The Title V Competitive SRAE program competitively funds projects to implement sexual risk avoidance education that teaches youth ages 10-19 how to voluntarily refrain from non-marital sexual activity. Projects must: 1) use medically accurate information referencing peer-reviewed publications by educational, scientific, governmental, or health organizations; 2) implement an evidence-based approach integrating research findings with practical strategies that align with the needs and desired outcomes for the intended audience; 3) teach the benefits associated with personal responsibility, self-regulation, goal setting, healthy decision making, and a focus on the future; 4) discourage sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use; 5) be culturally appropriate, recognizing the experiences of youth from diverse communities, backgrounds, and experiences; 6) normalize avoiding non-marital sexual activity; and 7) be age-appropriate. This opportunity supports the development and implementation of such projects in states that do not accept FY 2026 allocations for Title V State SRAE.

The Administration for Children and Families, Administration on Children, Youth and Families, Family and Youth Services Bureau announces the availability of funds under the Sexual Risk Avoidance Education (SRAE) Program. The purpose of the SRAE Program is to fund projects to implement sexual risk avoidance education that teach participants how to voluntarily refrain from non-marital sexual activity. The services are targeted to participants that reside in areas with high rates of teen births and/or are at greatest risk of contracting sexually transmitted infections (STIs). The goals of SRAE are to empower participants to make healthy decisions, and provide tools and resources to prevent pregnancy, STIs, and youth engagement in other risky behaviors. Successful applicants are expected to submit program plans that agree to: 1) use medically accurate information referenced to peer-reviewed publications by education, scientific, governmental or health organizations; 2) implement sexual risk avoidance curricula and/or strategies with an evidence-based approach to integrate research findings with practical implementation that aligns with the needs and desired outcomes for the intended audience; and 3) teach the benefits associated with self-regulation, success sequencing for poverty prevention, healthy relationships, goal setting, and resisting sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use without normalizing teen sexual activity.

Modern agricultural biotechnology such as genome editing is a revolutionary tool that could transform the sustainability and viability of the agriculture sector. American farmers rely on agricultural biotechnology products, with over 90% of corn and soybeans derived from these technologies. In 2025, American farmers exported over $51 billion in agricultural biotechnology products worldwide. However, the biotechnology policies of many trading partners in Europe, Africa, Western Hemisphere (Latin America), and Asia limit the trading potential for American agricultural biotechnology products. Additionally, many trading partners lack regulatory frameworks for the development, commercialization, and trade of animal biotechnology products, which limits U.S. innovation and economic development. The absence of a trade-facilitative system slows the potential of these innovative products which are already in active development.This NOFO is intended to support activities that promote the America First policy agenda by expanding market access for U.S. agricultural products derived from biotechnology through the removal of barriers to the adoption, use, and trade of these products. The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that support local level efforts to prevent, mitigate, and respond to atrocities and promote peace and security in Sudan.

This program will enable INL to deliver timely technical assistance to key law enforcement and criminal justice agencies across SCC partner countries working to combat transnational criminal organizations (TCOs) and prevent foreign terrorist organizations (FTOs) from operating in the region

This global program will support the documentation of human rights violations and abuses and transform this information into credible, actionable, policy-relevant data that can support U.S. and allied sanctions, visa restrictions, law enforcement, DRL’s annual Human Rights Reports, diplomatic engagement, and other accountability measures. By improving the volume, quality, accessibility, and analytical use of locally generated information that meets the evidentiary standards used by the United States and U.S. allies for human rights-based sanctions, visa restrictions, and other accountability tools, the program addresses critical gaps that limit the operational use of documentation efforts and enables burden‑sharing.

OHSEPR administers the U. S. Repatriation Program (Program), which provides temporary assistance to eligible U.S. citizens and their dependents (repatriates) returned by the Department of State from a foreign country because of (1) destitution, illness, war, threat of war, or a similar crisis, and who are without available resources, or (2) mental illness. Temporary assistance as defined in 42 U.S.C. 1313(c) is provided upon their arrival in the United States and is available initially for up to 90 days from a repatriate"s date of arrival in the United States. Temporary assistance is provided in the form of a service loan and is repayable to the U.S. Government. OHSEPR leads the planning, coordination, and execution of all domestic repatriation plans and operations conducted as part of the Program. Through Memoranda of Understanding (MOUs), they act in support of OHSEPR"s management of an emergency repatriation mission by providing temporary assistance to repatriates. The goal of this funding opportunity is to increase state or territorial readiness and capabilities for emergency repatriation operations through planning, training, and exercises, culminating in an update to the state or territory emergency repatriation plan. The purpose of this NOFO is to: 1) develop the knowledge, skills, and abilities of states or territories for emergency repatriation operations and 2) increase the number of states or territories sufficiently prepared for an emergency repatriation incident.

Tribal PREP competitively funds projects that educate American Indian/Alaska Native (AI/AN) youth ages 10-19, and expectant and parenting youth under age 21, on both abstinence and contraception for the prevention of pregnancy, sexually transmitted infections (STIs), and HIV and promote successful transition of youth to adulthood through education on key adulthood preparation subjects (APS). Projects must implement at least three of the six congressionally mandated APS which include: 1) healthy relationships, 2) adolescent development, 3) financial literacy, 4) parent-child communication, 5) educational and career success, and 6) healthy life skills. Additionally, projects must 1) replicate evidence-based effective programs or substantially incorporate elements of effective programs that have been proven on the basis of rigorous scientific research to change behavior within the AI/AN tribal communities, which means delaying sexual activity, increasing condom or contraceptive use for sexually active youth, or reducing pregnancy among youth; 2) be medically-accurate and complete; 3) provide age-appropriate information and activities; and, 4) be provided in the cultural context that is most appropriate for AI/AN youth.

