The National Sea Grant College Program was enacted by the U.S. Congress in 1966 (amended in 2020, Public Law 116-221) to support leveraged federal and state partnerships that harness the intellectual capacity of the nation’s universities and research institutions to solve problems and generate opportunities in coastal communities. This notice announces that applications may be submitted for the 2027 National Sea Grant College Program Dean John A. Knauss Marine Policy Fellowship (Sea Grant Knauss Fellowship Program). Pending the availability of federal funding, the National Sea Grant College Program (Sea Grant) anticipates funding not less than 35 applications. Application packages will each propose a total of $97,200 in funding. A detailed breakdown of this funding is described in Sections II.A and III.F of this announcement. Student applicants are strongly encouraged to reach out to the Sea Grant program in their state/territory at least one to two months before the state application deadline to receive application support and provide notification of intent to apply. ONDCP’s Drug Court Training and Technical Assistance Cooperative Agreement supports training and technical assistance (TTA) to ensure access to evidence-based addiction treatment through drug courts, including when substance use disorder co-occurs with other mental healthconditions. ONDCP seeks to reduce drug use and its consequences through evidence-based treatment that leads to long-term recovery, and this cooperative agreement will support the President’s priorities by applying this to the criminal justice system. The purpose of this cooperative agreement is to: (1) educate, train, and produce materials to improve the implementation of evidence-based treatment to individuals with addiction, including when substance use disorder co-occurs with other mental health conditions; (2)decrease criminal justice costs and recidivism rates; and (3) improve access to evidence-based addiction treatment that includes medications for opioid use disorder through drug courts. The Administration for Native Americans (ANA), announces funds for a National Center for Native Training and Technical Assistance (the Center). The Center will be ANA"s primary provider of training and technical assistance (TTA). The goal is to build the capacity of ANA applicants and recipients to implement successful strategies and facilitate sustainable and successful outcomes that strengthen Native American communities. The beneficiaries of TTA are tribes and Native American communities, including American Indians, Alaska Natives, Native Hawaiians, and other Native Pacific Islander organizations and their partners. The program will strengthen labor rights protections consistent with labor rights commitments and support labor rights reforms in strategic partner countries with existing Agreements on Reciprocal Trade (ARTs). This program will support garment workers to help them better understand and exercise their labor rights, freely associate, and access timely, non-retaliatory remedies for workplace abuses across the garment supply chain. Activities may include supporting workers and worker organizations to organize and advocate for their rights, documenting labor rights violations, promoting accountability and remediation for workplace abuses, and engaging employers, civil society, and government stakeholders to improve compliance with labor standards and working conditions in the garment sector. This three-year cooperative agreement is designed to address the critical public safety crisis in Tribal communities, as American Indian and Alaska Native populations experience traffic fatality rates more than twice the national average.The primary objective of this program is to research, identify innovations, and develop a next-generation Tribal Transportation Strategic Safety Plan. The selected applicant will develop a comprehensive toolbox of training, analysis tools specifically geared toward decision making when historical crash data is not readily available, and risk-based safety planning guidelines. The project will culminate in a pilot program with at least one Federally recognized Tribal community that has a high traffic fatality rate, and will include the implementation of a temporary, low-cost safety infrastructure demonstration project.

The Tribal Management Grant program aims to prepare tribes and tribal organizations for assuming all or part of existing Indian Health Service programs functions services and activities under the Public Law 93 638 Indian Self Determination and Education Assistance Act as amended and to further develop and improve their health management capabilities. Wildland Fire Fuels Management and Community Assistance Program activities embody strategic investments in managing vegetation by reducing the intensity, severity, or negative effects of wildfire. These initiatives provide cost-effective benefits to the American people, help maintain and support communities in becoming fire adapted. Program activities include developing local capacities through assessment and planning, community and homeowner mitigation efforts, and implementation of fuels management treatments and activities. This involves training, monitoring, or implementing/maintaining fuels management on federal land or adjacent non-federal land to benefit federal resources, as well as assisting with wildfire prevention to mitigate risks to communities and their values. Additionally, the Bureau of Land Management (BLM) has an opportunity to collaborate with partner organizations to support these efforts, reducing the intensity, severity, risk, and impact of catastrophic wildfires on local communities through coordination, hazardous fuel reduction, and further education on wildfire prevention. These activities help create jobs and advance conservation and restoration efforts through planning and implementation of hazardous fuels reduction projects.
