestration or the high-risk unpredictable nature of ad hoc compositions of AI agents, DICE aims to harness the scalability and adaptability of self-organizing systems while minimizing risks and ensuring that the collective behavior remains predictable and aligned with intended outcomes. This approach mirrors the principles of decentralized self-organization that underpin the internet's own scalability and resilience, where robust global behavior emerges from simple, local rules.

To carry out Older Americans Act Section 307(a)(11), and 45 C.F.R. 1321.93 and 1324.303, ACL plans to fund approximately five (5) cooperative agreements to expand or improve the delivery of legal services to older adults through public-private partnerships at the state and local levels. The project will divert low-risk, first-time offenders to probation and community service, allowing Tunisia to focus its limited resources on high-threat criminals. Building upon previous INL support and Ministry of Justice buy in, this project will work to expand probation services to all 24 governorates through establishing probation offices in the last remaining four governorates and standardizing services nationwide; deliver training to criminal justice sector actors and community stakeholders; increase public awareness of the benefits of community service and probation for low-risk individuals; and standardize procedures, including through the use of information technology, to streamline the process.