The Family and Youth Services Bureau will be accepting applications for the development and implementation of the Personal Responsibility Education Program (PREP) in states that do not accept FY2026 allocations for State PREP. This program supports educational projects for youth ages 10–19 and for pregnant and parenting youth under age 21, focusing on abstinence and contraception to prevent pregnancy, sexually transmitted infections, and HIV/AIDS. Projects are also required to implement at least three of the following six adulthood preparation subjects: healthy relationships, adolescent development, financial literacy, parent-child communication, educational and career success, and healthy life skills.

Despite expanded authority under the Family First Prevention Services Act, title IV-E prevention services account for less than 2% of total program claims. Many title IV-E agencies face implementation barriers including limited infrastructure, provider readiness, evaluation capacity, and complex claiming requirements.To overcome these barriers, the Children's Bureau will fund projects to accelerate and sustain implementation of the title IV-E prevention services program.Funded projects will develop the infrastructure and readiness to implement one or more title IV-E eligible prevention services. Services implemented must include at least one title IV-E eligible prevention service that is either new or not yet fully operationalized within their current title IV-E prevention plans or statewide service array. Core activities include but are not limited to: (1) Building title IV-E claiming and reimbursement systems; (2) Developing provider capacity and referral pathways; (3) Establishing data and reporting infrastructure. Title IV-E agencies must demonstrate how services and infrastructure will transition to title IV-E claiming within 18 months. Award recipients will work with an internal or external evaluator to provide rapid and real-time feedback as they prepare to implement the program(s) and share lessons learned with the field.

The Street Outreach Program (SOP) provides street-based services to runaway, homeless, and street youth who have been subjected to, or are at risk of being subjected to, sexual abuse, prostitution, sexual exploitation, and severe forms of human trafficking in persons. These services, targeted in areas where street youth congregate, are designed to assist such youth in making healthy choices and providing them access to shelter or stable housing, as well as basic needs, including food, hygiene packages, and information on a range of available services.This NOFO is modified. The Primary Prevention Youth Homelessness Demonstration Program provides funding to identify and implement strategies and services for youth and young adults between ages 12 and 26 in order to prevent homelessness, including strategies designed to serve youth and young adult populations with a high likelihood of experiencing homelessness, housing instability, particularly among youth at risk of human trafficking; struggling with substance abuse or mental health concerns; or transitioning out of foster care, the juvenile justice system, or a residential behavioral health system. Primary prevention efforts should focus on reasons youth become homeless, such as a lack of affordable housing, poverty, and family dynamics.Grant recipients must also work with youth who have experienced homelessness, are self-sufficient, and can assist with helping design and implement their projects. This includes establishing local youth advisory boards. In addition, grant recipients awarded under this funding opportunity must participate in a federally sponsored evaluation.

The Basic Center Program (BCP) provides temporary, emergency shelter; and counseling services to youth who have left home without permission of their parents or guardians, have been forced to leave home, or other homeless youth who might otherwise end up in the law enforcement or in the child welfare, mental health, or juvenile justice systems. BCPs work to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. BCPs provide youth under 18 years of age with food, clothing, counseling and referrals for health care. BCPs can provide up to 21 days of shelter for youth and seeks to reunite young people with their families, whenever possible, or to locate appropriate alternative placements.

In carrying out the SGP, under Assistance Listing Number 10.320, NIFA is authorized to make awards to fund subgrants and activities that: 1.    Enhance national energy security through the development, distribution, and implementation of biobased energy technologies; 2.    Promote varied agricultural production systems in the U.S. through biobased energy and product technologies; 3.    Promote economic growth in rural areas of the U.S. through biobased energy and product technologies; and 4.    Enhance the efficiency of bioenergy and biomass research and development programs through improved coordination and collaboration among the Department, other appropriate Federal agencies, and Land-grant Colleges and Universities.

DRMS supports research with solid foundations in theories and methods of the social and behavioral sciences. This social and behavioral science research should advance knowledge, address fundamental scientific and societal issues and have strong broader impacts. Purely theoretical or algorithmic proposals are not appropriate for DRMS DDRIG proposals.

The Blueprint Neurotherapeutics Network (BPN) invites applications from neuroscience investigators seeking support to advance their small molecule drug discovery and development projects into the clinic. Participants in the BPN are responsible for conducting all studies that involve disease- or target-specific assays, models, and other research tools and receive funding for all activities to be conducted in their own laboratories. In addition, applicants will collaborate with NIH-funded consultants and can augment their project with NIH contract research organizations (CROs) that specialize in medicinal chemistry, pharmacokinetics, toxicology, formulations development, chemical synthesis including under Good Manufacturing Practices (GMP), and Phase I clinical testing. Projects can enter either at the Discovery stage, to optimize promising hit compounds through medicinal chemistry to the Development stage, to advance a single development candidate through Investigational New Drug (IND)-enabling toxicology studies and phase I clinical testing. Alternatively, projects can enter at the Development stage and progress in a shorter period to IND enabling toxicology studies and phase I clinical testing. BPN awardee Institutions retain their assignment of IP rights and gain assignment of IP rights from the BPN contractors (and thereby control the patent prosecution and licensing negotiations) for drug candidates developed in this program.

The ICJR Program assists Tribal, state, and local governments and courts to strengthen the criminal justice response to domestic/dating violence, sexual assault, and stalking by improving offender accountability, victim safety, homicide reduction, protection-order enforcement, and coordinated law enforcement and prosecutorial action. These sorts of activities treat these offenses as serious violations of criminal law and seek safety and autonomy for victims.
